According to a special correspondent of the Vietnam News Agency, on December 17, on the occasion of attending the Summit to celebrate the 50th anniversary of ASEAN-Japan relations and conducting bilateral activities in Japan, Prime Minister Pham Minh Chinh had meetings with the Governors of Aichi, Tochigi, Niigata, Kanagawa and Yamanashi provinces of Japan in Tokyo.

At the meetings, Prime Minister Pham Minh Chinh expressed his delight at the positive development of the Vietnam-Japan multifaceted cooperation, including the remarkable development of local cooperation; affirming that one of the main purposes of this visit is to prioritize promoting Vietnam-Japan local cooperation, expanding exchanges and cooperation in the spirit of bringing practical benefits to both countries.
Prime Minister Pham Minh Chinh highly appreciated the cooperation achievements between Aichi, Tochigi, Niigata, Kanagawa and Yamanashi prefectures with Vietnamese ministries, sectors and partner localities, as well as the sentiment, interest and support of the Governors and provincial authorities in promoting cooperative relations with Vietnam in recent times; he requested that leaders of Japanese localities promote cooperative relations with the localities of Thai Binh, Khanh Hoa, Hai Duong, Can Tho... to join the Government's working delegation this time.
The Prime Minister asked the Governors to further strengthen cooperation with Vietnam to effectively exploit available potential through promoting exchange activities and delegations at all levels; promoting investment, human resource training, and education with Vietnamese localities.

The Prime Minister also asked the provinces to continue to pay attention and create favorable conditions for the Vietnamese community to contribute more actively to the development of the province as well as the good friendship between the two countries.
At the receptions, the Governors of Japanese localities expressed their honor to meet with Prime Minister Pham Minh Chinh during his working trip to Japan to attend the Summit to celebrate the 50th anniversary of ASEAN-Japan relations; and expressed their joy at the fact that the two countries had just upgraded their relationship to Comprehensive Strategic Partnership in November 2023.
The local governors highly appreciated the positive contributions of the Vietnamese community to the local socio-economic development and expressed their desire to increase the number of Vietnamese people studying and working in the province; affirmed their readiness to create more favorable conditions for the Vietnamese community in the province to better integrate into local life.
At the meeting with Governor of Aichi Prefecture Omura Hideaki, Prime Minister Pham Minh Chinh was informed about the close and extensive cooperation between Aichi Prefecture and Vietnam and Ho Chi Minh City, especially in the fields of investment and people-to-people exchange when more than 200 provincial enterprises are investing in Vietnam, and the number of Vietnamese people in the province is the highest in Japan at 53,000.
Expressing his desire to further promote substantive cooperation with Vietnamese localities, including Ho Chi Minh City and Vinh Phuc province, through increasing delegation exchanges, economic and investment cooperation, and organizing cultural exchange activities and festivals, Governor of Aichi Omura Hideaki said that since 2018, the province has regularly organized the Vietnam Festival in coordination with Ho Chi Minh City, attracting the participation of more than 100,000 visitors, contributing to promoting the image of Vietnam in the province and cultural and tourism cooperation between the two countries.

Prime Minister Pham Minh Chinh asked Governor Omura, with Aichi Prefecture’s industrial strengths, to pay attention to supporting Vietnam in implementing its industrialization and modernization strategy as committed by Prime Minister Kishida to Vietnam; double the number of Aichi Prefecture enterprises investing in Vietnam to 400 after 10 years; and promote the organization of the Cherry Blossom Festival in Ho Chi Minh City.
At the meeting with Governor of Tochigi Prefecture Fukuda Tomikazu, Prime Minister Pham Minh Chinh was informed about the cooperation agreement between Tochigi Prefecture and the Ministry of Planning and Investment to promote investment cooperation in Vietnam as well as the province's efforts in promoting educational and tourism cooperation between Tochigi Prefecture and Vietnam through cooperation with the University of Science and Technology, organizing the first Vietnam Festival in the province in November 2023; expressed his wish to promote closer cooperation with Vinh Phuc Province on the basis of the signed agreement.
The Prime Minister recalled memories of his visit to Tochigi Prefecture in November 2021; asked Governor Fukuda Tomikazu to pay attention to promoting cooperation in areas where the province has strengths such as digital transformation, labor, education, tourism, and training; and proposed creating conditions for FPT Corporation to operate effectively in Tochigi Prefecture.
At the meeting with Governor of Niigata Prefecture Hanazumi Hideyo, Prime Minister Pham Minh Chinh was informed about Niigata Prefecture signing a cooperation agreement with Thanh Hoa and Vinh Long provinces on promoting investment, trade and tourism cooperation; and committed to continue bringing more provincial businesses to invest in Vietnam.
The Prime Minister highly appreciated Governor Hanazumi Hideyo’s efforts in promoting cooperation between Niigata Prefecture and Vietnam in recent times; welcomed the fact that many Niigata Prefecture enterprises are successfully investing and expanding their business activities in Vietnam in the fields of education, food, etc.

At the meeting with Governor of Kanagawa Prefecture Kuroiwa Yuji, Prime Minister Pham Minh Chinh was informed about Kanagawa Prefecture's regular organization of cultural exchange events, promoting investment, trade, tourism, and labor between the two countries, such as the 6 times of organizing the Vietnam Festival in Kanagawa, the 4 times of organizing the Kanagawa Festival in Hanoi and Da Nang, seminars on investment and trade promotion, etc.; currently, there are 24 enterprises of the province investing in Vietnam and 17 Vietnamese enterprises investing in Kanagawa Prefecture.
Governor Kuroiwa also announced the prefecture's “Me-byo” health care initiative to build a disease-free society through medical, health, and social measures.
Governor Kuroiwa Yuji affirmed his desire to continue to promote substantive relations with Vietnam and Vietnamese partner ministries, sectors and localities that have established relations such as Hanoi, Ho Chi Minh City, Hung Yen, Quang Ninh, Can Tho, Lang Son, etc.; promote tourism cooperation and investment of Kanagawa province's enterprises in Vietnam in areas where the province has strengths such as manufacturing industry, supporting industry, environment, digital transformation, green transformation, energy, healthcare, etc.
Appreciating Kanagawa Prefecture's achievements in the healthcare sector, the Prime Minister asked Governor Kuroiwa Yuji to consider establishing a research center on population aging at the National Innovation Center to propose policies to respond to this issue./.
