On the morning of November 6, in Kunming city, Yunnan province, during his working trip to China, Prime Minister Pham Minh Chinh received Mr. Dai Hoa Can, Chairman of the Board of Directors of China Railway Construction Corporation (CRCC) and senior leaders of the Corporation.
At the meeting, the Chairman of CRCC expressed CRCC's close ties with Vietnam, saying that the group's predecessor had supported Vietnam in building and restoring railways during the war and was cooperating with Vietnam in this field, especially with the Vietnam Railways Corporation. At the same time, he expressed his interest and desire to participate in railway, urban railway, expressway, and infrastructure projects in Vietnam, as well as emerging strategic industries, in the spirit of mutual victory and mutual growth, contributing to the socio-economic development of Vietnam.
In particular, the group is very interested and is carefully researching, wishing to participate in the implementation of the Kunming-Lao Cai-Hanoi-Hai Phong railway line, and is also studying participation in the North-South high-speed railway project in Vietnam.
Welcoming Chinese enterprises interested in and investing in Vietnam, Prime Minister Pham Minh Chinh said that the friendly neighborly relationship, both comrades and brothers, between Vietnam and China is developing very well. Enterprises of both sides need to strengthen cooperation, promote the realization of high-level agreements and specific cooperation contents so that the comprehensive strategic cooperative partnership and the "Vietnam-China Community of Shared Future of Strategic Significance" will develop more deeply, comprehensively and sustainably.
Welcoming the plan to expand investment and business in Vietnam of CRCC and CCECC in the coming time, Prime Minister Pham Minh Chinh highly appreciated the growth, maturity, effective and sustainable investment and business activities of the Group.
Regarding the desire to participate in projects in the field of railway infrastructure, the Prime Minister requested the Group to continue to coordinate with relevant ministries, branches, agencies, and the Railway Corporation to make specific proposals, first of all, to continue studying participation in the Lao Cai-Hanoi-Hai Phong railway project connecting with Kunming, Yunnan province, China.
The Prime Minister emphasized that this is a very important railway line, contributing to connecting the framework of the "Belt and Road" and the "Two Corridors, One Economic Belt", contributing to making Yunnan have a faster way to the sea, and the northern border provinces of Vietnam develop socio-economy, and reduce poverty.
The Prime Minister said that Vietnam is determined to focus on building this route with the goal of starting construction in 2025, in which three very important factors are valuing time, valuing intelligence, and implementing procedures according to regulations as quickly as possible to submit to competent authorities for consideration and decision.
Along with the Lao Cai-Hanoi-Hai Phong railway, the Prime Minister requested CRCC to study and participate in other large-scale infrastructure projects in Vietnam such as: Hanoi-Lang Son railway; Mong Cai-Ha Long-Hai Phong railway; North-South high-speed railway project; expressway projects connecting Vietnam's border provinces with China.
The Prime Minister emphasized the spirit of "what is said must be done, what is committed must be done, what is done must have specific products, measurable and quantifiable results", harmonizing benefits, sharing risks, harmonizing interests between people, businesses and the state; implementing projects most effectively and quickly, fighting corruption, negativity and waste.
The Prime Minister also asked China to support him with preferential loans, modern technology transfer, management capacity and human resource training to contribute to improving capacity and developing the railway industry.
The Chairman of CRCC thanked the Prime Minister for his opinions, said that he would understand and thoroughly grasp these opinions, report to Chinese authorities, and coordinate with relevant agencies and enterprises to be able to participate in implementing projects according to regulations, ensuring progress and quality.
CRCC is a central state-owned enterprise under the State-owned Assets Supervision and Administration Commission of the State Council; one of the world's largest and most powerful integrated construction groups, ranked 39th in the Fortune Global 500, 3rd among the top 250 global contractors by the US ENR Magazine, and 12th among the "Top 500 Chinese Enterprises" in 2021. The group has built 20,000 km of railways and 8,000 km of expressways in China.
CCECC is a subsidiary of CRCC Group, mainly carrying out railway projects abroad. To date, with more than 9,000 km of railways completed, CCECC accounts for 80% of China's total railway construction volume abroad.
