Continuing his working trip to the Mekong Delta, on July 13, Prime Minister Pham Minh Chinh inspected the implementation of the Chau Doc - Can Tho - Soc Trang expressway, the section passing through Can Tho City and Hau Giang Province. Accompanying the Prime Minister were Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh and leaders of many ministries, sectors and localities in the Mekong Delta.
The Prime Minister emphasized that this term and the next term must be determined and strive to complete about 1,200 km of expressway in the Mekong Delta.
In Can Tho City, the Prime Minister inspected the construction of component project 2 of the Chau Doc - Can Tho - Soc Trang expressway at the Lo Te - Rach Soi intersection, Thanh Tien commune, Vinh Thanh district. After that, the Prime Minister and the working delegation continued to inspect component project 3 of the Chau Doc - Can Tho - Soc Trang expressway at the QL 61C intersection, Binh Thanh commune, Phung Hiep district, Hau Giang.
After listening to the contractors’ representatives presenting the difficulties and problems, Prime Minister Pham Minh Chinh emphasized that according to the plan, the Mekong Delta has 6 expressways including 3 East-West routes and 3 North-South routes with about 1,200 km; in which the Chau Doc - Can Tho - Soc Trang route is very important, being the East-West expressway connecting with the North-South expressway.
The Prime Minister also commended the localities for focusing on surveying the project's construction route, clearing the land, and balancing capital sources for this expressway project in difficult conditions after the Covid-19 pandemic. Common construction materials (sand, stone, gravel) encountered many difficulties, but with the efforts of all parties, the problem has been gradually resolved.
The Prime Minister and the working delegation inspected the component project of the Chau Doc - Can Tho - Soc Trang expressway at the QL 61C intersection, Binh Thanh commune, Phung Hiep district, Hau Giang.
The Prime Minister emphasized that in this term, we must strive and be determined to complete about 600 km of expressway in the Mekong Delta and in the next term, continue to complete the remaining 600 km, so that the Mekong Delta has about 1,200 km of expressway as planned. According to the Prime Minister, together with the inland waterway transport system, major ports, such as Cai Cui, O Mon, Tran De, and airports, will basically solve the traffic problem for the Mekong Delta. The transport system, together with other synchronous measures, will create a strong driving force for the development of the Mekong Delta, accelerate urbanization, agricultural industrialization, create jobs, and improve the material and spiritual life of the people.
However, to achieve this goal, localities must accompany and stand side by side with the Central Government with higher determination, greater efforts, and more drastic, focused, and targeted actions.
“Just work, no back talk”
Regarding some tasks in the coming time, the Prime Minister requested localities to continue expanding existing raw material mines and quickly deploy procedures to open new mines to supply raw materials for the project. Power units actively relocate technical infrastructure works.
At the same time, contractors are required to mobilize human resources and equipment to work to the maximum with the motto "only work, no backtracking" to recover time, delayed progress and strive to exceed the schedule. According to the Prime Minister, contractors are doing their job well. It is necessary to continue to pay attention to and promote local contractors to speed up the implementation of the expressway project; at the same time, help local contractors develop, mature, and be able to undertake local tasks.
In addition, localities need to mobilize the entire political system from the province, district, commune, and people, businesses to participate, regularly pay attention, inspect, and encourage construction forces, support accommodation, workers, etc. The Prime Minister also noted that, in addition to the requirements on progress, quality, technique, and aesthetics of the project, the parties must also pay special attention to issues such as safety, environmental sanitation, prevention of corruption and negativity; ensure that people who give up land for the project to a new place of residence have a better life than their old place.
Previously, on the afternoon of July 12, the Prime Minister and the working delegation inspected the construction site of the Can Tho - Ca Mau expressway.
The Chau Doc – Can Tho – Soc Trang Expressway Project is 188.2 km long; the scale is divided into 4 lanes, the preliminary total investment is 44,691 billion VND; the project progress is basically completed in 2026, put into operation in 2027.
The project is divided into 4 component projects and assigned to the People's Committees of An Giang, Hau Giang, Soc Trang provinces and Can Tho City as the managing agencies. The project applies a number of special mechanisms, including the mechanism of bidding and the mechanism of exploiting minerals for construction materials.
According to the plan, the Mekong Delta region has 6 expressways with a total length of 1,188 km, including 3 longitudinal expressways (597 km) and 3 transverse expressways (591 km). Currently, the entire Mekong Delta region has put into operation 120 km of expressways.
