Prime Minister Pham Minh Chinh chairs dialogue session between leaders and businesses

Within the framework of the fourth P4G Summit, at noon on April 17, a Dialogue Session between leaders and the business community took place with the theme "Public-private partnership promotes innovation and sustainable development".

The dialogue session was chaired by Prime Minister Pham Minh Chinh, with the participation and speeches of high-level speakers such as UN Deputy Secretary-General Amina Mohammed; Special Envoy on Climate Change of the Italian Prime Minister Francesco Corvaro; Spanish Commissioner for Circular Economy Alejandro Dorado and recorded speech by OECD Secretary-General Mathias Cormann.

The Dialogue Session gathered more than 300 delegates, including Heads of Delegations of countries and international organizations participating in P4G, leaders of ministries, branches, localities, representatives of the P4G Secretariat, and about 200 - 250 leaders of domestic and international corporations, associations and enterprises.

In a discussion with senior leaders, Ms. Amina Mohammed, Deputy Secretary-General of the United Nations, emphasized that green energy is a unique investment opportunity of the 21st century. She affirmed that the United Nations will continue to play a key role in promoting public-private partnerships on a global scale, but affirmed that success on a large scale requires strong frameworks, institutions and a specific portfolio of potential projects with the ability to receive finance.

In a video message sent to the Conference, OECD Secretary General Mathias Cormann shared that, as the largest renewable energy supplier in Southeast Asia, Vietnam has many opportunities to promote cooperation with international partners in the energy sector. He expressed his willingness to coordinate and support Vietnam in promoting the public-private partnership model, attracting investment, training green skills for workers and exchanging experiences, promoting policy discussions on green growth and was pleased to share that the OECD will publish the Vietnam Economic Report in June 2025 with many recommendations and pilot proposals to support Vietnam's rapid, sustainable and inclusive development in the coming period.

Mr. Francesco Corvaro, Special Envoy on Climate Change of the Italian Prime Minister, emphasized that the green transition process needs to focus on the two most important areas: transportation and energy, and needs to ensure three prerequisites: investment, innovation and cooperation.

Mr. Alejandro Dorado, Spanish Commissioner for Circular Economy, suggested that countries promote the role of multilateralism and promote the role of international cooperation as an important driving force to increase trust, accelerate the energy transition, and build circular, environmentally friendly and inclusive economies.

Representatives of ministries, sectors, localities, international organizations, investment funds and enterprises also had exchanges and shares, highlighting the message that no country, enterprise or university can solve the common challenges of climate change, sustainable development and green growth, calling for strengthening public-private cooperation, applying innovation and promoting sustainable development initiatives.

Chairman of the People's Committee of Da Nang City Le Trung Chinh happily shared that the special mechanisms and policies approved by the National Assembly and the People's Council in recent times have paved the way for businesses, organizations and individuals to start up and innovate to develop strongly, while shaping the role of Da Nang as a national and regional center for start-up and innovation.

ADB Country Director for Viet Nam Shantanu Chakraborty stressed that close coordination between a strong public-private partnership framework, collaboration with startups and the innovation ecosystem will play a key role as Viet Nam advances its green growth agenda and digital transformation; he was pleased to share the positive cooperation between ADB and Viet Nam.

EuroCham Chairman Bruno Jaspaert shared that Vietnam is facing a strategic opportunity to develop sustainably, promote innovation and become a regional leader in this field; this opportunity will differentiate Vietnam from other investment destinations. To realize this vision, the EuroCham Chairman proposed that the Government continue to remove bottlenecks in management, institutions and access to green finance.

On the side of Vietnamese enterprises, Chairman of the Board of Members of VNPT To Dung Thai and Chairman of TH Group Thai Huong shared many outstanding results on green transformation, application of science and technology, and innovation of enterprises.

Notably, two key manufacturing companies of TH Group have achieved carbon neutral certification, contributing to the Government's commitment to carbon neutrality at the COP26 Conference.

Alterno Company founder Ho Viet Hai, a representative of startups, expressed his hope that governments would continue to pay attention to and develop lending mechanisms and preferential credit packages for startups and innovation in the field of green growth.

Concluding the Dialogue, Prime Minister Pham Minh Chinh highly appreciated the speeches of the leaders of the countries, the discussions and quality suggestions of the representatives of international organizations and enterprises. The Prime Minister shared that although the country emerged from the war, had to face siege and embargo, is a developing country, has a transitional economy, is highly open, and is strongly affected by external challenges, the country is always united, joins hands, joins efforts, and is of one mind, never leaving any citizen behind.

Looking to the future, Prime Minister Pham Minh Chinh affirmed that Vietnam always listens to and understands the opinions of businesses and focuses on four groups of issues. One is to promote science and technology, innovation and digital transformation; build a transparent and public digital environment. Two is to promote the revolution in organizational apparatus, reduce intermediaries and focal points for solving work. Three is to promote international integration, firmly adhere to the foreign policy of independence, self-reliance, multilateralization and diversification. Four is to promote the improvement of the investment and business environment with the spirit of harmonious benefits and shared risks; promote the role of economic sectors, in which the private economy is the most important driving force of the national economy.

The Prime Minister reviewed four important contents agreed upon at the Dialogue. These are: Public-private partnership is the key to realizing sustainable development goals; developing countries need to build a complete, comprehensive and effective ecosystem to promote public-private partnership to develop the green economy and digital economy; green growth and sustainable development must go hand in hand with science and technology development, innovation and digital transformation; and high-quality human resources are the decisive factor for the success of green public-private partnership projects.

On the public sector side, the Prime Minister suggested focusing on perfecting institutions, promoting green finance, supporting businesses to invest in innovation, green technology and sustainable development, enhancing international cooperation, transferring green technology and developing high-quality human resources to promote public-private cooperation and effective and sustainable green transformation.

At the same time, the Prime Minister suggested that the business community and business associations should promote a more proactive role, increase investment in green technology, digital transformation, apply global standards, participate in green infrastructure projects under the public-private model, implement ESG, support the innovation ecosystem and proactively contribute to building sustainable development policies.

The Prime Minister called on businesses and investors to immediately embark on specific projects, so that each business can be an elite and brave soldier on the economic front, striving with the Party and State to enter the era of national growth.
