At the meeting, Prime Minister Pham Minh Chinh highlighted the importance of Japanese corporations and enterprises in economic and investment cooperation, the good relationship between the two countries, especially Japanese enterprises willing to transfer technology to Vietnam.

The Prime Minister emphasized that Vietnam is building a socialist democracy, with people at the center and the subject of State policies. People must contribute to and promote development and build a socialist-oriented market economy, in which the law of supply and demand is followed and regulated by the State.

The Prime Minister stated that throughout the development process, Vietnam has identified people as the center, the subject, and at the same time the goal and the driving force for development. Vietnam does not sacrifice progress and social justice to pursue economic growth alone. The Vietnamese Government is striving to create the most favorable environment, ensuring that businesses coming to Vietnam can do business and develop in the long term.

The Prime Minister asked Japanese businesses how Vietnam could meet the demands of Japanese businesses. The Prime Minister reiterated that Japanese Prime Minister Kishida Fumio once emphasized that "cooperation with Vietnam has no limits".

The Prime Minister said that investors always need political stability, a solid guarantee of national defense, security, independence, sovereignty and territorial integrity. This is a basic requirement. Therefore, Vietnam always strives to preserve independence, sovereignty and territorial integrity.

The Prime Minister affirmed that Vietnam identifies internal strength as the main strength, but cannot lack external strength; identifies independence and autonomy but cannot lack integration; only independence and autonomy can stand firm against "headwinds". To do so, it is necessary to stabilize the macro-economy, control inflation, promote growth, ensure major balances, balance the labor market... improve the material and spiritual life of the people.

The Prime Minister also strongly affirmed: Vietnam is a safe haven in the current world storm. Vietnam implements the "4 no's" defense policy, attaches importance to developing a culture imbued with national identity alongside economic development, and values business ethics; love for people, and "heart-to-heart" connections as the late Japanese Prime Minister Fukuda Takeo once said about ASEAN-Japan relations. Vietnam combines economic, defense, and cultural policies... as a basic foundation for investors to feel secure in doing business in Vietnam. Vietnam is ready to be a friend and partner with foreign corporations and businesses.

To do so, there must be investment in development, human resources, and factories. To do so, there must be resources, open mechanisms and policies, smooth infrastructure, and smart governance.

According to the Prime Minister, Vietnam must quickly train high-quality human resources in the field of information technology to meet the requirements of investors in the semiconductor industry.
