The Prime Minister believes that the Ambassador will play a good role as a bridge to help the two sides strengthen trust, promote cooperation, expand exchanges, and actively contribute to further strengthening the bilateral relationship.

On the afternoon of October 1, at the Government headquarters, Prime Minister Pham Minh Chinh received Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Vietnam He Wei for a courtesy visit on the occasion of the beginning of his term of office.
Requesting Ambassador Ha Vi to convey the greetings and best wishes of the Vietnamese high-ranking leaders to the leaders of the Party, State and people of China on the occasion of the 75th anniversary of the National Day of the People's Republic of China (October 1, 1949 - October 1, 2024), Prime Minister Pham Minh Chinh emphasized that Vietnam consistently considers developing relations with China an objective requirement, a strategic choice and a top priority in Vietnam's overall foreign policy.
The Prime Minister thanked China for its visits and support to Vietnam in responding to and overcoming the serious consequences caused by storm No. 3 and floods; and especially appreciated China's coordination in sharing hydrological information and regulating the discharge of water from hydroelectric dams to minimize damage caused by floods.

Welcoming and congratulating Comrade Ha Vi on his appointment as Chinese Ambassador to Vietnam at a time when the relationship between the two Parties and the two countries is entering a new stage of development, the Prime Minister affirmed that the Government, ministries, branches and localities of Vietnam will create favorable conditions for Ambassador Ha Vi to successfully fulfill his important duties; believing that during his term of office, the Ambassador will promote his role as a bridge to help the two sides strengthen trust, promote cooperation, expand exchanges, and actively contribute to further strengthening the Comprehensive Strategic Cooperative Partnership and promoting the building of the Vietnam-China Community of Shared Future.
Prime Minister Pham Minh Chinh hopes that Ambassador Ha Vi will urge Chinese ministries, sectors and localities to continue to closely coordinate with Vietnam to comprehensively and effectively implement high-level agreements and common perceptions, focusing on maintaining regular visits and contacts at high and all levels; deepening substantive cooperation in the fields of economics, trade, investment, transport infrastructure connectivity, culture, education, tourism, climate change response, natural disaster prevention, ensuring water security; promoting the construction of smart border gates, etc.
The Prime Minister suggested that China pay attention to promoting cooperation in building standard gauge railways connecting the two countries, continue to open the market for Vietnamese agricultural products, promptly implement large-scale investment projects that represent China's development level in Vietnam; and coordinate to well organize the Vietnam-China Cultural Exchange Year 2025 on the occasion of the 75th anniversary of the establishment of diplomatic relations between the two countries.
The Prime Minister suggested that the two sides strictly implement the high-level common perception on better controlling and resolving disagreements at sea, respect each other's legitimate and legal rights and interests, and properly handle disagreements in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Expressing his sincere thanks to Prime Minister Pham Minh Chinh for taking the time to receive the Ambassador on the 75th anniversary of the National Day of China and for giving important opinions on the direction and key tasks to promote the Vietnam-China bilateral relationship in the coming time, Chinese Ambassador Ha Vi expressed his honor to assume the responsibility in Vietnam, ready to make every effort to promote the Comprehensive Strategic Cooperative Partnership, the China-Vietnam Community of Shared Future, which has strategic significance, continuously developing in depth, substance and effectiveness; hoping to receive the attention and support of the leaders of the Party and State of Vietnam as well as the close coordination of all levels and sectors of the Vietnamese side in the coming time.
Ambassador Ha Vi affirmed that he will strive to promote the coordinating role, promote Chinese ministries, sectors and localities to coordinate with the Vietnamese side to concretize and comprehensively implement the high-level common perceptions and signed agreements between the two sides; continue to strengthen regular high-level exchanges to consolidate political trust; promote cooperation in the fields of diplomacy, defense and security; deepen and improve the effectiveness of substantive cooperation in economics, trade, investment, transportation, maintaining supply chains and production chains; cooperate in tourism, health, education; expand cooperation in emerging areas such as digital transformation, green growth, etc.; promote cultural cooperation and people-to-people exchanges to consolidate the social foundation for bilateral relations; maintain close coordination at multilateral mechanisms and international forums; together to better control and resolve maritime disputes on the basis of high-level agreements and common perceptions, for the happiness of the people of the two countries, for peace and stability in the region./.
