On the morning of August 19, in Hanoi, Prime Minister Pham Minh Chinh attended and chaired the conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year organized by the Ministry of Education and Training. Also attending were representatives of leaders of ministries, branches, and central agencies. The conference was connected online to 63 provinces and centrally-run cities.

The Ministry of Education and Training said that the 2023-2024 school year takes place in a context where the world and domestic situation still faces many difficulties and challenges, but socio-economic activities have been more vibrant and have many positive changes. This is also the time when the entire education sector summarizes 10 years of implementing Resolution No. 29-NQ/TW of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy"; is an important pivotal year towards the successful implementation of the goals set out in the Resolution of the 13th National Party Congress, the Resolution of the National Assembly on the 5-year Socio-Economic Development Plan 2021-2025 and the Action Program of the Government for the 2021-2026 term to implement the Resolution of the National Assembly on the 5-year Socio-Economic Development Plan 2021-2025.
With the close leadership and direction of the Government and the Prime Minister; the effective coordination of ministries, branches, central agencies and local Party committees and authorities; the determination and responsibility of teachers and education managers at all levels and the efforts of students, pupils and trainees, the entire education sector has strived to carry out the tasks assigned by the Party, the National Assembly, the Government and the Prime Minister and complete the 2023-2024 school year plan, achieving many important results.

The Ministry said, in the field of general education, the needs of local socio-economic development and contributing to improving the quality of education, preparing for implementation General Education Program 2018.
In the 2023-2024 school year, the country will have 25,900 general education institutions (a decrease of 176 institutions compared to the 2022-2023 school year), with a total of 18,463,481 students (a decrease of 336,049 students compared to the 2022-2023 school year), of which the primary level is 8,919,198 students (a decrease of 313,518 students), the secondary level is 6,550,552 students (an increase of 472,852 students); the high school level is 2,993,731 students (an increase of 106,166 students). The average ratio is 4.25 high school institutions/district-level administrative unit; 1.03 secondary school institutions and 1.38 primary school institutions/commune-level administrative unit. The number of high schools increased in large cities due to population growth, so localities built and established new schools; the number decreased in some localities due to the merger of administrative boundaries leading to the merger of high schools in the area.
Regarding the successful organization of the 2024 High School Graduation Exam: The Ministry of Education and Training has advised the Prime Minister to issue a Directive on strengthening direction and coordination in organizing the High School Graduation Exam and university and vocational education admissions in 2024; Official dispatch on organizing the 2024 High School Graduation Exam and managing children and students during the summer vacation; establishing a National Steering Committee for the 2024 High School Graduation Exam; issuing a Decision to establish 10 inspection teams for exam preparation at 20 Departments of Education and Training; fully and promptly issuing a system of documents directing and guiding the organization of the Exam; coordinating with the Department of Internal Political Security (A03); instructing students in grade 12 to register for the High School Graduation Exam online; Organized training for key staff in charge of inspection and examination from 63 Departments of Education and Training and 140 educational and training institutions nationwide; completed reviewing software for the organization of the 2024 High School Graduation Exam.

The 2024 high school graduation exam was successfully organized, ensuring seriousness and safety, with the percentage of candidates taking the exam reaching 99.6% of the total number of candidates registered for the exam, with 2,323 exam sites and 45,149 exam rooms. For this year's exam, the Ministry of Education and Training continues to organize online registration for candidates studying in grade 12 in the 2023-2024 school year, with nearly 95% of the number of candidates registering for the exam online.
During the exam registration days, the exam management system operated stably; the candidates' exam registration took place normally, basically smoothly, ensuring accurate exam databases, contributing significantly to organizing an objective and fair exam. The content of the 2024 exam was highly appreciated by public opinion, with many questions related to practical issues in society and preparation for the 2025 High School Graduation Exam. The exam had appropriate differentiation to ensure objectivity for graduation recognition and provide data for universities and vocational training institutions to use for enrollment in the spirit of autonomy. The score distribution of each exam subject and the score distribution of traditional admission combinations were analyzed and made public.

The People's Committees of provinces and cities have issued directives and guiding documents, developed plans to organize practical exams; established provincial Steering Committees and assigned tasks to members to ensure clear people, clear work, clear responsibilities and implementation time. Localities have solutions and mobilized resources to create favorable conditions for candidates on exam days, especially ethnic minority candidates and candidates with difficult circumstances, ensuring that all candidates can participate in the exam. The exam marking work is carried out seriously by localities, ensuring compliance with regulations and instructions of the Ministry of Education and Training.
The national graduation rate is about 99.40%; the high school graduation rate of high school students is about 99.69% and the regular education students is about 96.99%...

Ensuring the number and structure of the teaching staff: after the Politburo added 65,980 positions for the 2022-2026 period to the education sector (27,850 positions were added in the 2022-2023 school year and 27,826 positions were added in the 2023-2024 school year), the Ministry of Education and Training coordinated with the Ministry of Home Affairs to guide localities in recruiting, managing and using the assigned positions; at the same time, innovating the process of assigning positions and organizing teacher recruitment in localities to ensure timely recruitment of unused assigned positions.
Based on the guidance of the Ministry of Education and Training, localities have actively organized recruitment and achieved certain results. Specifically, in the 2023-2024 school year (as of April 2024), localities have recruited 19,474 teachers out of a total of 27,826 additional positions. To date, the teaching staff has been developed in quantity, gradually overcoming structural shortcomings.

By the end of the 2023-2024 school year, the total number of preschool and general education teachers will be 1,251,377 (an increase of 17,253 teachers compared to the 2022-2023 school year) and 99,412 managers of preschool and general education institutions (a decrease of 723 managers compared to the 2022-2023 school year).
At the beginning of the conference, Prime Minister Pham Minh Chinh and delegates observed a minute of silence in memory of General Secretary Nguyen Phu Trong.
The conference listened to the Summary Report of the 2023-2024 school year and directions and tasks. 2024-2025 school year; discussions of localities on the organization of the 2023-2024 school year and solutions to organize the 2024-2025 school year, improve the quality of teaching and learning, organize graduation exams well...; make recommendations to the Government, the Prime Minister, the Ministry of Education and Training, relevant ministries, branches and agencies on many issues to remove all difficulties and obstacles to improve the effectiveness in developing the education and training career.
