In his opening speech, Minister of Planning and Investment Nguyen Chi Dung emphasized that we have overcome a year of 2023 with many difficulties, challenges and different emotions, but have also achieved many encouraging results. In the first months of the year, we were very worried when the world context and situation were unfavorable, with many complicated and unpredictable developments, facing headwinds such as the consequences of the Covid-19 pandemic, economic downturn, high global inflation, fierce strategic competition, political and military conflicts, threats to energy security, food security, significantly affecting economic growth and people's lives. But with the participation of the entire political system, the correct leadership and direction of the Party and State, especially the drastic, flexible, accurate, timely and effective direction and management of the Government and the Prime Minister, the companionship and support of the people and businesses, the cooperation and assistance of countries, international friends, development cooperation agencies, bilateral and multilateral international organizations, Vietnam's economy has made remarkable improvements in the last months of the year, each month is better than the previous month, each quarter is higher than the previous quarter, which has been recognized and highly appreciated by the international community. |

It can be affirmed that we have overcome the headwinds to confidently enter a new year, 2024, with the forecast of continuing to have more difficulties and challenges than advantages. However, Vietnam is determined to achieve the goal of rapid and sustainable development, ready to overcome all difficulties and challenges, focusing all efforts to promote growth on the basis of maintaining macroeconomic stability. 2024 is identified as a breakthrough year in implementing the goals and tasks of the 5-year Socio-Economic Development Plan 2021-2025, especially promoting the implementation of strategic breakthroughs in institutions, infrastructure and human resource development; strongly promoting innovation in growth models based on science and technology, innovation associated with the current trend of green transformation and digital transformation. |

To continue to achieve more achievements in 2024, to achieve more, better, higher results than in 2023, the Minister suggested that we continue to work together to foster and promote the cooperative relationship between Vietnam in general, the Ministry of Planning and Investment in particular, with diplomatic agencies, development partners, international organizations, associations, businesses, and investors to a new height, deeper, more effective. The dragon symbol of the year of the Dragon, 2024 symbolizes the strength and strong belief of Asians. The Minister believes that, with the continued participation and efforts of the entire political system, the support, cooperation, and companionship of the international community, businesses, and foreign investors, no difficulty or challenge can hinder the development of the Vietnamese economy, continuing to affirm that the Vietnamese economy is a dragon of the Asian region. The Ministry of Planning and Investment is determined, makes efforts, accompanies, and cooperates closely, making an important contribution to the cause of innovation and development of the country. At the reception, the United Nations Resident Coordinator in Vietnam, Pauline Tamesis, strongly affirmed that the United Nations is ready to support Vietnam in building the next phase of its socio-economic development plan, including support in enhancing data, analysis, and accelerating the implementation of the Sustainable Development Goals (SDGs); and hopes that the Vietnamese Government will participate in the United Nations Future Summit to contribute to the development of humanity - an ambitious agenda. With that meaning, the United Nations hopes that 2024 will bring many good things and prosperity to all people in the world... Speaking at the reception, Prime Minister Pham Minh Chinh expressed his joy at the exciting and joyful atmosphere of the first days of the new year 2024 and the preparation for the Lunar New Year (which the United Nations General Assembly recently recognized as an annual holiday of the United Nations), which is also the traditional New Year of the Vietnamese people; this is also an opportunity for us to meet to express our gratitude and wish each other good health and more success. |

The Prime Minister respectfully conveyed the warmest greetings, warm regards, and best wishes for the New Year from the leaders of the Party and State of Vietnam, especially from General Secretary Nguyen Phu Trong, to all Ambassadors, Heads of Representative Offices of foreign permanent agencies, foreign donors, and foreign investors. The Prime Minister stated that the world in 2024 will be generally peaceful but locally at war; generally peaceful but locally at war; generally stable but locally at war; generally well-off but locally at war, many people will be poor, suffer from war, sacrifice, and loss. The issues happening in the world such as war, energy shortage, resource depletion, climate change, population aging, etc. are all global and national issues. Therefore, from Vietnam's perspective, we must strengthen international solidarity, promote multilateralism, and take action for the prosperous life of the people. We strive together, work together so that in this world there is no poverty, no war, no one is left behind. |

The Prime Minister expressed that, it can be said that in the 20th century, Vietnam was the nation that sacrificed the most and suffered the most losses in the world. Vietnam had to fight against fascism, old colonialism, new colonialism, border wars, genocidal gangs, and then was embargoed for about 10 years. Therefore, Vietnam clearly understands the losses caused by war, understands the value of peace, therefore, Vietnam does not want war or poverty to happen anywhere in the world. In its current development path, Vietnam relies on three pillars: building socialist democracy, a socialist rule-of-law state, and a socialist-oriented market economy. Notably, in this process, Vietnam does not sacrifice social progress and justice to pursue economic growth alone. The Prime Minister stated that in recent years, despite the difficulties caused by the Covid-19 pandemic, Vietnam has still ensured macroeconomic stability, controlled inflation, promoted growth, ensured major balances; budget deficit, public debt, government debt, and foreign debt are under control; independence, sovereignty, and territorial integrity are guaranteed, social order and safety are maintained; the fight against corruption is promoted; national defense and security are maintained, and foreign affairs are a bright spot in 2023. These results are thanks to the correct leadership of the Communist Party of Vietnam, headed by General Secretary Nguyen Phu Trong; the efforts of the entire political system, of the entire people, the companionship of the business community; and the help of international friends, investors, sponsors, and all of you present at this event. On behalf of the Party and State leaders, on behalf of General Secretary Nguyen Phu Trong and the Vietnamese people, the Prime Minister respectfully expressed his gratitude for the support of international friends throughout the process of national construction, especially in 2023; thanked the presence of sponsors and investors at this event so that we can share, show gratitude, and act together for a better, richer world, happier people, no place that has to endure war; leaving no one behind. Together we unite, work, and bring happiness to the people of all countries and the whole world in the spirit of harmonious interests and shared risks. Once again, the Prime Minister thanked and expressed that your success is also Vietnam's success; affirming that Vietnam always accompanies the international community for a more peaceful, happier, and more successful life.
