Prime Minister Pham Minh Chinh chairs meeting of Central Emulation and Reward Council

The Prime Minister suggested continuing to promote information and propaganda, using the good to eliminate the bad, creating momentum and movements for the whole country to compete to achieve a number of important goals of the 13th Party Congress.

On the morning of July 12, at the Government headquarters, Politburo member, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council chaired the 8th meeting of the Council for the 2021-2026 term to evaluate the results of the first 6 months of the year, deploy tasks for the last 6 months of 2024; consider and decide to launch a 500-day and night peak emulation campaign to complete 3,000km of expressway and a number of other important issues.

Also attending were: Vice President Vo Thi Anh Xuan, First Vice President of the Council; Deputy Head of the Central Organizing Committee, Minister of Home Affairs, Pham Thi Thanh Tra, Permanent Vice President of the Council; Nguyen Dinh Khang, President of the Vietnam General Confederation of Labor, Vice President of the Council; leaders of ministries, branches and central agencies.

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that we have gone through 6 months of 2024 - the pivotal year of the 2021-2026 term in a context of more difficulties and challenges than opportunities and advantages. However, under the leadership of the Party, directly by the Politburo, the Secretariat, headed by General Secretary Nguyen Phu Trong, the participation of the entire political system; the support of the people, businesses and international friends, the whole country has achieved basic and quite comprehensive achievements in all fields.

The economy grew well in all three sectors: agriculture, industry and services; the macro economy was stable; inflation was controlled; major balances were ensured; people's lives were improved; social order and security were ensured; politics were stable; independence, sovereignty and territorial integrity were maintained; foreign affairs were promoted; Vietnam's prestige and position in the international arena were raised.

“That contributes to proving our Party's assessment of the great and historic achievements as affirmed by General Secretary Nguyen Phu Trong: Our country has never had such a foundation, position and international prestige as it does today,” the Prime Minister pointed out.

According to the Prime Minister, in the country's overall achievements, there are contributions from emulation and reward work, with movements and a vibrant competitive atmosphere such as: emulation to implement strategic infrastructure development, the construction of the 500kV power transmission line circuit 3 was carried out in just over half a year, expected to complete the workload of 3-4 years as before; digital transformation work took place strongly, "going to every alley, knocking on every door, checking every person"; the movement to eliminate temporary and dilapidated houses was implemented effectively, with high humanity; saving expenses, increasing revenue, restructuring revenue and expenditure to save 700 trillion VND for increasing the basic salary from July 1, 2024; the work of preventing and combating corruption and negativity became a movement, with no forbidden areas, no exceptions.

Emphasizing that emulation movements that want to "survive" must link the interests of the nation and people with the interests of each subject and individual, the Prime Minister suggested continuing to promote information and propaganda, using beauty to eliminate ugliness, creating momentum, spirit, and movements for the whole country to compete to achieve a number of important goals set by the 13th National Party Congress, especially in the context of being greatly affected by COVID-19.

The Prime Minister requested the Council members and delegates attending the meeting to focus on reviewing the results of the implementation of tasks in the first 6 months of the year, clearly analyzing what has been done; good and effective ways of doing things; typical advanced examples... to commend and widely implement; at the same time, frankly point out the limitations, the need to learn from experience; propose tasks and solutions so that the emulation and reward work in the last 6 months of the year and the coming time can be better implemented.

According to the Council, in the first 6 months of the year, the Emulation and Reward Councils at all levels and sectors have actively and effectively implemented tasks according to the set plans and work programs. The work of advising and proposing institutional improvements and drafting legal documents on emulation and rewards has focused on directing the timely issuance of decrees, circulars, regulations and provisions on emulation and rewards in accordance with the 2022 Law on Emulation and Rewards.

The State management agency for emulation and commendation at the Central level and ministries, branches and localities have issued many documents directing, guiding, urging, improving the quality of emulation movements and implementing commendation work. This is also a highlight in the first 6 months of the year of the Central Emulation and Commendation Council.

The emulation movement and commendation work continue to receive attention, direction and effective implementation from ministries, departments, branches and localities, focusing on solving key and urgent tasks of agencies, units, ministries, branches and localities, making positive contributions to the results of implementing the tasks of socio-economic development, ensuring national defense, security and foreign affairs of the country.

The emulation movements launched by the Prime Minister continue to be implemented synchronously, effectively, and in depth, serving as the core and orientation for the emulation movements of the whole country. The work of propagating, praising, and replicating advanced models has been directed and implemented by ministries, departments, branches, and localities. Many examples of "good people, good deeds" have been honored and rewarded, creating a strong influence in the community, contributing to strengthening the belief and promoting the strength of the great national unity bloc, the spirit of emulation and efforts to overcome difficulties of all levels, branches, and people nationwide.

In particular, the emulation movements "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", "Cadres, civil servants and public employees compete to implement office culture", "Promoting the development of synchronous and modern infrastructure, practicing thrift, fighting waste;" "The whole country competes to build a learning society, promoting lifelong learning" in the period of 2023 - 2030" launched by the Prime Minister continue to be the key and core emulation movements of the whole country.

Rewards are carried out in accordance with regulations, the quality of rewards is improved, promptly serving the country's political tasks; rewards for outstanding achievements, direct laborers, production, business and work with typical achievements are carried out promptly.

The Council and the Standing Committee of the Central Emulation and Reward Council have focused on effectively implementing key tasks according to the set directions and plans, focusing on advising on the Plan to organize the Patriotic Emulation Congresses at all levels and sectors towards the 11th National Patriotic Emulation Congress in 2025; advising on summarizing 10 years of implementing Directive No. 34-CT/TW of the Politburo.

The Standing Body and Council members uphold the spirit of responsibility and take the initiative in advising, proposing and organizing the implementation of assigned tasks; the Council's inspection work is deployed according to the Plan./.
