At the meeting with voters, representatives of the National Assembly Delegation of Can Tho city reported to voters on the expected content and program of the 9th Session of the 15th National Assembly; information on the investment and production and business activities in the city in the first quarter of 2025; received and recorded voters' opinions and recommendations to synthesize, report and reflect to competent authorities for settlement according to regulations.
Prime Minister Pham Minh Chinh expressed his joy at meeting voters in a heroic, exciting and proud atmosphere, together with the whole country, to celebrate the 50th anniversary of the Liberation of the South and National Reunification; emphasizing the need to continue to inherit and promote the spirit of "lightning speed and creativity" in national development. We have just simultaneously started 80 major projects and works in all three regions of the country, with the spirit of "special time, special spirit, special efforts and special results".
Appreciating the significance of the meeting with voters representing businesses; emphasizing that the Party and State always maintain a consistent viewpoint of caring for, supporting, building mechanisms and policies, protecting the legitimate and legal rights and interests of businesses, especially in the context of many difficulties and challenges, the Prime Minister hopes that Can Tho businesses must be pioneers and exemplary in the Mekong Delta region, must develop more strongly, and lead businesses in the whole region to develop.
Providing more information about the upcoming 9th Session of the 15th National Assembly, the Prime Minister said that this will be the session with the most documents and the most important in this term, a long time with many big tasks. Accordingly, the National Assembly will amend the Constitution and related laws to arrange the apparatus and organization of the 2-level local government in the direction of streamlining, efficiency, effectiveness, efficiency, closer to the people, moving from a passive state of solving work to a proactive state of serving the people and businesses.
Along with that, many laws will be amended to remove many bottlenecks and institutional bottlenecks, liberate all production capacity, mobilize all resources to develop the country, build an independent and self-reliant economy associated with proactive, active, deep, substantive and effective international integration. At the same time, the National Assembly will decide on many important mechanisms and policies related to the international financial center, integration, private economic development, social housing, etc. and strengthen supreme supervision.
Discussing and answering voters' concerns and recommendations, Prime Minister Pham Minh Chinh said that immediately after the US President announced the new tariff policy, together with the leaders of the Party, State and Government, the Prime Minister responded promptly, organized many meetings, and met and contacted the US side to promote fair and sustainable trade relations with the US.
Along with that, continue to operate macro policies, ensure macroeconomic stability; promote growth, including taking advantage of and effectively exploiting the 17 free trade agreements that Vietnam has signed; expand markets and seek and expand new markets; restructure and diversify products, markets, and supply chains; encourage domestic consumption. In particular, research has policies to support businesses affected by US tax policies.
Regarding social housing construction, the Prime Minister said that he has directed 10 groups of important tasks and solutions to promote the Project to invest in the construction of at least 1 million social housing apartments, including breakthrough solutions, proposing a number of pilot mechanisms, such as bidding, building houses with mass-produced prefabricated components, cutting at least 30% of administrative procedures in 2025... In addition, the Government also regularly directs and promotes the program to eliminate temporary and dilapidated houses nationwide; build a National Housing Fund... to better meet the housing needs of the people.
Regarding the management of the jewelry market, especially gold management, the Government is amending Decree 24/2012/ND-CP on gold trading activities; at the same time, the Prime Minister has assigned the Ministry of Public Security to investigate and handle acts of smuggling, speculation, hoarding, price gouging, tax evasion... in order to develop a healthy, transparent, and sustainable gold market...
Regarding other issues of concern to voters, the Prime Minister requested that all levels and sectors continue to synthesize, explain, receive and resolve proposals and recommendations from businesses, people and voters; the spirit is that the content under the authority of each level or sector must be resolved and thoroughly resolved. For proposals and recommendations beyond the authority, the People's Committee of Can Tho City will synthesize and propose to the Government, the Prime Minister, ministries and sectors to resolve according to regulations. For issues under the authority of the National Assembly, the National Assembly Delegation of Can Tho City is requested to synthesize and report to the National Assembly for consideration and decision.
Determined to achieve the growth target of 8% in 2025
Taking the time to inform Can Tho voters about the country's socio-economic situation, the Prime Minister said that the context and situation in recent years have had opportunities, advantages and difficulties, and challenges intertwined, but difficulties and challenges are always more numerous, but still not as many as the difficulties and challenges that our nation has overcome in the past in history.
The Prime Minister said that in the first months of the year, the Government and the Prime Minister focused on directing ministries, branches and localities to resolutely and synchronously implement the Resolution of the 13th National Congress, resolutions and conclusions of the Central Committee, Politburo, National Assembly and Government.
Under the leadership of the Party, regularly and directly led by the Politburo, the Secretariat, headed by the General Secretary, the participation of the entire political system, the support and consensus of the people and businesses, the cooperation and assistance of international friends, the socio-economic situation in the first four months of 2025 achieved better results than the same period in 2024 in most areas.
In particular, economic growth was the highest compared to the same period from 2020 to present; the macro economy was stable, inflation was controlled, major balances were ensured. Import and export reached over 202 billion USD, up 13.7% over the same period, trade surplus was 3.16 billion USD. State budget revenue was over 721 trillion VND, reaching 36.7% of the year's estimate, up 29.3% over the same period. FDI attraction reached 10.98 billion USD, up 34.7%; realized FDI capital reached 4.96 billion USD, up 7.2% (highest compared to the first quarter in the past 5 years). Total retail sales of goods and consumer service revenue increased by 9.9%. International visitors reached over 6 million arrivals, up 29.6%.
Social security is guaranteed, people's lives are improved, leaving no one behind. Vietnam's happiness index in 2025 increased by 8 places, ranking 46th, second only to Singapore in Southeast Asia. Independence, sovereignty, and territorial integrity are maintained; social order and safety are ensured. Foreign affairs and international integration are promoted. Many prestigious international organizations continue to highly appreciate the results and prospects of Vietnam's economy.
Frankly stating the shortcomings, limitations, difficulties, challenges, as well as important lessons, Prime Minister Pham Minh Chinh said that in order to achieve the set goals in the coming time, the Government and all levels, sectors and localities will continue to urgently streamline and reorganize the apparatus to ensure smooth operations; reorganize administrative units at all levels; and build a two-level local government organization model.
Prepare well for major holidays, pay tribute to those who have contributed, educate traditions, arouse and promote patriotism and national pride, especially among the young generation, create new momentum and motivation for national development; resolutely and synchronously implement solutions to promote growth to 8% or more and prepare for double-digit growth in the following years, associated with stabilizing the macro economy, controlling inflation, ensuring major balances; focus on implementing Resolutions 57 and 59 of the Politburo on science and technology development, innovation, digital transformation and international integration in the new situation; at the same time review and remove difficult projects, resolve prolonged and wasteful projects, including some projects in Can Tho.
Along with that, focus on ensuring social security, improving people's lives, taking care of the disadvantaged and disadvantaged; vigorously implementing the emulation movement "Join hands to eliminate temporary and dilapidated houses" and promoting the implementation of the project to invest in building at least 1 million social housing apartments. Do better in information and communication work, create social consensus, promote policy communication; the press needs to increase information analysis, find out the causes, propose solutions, not just reflect the situation; thereby creating momentum, motivation and trust for the people.
Regarding Can Tho, the Prime Minister praised the efforts and achievements of the Party Committee, government, army and people of the city, which have actively and effectively contributed to the overall achievements of the whole country; at the same time, pointed out a number of shortcomings and limitations that need to be overcome and improved in the coming time.
In addition to the common tasks of the whole country, the Prime Minister hopes and requests the city to constantly unite and unify; identify more focused and important tasks, especially implementing 3 strategic breakthroughs, public investment, developing an open infrastructure system in the entire Mekong Delta region; closely coordinate and connect with localities in the Mekong Delta region for mutual development; improve the investment and business environment, care for and create conditions for enterprises to develop to promote strong growth.
In particular, further promote the effectiveness of specific mechanisms and policies according to the resolutions of the Politburo and the National Assembly; restructure the economy, promote the development of industry and services, especially health and education services; diversify markets, products, and supply chains to promote exports. At the same time, reduce administrative procedures, decentralize and delegate power; respond to floods; constantly improve the material and spiritual life of the people; focus on building a clean and strong Party organization and political system; ensure national defense, security, order, and social safety.
