This morning, September 16, within the framework of attending the China-ASEAN Expo and the 20th China-ASEAN Business and Investment Summit, in Nanning City, Guangxi, Prime Minister Pham Minh Chinh received comrade Liu Ning, member of the Central Committee of the Communist Party of China, Secretary of the Regional Party Committee, Chairman of the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region, China.

Prime Minister Pham Minh Chinh expressed his pleasure to visit Guangxi and attend the 20th China-ASEAN Expo, congratulated Guangxi on its great achievements in reform and opening up, and socio-economic development in recent times; and believed that the Autonomous Region will successfully complete its socio-economic development goals and tasks, building Guangxi into an international corridor towards ASEAN.

Prime Minister Pham Minh Chinh thanked Guangxi for preserving the relics of President Ho Chi Minh during his revolutionary activities in Guangxi; and recalled that General Secretary Nguyen Phu Trong recently visited the Huu Nghi - Huu Nghi Quan border gate area and planted a “friendship” tree there, demonstrating the importance and top priority of the Vietnamese Party and State for the Vietnam-China relationship.

The Prime Minister emphasized that Guangxi is the locality that most vividly demonstrates the friendship of "both comrades and brothers" between the two Parties, two countries and peoples of Vietnam and China, and hopes that Guangxi will continue to promote its pioneering role, paving the way in promoting exchanges and substantive cooperation between the two countries.

Secretary of Guangxi Liu Ning expressed his appreciation for the good feelings of General Secretary Nguyen Phu Trong and Vietnamese leaders towards Guangxi; affirmed that Guangxi always attaches top importance to the friendship and cooperation relations with Vietnamese localities. After his visit to Vietnam (April 2023), Secretary Liu Ning expressed his delight at the active and effective implementation of cooperation activities between the two sides and achieved many practical results such as trade turnover in the first 8 months of 2023 reaching more than 20 billion USD; starting the pilot construction of the Huu Nghi Quan - Huu Nghi smart border gate model; piloting the Ban Gioc waterfall landscape area (Vietnam) - Duc Thien (China); people-to-people exchange activities such as group tourism, welcoming Vietnamese students back to Guangxi to study have been restored...

Discussing cooperation between the two sides in the coming time, Prime Minister Pham Minh Chinh highly appreciated the potential for cooperation between localities of the two sides and pointed out six breakthroughs in cooperation in various fields with Guangxi: First, a breakthrough in infrastructure connection cooperation, including strengthening highway and railway connections; Second, promoting economic - trade and investment cooperation, opening new and upgrading border gates, facilitating customs clearance of goods; Third, implementing more people-to-people exchange activities, youth exchange, culture and arts.

Fourth, closely cooperate in the field of border gates, highly appreciate Guangxi and Lang Son for initiating the construction of the Huu Nghi - Huu Nghi Quan smart border gate model, believing that this new model will contribute to improving customs clearance efficiency and promoting bilateral trade development; Fifth , well implement the 3 documents on Vietnam - China land border management, well deploy cooperation activities between functional forces of the two sides in preventing cross-border crimes, promote exchanges between border guards and police in border areas; Sixth, closely cooperate in the field of education and training, in which Guangxi is requested to increase scholarships for Vietnamese students, train Vietnamese students in tourism, culture and arts and new groups of industries serving digital transformation, green growth, and circular economy.

Guangxi Secretary Liu Ning affirmed that Guangxi will well implement the common perception of the high-ranking leaders of the two Parties and two countries, and expand and deepen friendly exchanges with Vietnamese localities.

Agreeing with the important opinions of Prime Minister Pham Minh Chinh, Secretary of Guangxi Liu Ning affirmed that the Party Committee, Government and people of Guangxi will well implement the common perception of the high-ranking leaders of the two Parties and two countries, expanding and deepening friendly exchanges with Vietnamese localities. Secretary Liu Ning expressed his appreciation and agreed to coordinate with Vietnamese ministries, sectors and localities to deepen cooperation in the six breakthrough directions proposed by Prime Minister Pham Minh Chinh, especially promoting the connection of railway and road traffic; improving customs clearance efficiency by promoting the pilot implementation of the "smart border gate" model, enhancing seaport cooperation, and cooperation in preventing cross-border crimes, contributing to consolidating and deepening the comprehensive strategic cooperative partnership between China and Vietnam, bringing practical benefits to localities and people of both sides.
