This afternoon (November 16), Prime Minister Pham Minh Chinh led a delegation to attend the opening ceremony of the 2023 school year and worked with key officials of Ho Chi Minh City National University.
At the 2023 opening ceremony, Prime Minister Pham Minh Chinh attended as a guest speaker to share with students about the content of "university education and its role in creating a driving force for rapid and sustainable growth for the country in the new period".
The Prime Minister shared: "On behalf of the Party and State leaders, I acknowledge, appreciate and commend the efforts and positive results that generations of leaders, cadres, scientists, lecturers, workers, students and pupils of Ho Chi Minh City National University have achieved in 28 years of construction and development, fulfilling the mission of being the locomotive and core of the country's university education system, effectively serving the cause of innovation and national development".

Employing and developing a team of outstanding young scientists
Orienting the development of the next phase, the Prime Minister noted 5 contents for Ho Chi Minh City National University.
Firstly, promote the selection and training of excellent students, students, and trainees of the talent program in basic sciences, promote basic scientific research, and contribute to promoting a learning society and lifelong learning. Basic sciences are very important, both in nature and society, and need to be harmonized.
Second, focus on attracting, promoting and developing a team of excellent young scientists, leading scientists, people who are passionate about scientific research and have ideas in research, and people who want to learn for life.
Third, focus on building and implementing training, research and innovation programs in the fields of semiconductor technology, biotechnology, digital transformation and artificial intelligence and social issues among the top in Asia.

Fifth, develop sustainable financial resources and build a green, modern and unique Ho Chi Minh City National University Urban Area.

Speaking at the opening ceremony, the Prime Minister also had a message for the students. Prime Minister Pham Minh Chinh said: "The Party and State always care about and create the best conditions for you to study, practice, research and create; equipping you with the most complete luggage to enter life and become global citizens."
"You are the future masters of the country. During his lifetime, President Ho Chi Minh once affirmed: 'Young people are the future masters of the country. The prosperity or decline, weakness or strength of the country depends largely on the youth.' With aspiration and enthusiasm for contribution, you need to strongly promote the pioneering tradition in learning, scientific research and innovation, contributing to realizing the aspiration of building a prosperous and happy country," the Prime Minister added.
Therefore, according to the Prime Minister, learners need to be proactive, actively self-study, self-research, explore, be creative, improve personal capacity; set clear learning and research goals, develop self-study ability and improve professional capacity.
"Young people must have ideals, ambitions, dreams, and aspirations, but they must also be committed, experienced, and dedicated. Therefore, you need to actively participate in social and volunteer activities; participate in projects and programs related to community development," the Prime Minister emphasized.
Prime Minister Pham Minh Chinh also said that learners need to be proactive in creativity and critical thinking by participating in projects and competitions related to their fields of interest. Actively learn and seek opportunities in international exchange programs. Boldly participate in international exchange programs, experience studying in other countries to broaden their knowledge; cooperate with students from other countries to learn and share knowledge, ideas and experiences.
In addition, learners need to explore opportunities for startups, innovation, create new ideas and apply science and technology into practice; actively participate in startup programs and events to learn from successful people and build networks in the startup community. Boldly participate in contributing opinions in policy making and decision making of government levels; actively participate in discussion forums, meetings and political, economic and social events.
