Prime Minister Pham Minh Chinh expressed his impression of the “Heart to Heart” Doctrine proposed by Prime Minister Takeo Fukuda, father of former Prime Minister Yasuo Fukuda, in 1977, which laid the foundation for the strong development of Japan's relations with ASEAN, including the Vietnam-Japan relationship.

On December 17, within the framework of a working trip to attend the Summit to celebrate 50 years of ASEAN-Japan relations, Prime Minister Pham Minh Chinh received former Japanese Prime Minister Yasuo Fukuda.

In a friendly atmosphere, Prime Minister Pham Minh Chinh expressed his impression of the “Heart to Heart” Doctrine proposed by Prime Minister Takeo Fukuda, father of former Prime Minister Yasuo Fukuda, in 1977, which laid the foundation for the strong development of relations between Japan and ASEAN, including the Vietnam-Japan relationship.

The Prime Minister said that this was also one of the reasons he chose to visit Gunma Prefecture, a land of outstanding people in Japan, during his visit this time. The Prime Minister shared in his speech at the ASEAN-Japan Summit that, inspired by the "from heart to heart" doctrine, he added the concept of "from action to action, from emotion to effectiveness" to the development orientation of ASEAN-Japan relations in the new situation.

Expressing his delight at the remarkable progress in the friendship and cooperation between the two countries in all areas with high political trust since the establishment of diplomatic relations in 1973, 50 years ago, Prime Minister Pham Minh Chinh assessed that upgrading the relationship to Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the world will open a new page in the multifaceted cooperation between Vietnam and Japan to develop more strongly, effectively and comprehensively in the spirit of trust and sincerity.

Prime Minister Pham Minh Chinh expressed his gratitude and appreciation for the special affection and great contributions that former Prime Minister Fukuda had made to the Vietnam-Japan friendship and cooperation as Prime Minister and in many other positions, as well as the close ties between former Prime Minister Fukuda's family members and Vietnam. The Prime Minister also asked former Prime Minister Fukuda to continue supporting the Vietnam-Japan Comprehensive Strategic Partnership to develop substantially and effectively. On this occasion, Prime Minister Pham Minh Chinh invited former Prime Minister Fukuda to soon visit Vietnam again.

Former Prime Minister Yasuo Fukuda welcomed the upgrading of the two countries' relations to a Comprehensive Strategic Partnership; he said that Prime Minister Pham Minh Chinh's working trip and attendance at the Summit to celebrate the 50th anniversary of ASEAN-Japan relations will open a new stage of more substantive and effective development of the Comprehensive Strategic Partnership between Japan and the ASEAN region, including Vietnam. Former Prime Minister Yasuo Fukuda highly appreciated the important role and contributions of Vietnam in the region and internationally. The former Prime Minister affirmed that the Japanese Government is ready to cooperate with Vietnam in industrialization and modernization.

Sharing the positive assessment of Japanese enterprises on Vietnam's hard-working and skilled human resources, former Prime Minister Yasuo Fukuda affirmed that Japan considers promoting cooperation with Asian countries, including Vietnam, especially in the field of human resources, a priority in its foreign policy. The former Prime Minister wishes to continue cooperation in receiving human resources and labor from Vietnam.

Former Prime Minister Yasuo Fukuda expressed his willingness to continue to promote further strengthening the friendly relations, enhancing affection and mutual understanding between the people of the two countries through diverse cultural and people-to-people exchange activities; emphasizing that he will continue to support and assist the Vietnamese Embassy in Japan to successfully organize the Vietnam Festival at Yoyogi Park in the coming years.
