Prime Minister Pham Minh Chinh is the Head of the Steering Committee for the Regional and International Financial Center in Vietnam.

DNO - The Prime Minister has just issued Decision No. 1718/QD-TTg dated December 31, 2024 on the establishment of the Steering Committee on Regional and International Financial Centers in Vietnam.

Accordingly, the establishment of the Steering Committee will help the Government direct orientation, strategy, and coordination to ensure smooth and consistent operation in establishing a regional and international financial center in Vietnam according to the direction of the Politburo in Notice No. 47-TB/TW dated November 15, 2024, especially in the stage of building mechanisms and policies.

Prime Minister Pham Minh Chinh is the Head of the Steering Committee. The Deputy Heads include: Permanent Deputy Prime Minister Nguyen Hoa Binh (Permanent Deputy Head), Secretary of the Ho Chi Minh City Party Committee, Secretary of the Da Nang City Party Committee, Minister of Planning and Investment, Minister of Finance , Governor of the State Bank of Vietnam.

The members are the Chairman of the Ho Chi Minh City People's Committee, the Chairman of the Da Nang City People's Committee, leaders of the ministries: Planning and Investment, Finance, Industry and Trade, Home Affairs, National Defense, Public Security, Information and Communications, Natural Resources and Environment, Justice, leaders of the agencies: Supreme People's Court, State Bank of Vietnam and Government Office.

The Steering Committee has the authority to direct the establishment and operation of the management and operation apparatus of the regional and international financial center;

Allocate resources and build infrastructure and develop regional and international financial centers; preside over organizing cooperation activities, consultation and exchange with domestic and international agencies and organizations on building regional and international financial centers in Vietnam.

The Head of the Steering Committee issues decisions on operating regulations, decides on the Steering Committee's work program and assigns tasks to members.

The Ministry of Planning and Investment is the standing agency of the Steering Committee, responsible for presiding over and coordinating with relevant agencies to ensure the operating conditions of the Steering Committee.

For the Steering Committee members who are leaders of ministries and central agencies, they will preside over and coordinate with relevant agencies to research and evaluate the impact of mechanisms and policies applied in the financial center, synthesize the proposed content and recommendations to the Steering Committee.

For the Steering Committee members who are local leaders: preside over and coordinate with relevant agencies to develop a plan to concentrate resources for infrastructure development investment and resources for the financial center; build an organization, management and operation apparatus for the financial center, synthesize proposed content and recommendations to the Steering Committee.

This Decision comes into force from the date of signing and promulgation.
