Prime Minister Pham Minh Chinh warmly congratulated and emphasized that the State visit to Vietnam by General Secretary and President Xi Jinping and his wife this time demonstrates the importance of the Chinese Party and State to Vietnam, the Vietnam-China relationship and the fine tradition of frequent visits between senior leaders of the two Parties and two countries.

General Secretary and President of China Xi Jinping congratulated the Vietnamese people on the important achievements they have made under the leadership of the Communist Party of Vietnam and the resolute direction and administration of the Vietnamese Government, and highly appreciated the specific and practical contributions of Prime Minister Pham Minh Chinh to promoting cooperation in various fields between the two countries. General Secretary and President of China Xi Jinping expressed his belief that under the leadership of the Communist Party of Vietnam headed by General Secretary Nguyen Phu Trong, Vietnam will successfully implement the Resolution of the 13th National Congress, realizing the aspiration of turning Vietnam into a developed, high-income country by 2045.

Prime Minister Pham Minh Chinh affirmed that Vietnam considers developing relations with China an objective requirement, a strategic choice and a top priority in its foreign policy. The Prime Minister emphasized the important common perceptions reached by the two General Secretaries during this visit, especially the establishment of a new position for the relationship between the two Parties and the two countries, building a "Vietnam-China Community of Shared Future of Strategic Significance" as a major historical milestone, an important orientation to bring the relationship between the two Parties and the two countries into a new historical period, developing more stably, healthily and sustainably. Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government will, together with the State Council of China, strengthen coordination, urge all levels, sectors and localities to materialize the achievements and high-level common perceptions; contributing to promoting the relationship between the two Parties and the two countries to develop in a truly stable, truly good and sustainable manner.
General Secretary and President Xi Jinping affirmed that the Chinese Party and Government attach importance to the friendly neighborly relationship with Vietnam. Vietnam is a priority direction in China's neighborly diplomacy. The General Secretary and President emphasized that he will direct the Chinese State Council to closely coordinate with the Vietnamese Government to soon put the important common perceptions reached during this visit into real life, so that the people of the two countries can enjoy more practical achievements and benefits of the good relationship between the two Parties and the two countries.

Reviewing the important developments and achievements of substantive cooperation between the two countries in recent times, Prime Minister Pham Minh Chinh outlined six key directions for cooperation, including: First, strengthening strategic exchanges and close communication at high and all levels. Second, further promoting the important role of the pillar of defense and security cooperation. Third, improving the effectiveness of substantive cooperation in all fields. He proposed that China continue to expand the import of Vietnamese goods, agricultural and aquatic products, and smoothly deploy smart border gates; further promote investment in Vietnam, especially to soon have large, typical projects in areas where China has strengths in high technology and green transformation; strengthen connectivity of strategic infrastructure, transport infrastructure, and border gate connectivity; and propose to soon establish a working group to completely resolve difficulties in a number of long-standing backlog projects; Speed up the implementation of non-refundable aid projects, expand financial and monetary cooperation, contribute to promoting investment and facilitating trade activities; study the establishment of a Working Group on promoting tourism recovery between the two countries. Fourth, increase local and people-to-people exchanges. Fifth, strengthen coordination at multilateral forums. Sixth, request the two sides to control disagreements well and properly handle maritime issues in the spirit of friendship, mutual respect, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
General Secretary and President Xi Jinping expressed his agreement with Prime Minister Pham Minh Chinh's opinions, affirming that China and Vietnam are important partners of each other. General Secretary and President Xi Jinping suggested that the two sides accelerate strategic connectivity, effectively implement the Cooperation Plan connecting the "Two Corridors, One Belt" framework with the "Belt and Road" initiative, enhance substantive cooperation in various fields, bringing practical benefits to the people of the two countries; highly appreciated the achievements of cooperation in recent times.

Regarding the direction of cooperation in the coming time, General Secretary and President Xi Jinping proposed a number of focuses: First, jointly support and promote economic and trade recovery, including agricultural trade; China is willing to expand the import of high-quality goods and agricultural products from Vietnam, encourage capable Chinese enterprises to invest in Vietnam; strengthen infrastructure connectivity, supply chains, and production chains; improve the quality of economic cooperation in the fields of high technology and digital economy. Second, strengthen cooperation to maintain security and stabilize social order; expand cultural and people-to-people exchanges to enhance understanding and closeness between the people of the two countries. Third, strengthen coordination at multilateral forums, jointly promote the building of a fair and open international order. Fourth, strictly implement high-level agreements and common perceptions, control and properly handle disagreements, and together maintain peace, stability, and cooperation in the region and the world.
