Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh pointed out that, in recent times, the Government has spent a lot of time, effort and resources on building and perfecting institutions - one of the three strategic breakthroughs, because institutions are the resources and driving force of development; investing in institutions is investing in development; institutions are the biggest bottleneck, but also the easiest to remove, turning bottlenecks into competitive advantages...
The Government has directly assigned Ministers, Heads of ministerial-level agencies, and Government agencies to directly direct the development and completion of institutions. Since the beginning of the term, the Government has organized 35 thematic meetings on law-making. Since the beginning of 2025, the Government has organized 3 thematic meetings, reviewing and giving opinions on 18 draft laws, ordinances, and resolutions.
The work of building and perfecting institutions has become increasingly systematic, professional, innovative, scientific, practical, and effective in the direction of reducing administrative procedures; promoting decentralization and delegation of power along with resource allocation, associated with the design of inspection and supervision tools.
The work of building and perfecting institutions has been innovated in terms of thinking, approach, and methodology. In particular, it is necessary to clarify the inherited and omitted contents, why?; the amended and perfected contents, why?; the supplemented contents, why?; the contents of cutting down and simplifying administrative procedures, why?; the contents of decentralization and delegation of power, specifically what, for whom, why?; issues with different opinions and other issues that need to be reported to the Standing Government, the Government, and the Prime Minister for consideration and direction. The law-making is carried out synchronously with the development and promulgation of decrees, circulars, and decisions of the Government so that the law can truly come into life.

The Prime Minister said that the 9th Session of the 15th National Assembly is expected to consider and pass 35 draft laws and resolutions - the most ever. There is not much time left from now until the 9th Session of the National Assembly, the Prime Minister requested that members of the Government focus their intelligence, efforts and resources to submit to the National Assembly draft laws and resolutions to ensure proper procedures, time and quality. In particular, exchanging and discussing; presenting reports, giving opinions concisely, clearly, and directly to the point; focusing on discussing important issues, and different opinions that need to be discussed, asking for the Government's opinion to remove bottlenecks, untie themselves, reduce inconvenience for people and businesses, ensure that the law must be transparent to, together with smooth infrastructure, smart governance to promote national development...
According to the program, the meeting will review and give constructive opinions on: the Penal Code (amended); the Law on Organization of Criminal Investigation Agencies (amended); the Law on Amending and Supplementing a Number of Articles of the Law on Handling of Administrative Violations; the Law on Amending and Supplementing a Number of Articles of the Law on Nationality; the National Assembly's Resolution on the construction of a regional and international financial center in Vietnam; the National Assembly's Resolution on piloting a number of specific mechanisms and policies for the development of social housing...
