(Dan Tri) - Economic growth is lower than expected; production and business, the labor market face many difficulties; discipline is not strict... are issues that need attention, as recently pointed out by Prime Minister Pham Minh Chinh.
On the morning of July 4, Prime Minister Pham Minh Chinh chaired the national online conference between the Government and localities and the regular Government meeting in June.

In his opening speech, Prime Minister Pham Minh Chinh stated that we have reached the halfway point of 2023, and also the halfway point of the 2021-2025 term.

According to the head of the Government, the world situation continues to develop complicatedly, facing many difficulties and challenges.

The Prime Minister also mentioned the "six headwinds" that have emerged, namely global economic downturn, rising inflation, etc.; the consequences of the Covid-19 pandemic are still lingering; geostrategic competition, protectionism, lack of close connectivity; conflicts that threaten global food and energy security; developing countries have limited adaptability and resilience to external shocks; climate change, natural disasters, and epidemics are complicated and unpredictable.

Domestically, Government leaders assessed that there are more difficulties and challenges than opportunities and advantages.

He analyzed that the economy has a large openness but is still modest in scale, has limited competitiveness and resilience to external shocks, and is subject to dual impacts from external and internal factors.

Meanwhile, the backlog of long-standing problems is becoming more and more evident; many problems arise that need to be solved; the resilience of businesses is eroded in the context of increasing costs, decreasing orders, the international market showing no signs of recovery, and increasing competition.

Emphasizing the efforts in governance, Prime Minister Pham Minh Chinh said the most urgent and central tasks at present are to remove difficulties for businesses, create jobs and livelihoods for people, promote growth, stabilize the macro-economy, control inflation, ensure major balances, and step up the fight against corruption and negativity.

Assessing the efforts of ministries, branches and localities in both performing regular tasks and overcoming shortcomings that have existed over many terms, the Prime Minister said that thanks to that, the socio-economic situation in June continued to trend positively, better than May, and the second quarter was better than the first quarter in many areas.

"Major goals have been basically achieved, the macro economy is basically stable, inflation is controlled, growth is promoted, and major balances are ensured," the Prime Minister emphasized.

In addition, the Prime Minister pointed out that the socio-economic situation still has limitations, inadequacies, difficulties and challenges; in which, it is necessary to pay attention to 3 major groups of issues: Economic growth is lower than the proposed scenario; the production and business situation, labor market and employment face many difficulties; the situation of discipline is sometimes not strict, there is still a situation where civil servants and public employees are afraid of making mistakes and avoid responsibility.

It is expected that after the meeting, the Government will issue a Resolution of the meeting and a specialized Resolution on removing difficulties for production and business, continuing to promote administrative procedure reform, and tightening discipline and order.

Previously, the Government sent 26 working delegations to work with localities to grasp the situation, remove difficulties and obstacles, and orient major tasks and solutions in the short and long term.

At this Government Conference with localities, delegates will focus on discussing and assessing the socio-economic situation in June and the first 6 months of 2023, the implementation of the Socio-Economic Recovery and Development Program; the allocation and disbursement of public investment capital; the implementation of 3 national target programs, key tasks and solutions for the last 6 months of the year.

Delegates will also contribute their opinions to the draft Resolution of the Government on removing difficulties for production and business, continuing to promote administrative procedure reform, and tightening discipline and order.
