Central Committee discusses roadmap for implementing new wage policy

The press release on the second working day of the 8th Conference of the 13th Party Central Committee of the Party Central Office said: In the morning, the Party Central Committee worked at the Hall to discuss the socio-economic situation, the state budget in 2023, the plan for 2024, the 3-year state financial and budget plan for 2024 - 2026 and the roadmap for implementing the new salary regime.

Comrade Pham Minh Chinh, Politburo member and Prime Minister, chaired the discussion on behalf of the Politburo.

In the afternoon, the Party Central Committee worked in discussion groups on the Project to summarize 10 years of implementing Resolution 8 of the 11th Central Committee on the Strategy to protect the Fatherland in the new situation.

Previously, on the afternoon of October 2, the Party Central Committee worked in groups to discuss the socio-economic situation, the state budget in 2023, the plan for 2024, the 3-year state financial and budget plan for 2024-2026 and the roadmap for implementing the new salary regime.

The 3-year State financial and budget plan for 2024 - 2026 and the roadmap for implementing the new salary regime are among the important contents discussed and concluded by the Central Committee at the 8th Central Conference.

Speaking at the opening of the 8th Central Conference on this content, General Secretary Nguyen Phu Trong requested that Central comrades carefully study the Submission and Reports of the Government Party Personnel Committee, focus on discussing and analyzing in depth the outstanding features of 2023, clarifying the achieved results; remaining limitations and weaknesses, difficulties and obstacles to be resolved, challenges to continue to overcome; pointing out objective and subjective causes and lessons learned; forecasting the possibilities and upcoming situations, first of all from now until the end of 2023 and 2024 in a truly objective and comprehensive spirit.

Pay attention to the difficulties and limitations that have been and will be faced such as: The macroeconomic stability is not yet solid due to pressure from foreign markets; the financial - monetary, real estate, securities and corporate bond markets are still difficult and have potential risks; production and business activities and the lives of workers in many fields are facing difficulties; the resilience of enterprises is eroded after the COVID-19 pandemic; some mechanisms, policies and legal regulations are slow to be supplemented, amended, completed or not strictly implemented; a number of officials are afraid of responsibility, afraid of making mistakes, shirking responsibility, avoiding solving work under their authority; the security, order and social safety situation in some areas is still potentially complicated...

From there, clearly and correctly identify development perspectives, guiding thoughts, general goals, some basic and important targets and main tasks and solutions for the remaining months of 2023 and for 2024; including the necessity and correctness of implementing the new salary regime from July 1, 2024.

Develop mechanisms and policies to implement salary reform plans

Regarding the issue of salary policy reform, information at the regular Government meeting in September 2023 said that in recent years, in the context of both preventing and overcoming the consequences of the COVID-19 pandemic and ensuring social security, we have still saved 500,000 billion VND to prepare for salary reform in 2024, 2025 and 2026 according to Resolution 27 of the 12th Central Committee.

Assessing this as a great effort, Prime Minister Pham Minh Chinh assigned the Ministry of Home Affairs to review and develop mechanisms and policies to implement the salary reform plan when approved by the Central Government.

Recently, the Ministry of Home Affairs has also focused on implementing a plan to reform salary policies, social insurance and incentives for people with meritorious services. In the near future, the Ministry will submit to the National Assembly for consideration and comments at the 6th session, 15th tenure 04 documents and projects, including a report on the management of cadres and civil servants and a report on the roadmap for reforming salary policies.

There will be many innovations in salary reform.

Previously, at the meeting with voters, Minister Dao Ngoc Dung said that in the 6th session, the 15th National Assembly will thoroughly discuss the issue of social insurance and decide on socio-economic issues, focusing on reforming wage policy.

According to the Minister, in 2018, at the 7th Conference, the Party Central Committee issued Resolution No. 27-NQ/TW on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises and Resolution No. 28-NQ/TW on reforming social insurance policies. Up to now, both Resolutions are being realized in life.

"Reforming wage policy is an indispensable task and there will be many new points, the roadmap starts from abolishing the basic salary. This is the driving force for social development.

Looking at the actual situation, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung shared that recently, many cadres, civil servants, public employees and workers had to quit their jobs due to low salaries.

To temporarily compensate for part of the income and ensure people's lives, on July 1, 2023, the Government adjusted the basic salary and is implementing a roadmap to reform the salary policy.

"Reforming wage policy is an indispensable task and will have many new points, the roadmap starts with abolishing the basic salary. This is the driving force for social development," emphasized Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung.

Minister Dao Ngoc Dung added that, in addition to abolishing the basic salary, the Government will design 5 new salary tables in parallel, including: salary table for leaders and managers; salary table for professional staff; salary table for armed forces;...

The armed forces alone have three salary scales including salaries for military officers, professional soldiers, national defense soldiers and police soldiers.

Fundamentally reform wage policy in 2024

Previously, in his closing speech at the Vietnam Socio-Economic Forum 2023, Politburo member and National Assembly Chairman, Prof. Dr. Vuong Dinh Hue stated: Early implementation of fundamental wage reform policy in 2024 is also a "boost" for the labor market and contributes to stimulating domestic consumption.

This time we are conducting salary reform, not just a normal salary increase story.

Currently, agencies are actively preparing both resources and institutions, salary scale policies and tables to implement salary reform.

At the upcoming 27th session (in October), the National Assembly Standing Committee will also give opinions on reports on the socio-economic situation, finance, budget and salary reform roadmap after being reviewed and concluded by the Central Committee./.
