National love, compatriotism
Speaking at the Conference, with the presence of many Vietnamese intellectuals, experts, and businesses abroad - the leading birds who have led the overseas Vietnamese movement for decades, with extremely valuable contributions to the country and the overseas Vietnamese community, Prime Minister Pham Minh Chinh expressed his joy to see many young, dynamic, successful faces, some familiar, some new, attending the Forum, demonstrating the precious tradition of the nation: When the bamboo is old, the bamboo shoots grow again, always carrying in their hearts a passionate love for the homeland and country and a desire to contribute to the development of the country.
Prime Minister Pham Minh Chinh emphasized that the “Forum of Vietnamese Intellectuals and Experts Abroad 2024” is a very important event, demonstrating the special attention of the Party and State; at the same time affirming the role, position and contributions of the overseas Vietnamese community to the country.
Believing that the Conference is an opportunity to meet and reunite to discuss important and practical issues regarding the country's development in the coming years, and to listen to the thoughts, aspirations, and valuable contributions of overseas Vietnamese, the Prime Minister reiterated the words of beloved President Ho Chi Minh expressing national love and compatriotism: "The Fatherland and the Government always miss our compatriots, like parents miss their absent children. That is the human heart and the heavenly way, that is the love of a family".
Acknowledging the enthusiastic, responsible and practical opinions of the delegates, the Prime Minister requested the Ministry of Foreign Affairs, the State Committee for Overseas Vietnamese and relevant agencies to fully synthesize and absorb the opinions, proactively have appropriate and timely solutions according to their functions, tasks and authority, create more favorable conditions for our compatriots abroad; promptly report to competent authorities on issues beyond their authority.
Informing the Conference on the world and regional situation, Prime Minister Pham Minh Chinh said that the world is changing rapidly, deeply, complicatedly, and unpredictably with unprecedented difficulties and challenges. In general, there is peace, but in some areas there is war; in general, there is reconciliation, but in some areas there is tension; in general, there is stability, but in some areas there is conflict. The future of the world is being strongly affected by three main factors and is being shaped and led by three pioneering fields.
According to the Prime Minister, in that general trend, Asia-Pacific-Indian Ocean and ASEAN are increasingly affirming their role as a driving force, a center of dynamic development, and continue to be one of the locomotives leading the world in the 21st century. For Vietnam, opportunities, advantages and difficulties, challenges are intertwined, but difficulties and challenges are more numerous.
In that context, Vietnam has consistently implemented 3 fundamental factors and 6 key policies. After nearly 40 years of Renovation, the country has achieved important and historic achievements, as the late General Secretary Nguyen Phu Trong affirmed: "Our country has never had such a foundation, potential, prestige and international position as it does today."
The Prime Minister affirmed that these achievements were thanks to the close leadership and direction of the Central Committee, directly and regularly by the Politburo and the Secretariat; the participation of the entire political system; the support and assistance of international friends; especially the joint efforts and unanimity of the people of the whole country and 6 million of our compatriots abroad. Thereby, we continue to consolidate and strengthen the trust of compatriots at home and abroad in the glorious Communist Party of Vietnam, in the future and the country's foundation; at the same time, affirming the good nature of our regime.
On this occasion, the Prime Minister acknowledged, highly appreciated and commended the important contributions of the overseas Vietnamese community to the homeland and the country over the past time; commended the efforts of the Ministry of Foreign Affairs and the State Committee for Overseas Vietnamese in the work of overseas Vietnamese, contributing to promoting the cause of great national unity.

As a resource, a driving force for the country to catch up, progress together , and surpass.
Informing about 6 major orientations for national development in the coming time; based on the consistent viewpoints of the Party, State and the contributions of the overseas Vietnamese community, the Prime Minister shared 3 messages for the people, along with 3 orientations and 3 focuses in the work related to overseas Vietnamese.
Regarding the “3 messages”, the Prime Minister emphasized that “The overseas Vietnamese community is an inseparable part and a resource of the Vietnamese ethnic community” is a consistent and continuous policy of our Party and State. The year 2025, the 80th anniversary of the declaration of independence and the 50th anniversary of national reunification, will be an opportunity to promote and develop the spirit of great solidarity and national harmony, looking towards the future.
In addition, the country expects and trusts the overseas Vietnamese community in the cause of building and defending the Fatherland - the great source of strength of the nation. The Prime Minister affirmed: "The success of our compatriots is also the success of the country - the country is proud of our compatriots abroad. The country cherishes the sentiments, "listens thoroughly, sees clearly and understands completely" the thoughts and aspirations and highly appreciates the valuable contributions of the overseas Vietnamese community for the homeland and the country".
Regarding the “3 orientations”, the Prime Minister stated that the work related to overseas Vietnamese must fully demonstrate and promote the tradition of great national unity. All policies must thoroughly grasp this spirit.
In addition, it promotes the great resources and patriotism of our compatriots abroad towards the homeland; at the same time, it demonstrates more strongly, positively and effectively the sentiment, trust and responsibility of our Party and State in caring for the Vietnamese community abroad.
Work for overseas Vietnamese must be synchronous, comprehensive, inclusive and clearly defined as the responsibility of the entire political system and the entire population, combining the building of mechanisms and policies with community mobilization and support work.
Regarding the “3 focuses”, Prime Minister Pham Minh Chinh stated that the key goals are to support compatriots to stabilize their lives, do business with peace of mind, integrate well and develop strongly in the host country’s society; build a strong and cohesive community; care for, support and protect the legitimate rights and interests of the community.

In addition, continue to promote and find new motivations to connect the community with each other and between the community and the homeland and the country. Constantly innovate methods to support and mobilize overseas Vietnamese to contribute to national construction, promote the potential and strengths of overseas Vietnamese to contribute to the homeland and the country, and build the identity of overseas Vietnamese.
“The responsibility to protect the legitimate and legal rights and interests of the overseas Vietnamese community is the responsibility of the Party, the State, ministries, branches, the entire political system, and the entire people under the leadership of the Party, in order to maximize the strength of the overseas Vietnamese community in the cause of national construction and defense; building and developing the overseas Vietnamese community is an important bridge, resource, and driving force to promote the process of deep, substantive, and effective integration, promoting the strength of national solidarity so that our country can catch up, progress together, and surpass in today's world,” the Prime Minister pointed out.
The Prime Minister emphasized that the Party, State and Government will always create conditions and ensure the legitimate rights of people regarding land, housing, nationality, residence, investment and business environment, etc. General Secretary and President To Lam recently affirmed that it is necessary to focus on removing difficulties and obstacles in institutions, creating the most favorable conditions for activities contributing to national construction.
On that basis, the Prime Minister requested the Ministry of Foreign Affairs and the State Committee for Overseas Vietnamese to continue to further promote their role as a common home, a trusted address for our compatriots, and a bridge to bring them closer to the Fatherland. Continue to innovate and diversify foreign propaganda and information work, support our compatriots to preserve the Vietnamese language, promote the cultural identity and fine traditions of the Vietnamese people.
All levels, sectors and localities must strive to innovate development thinking, take drastic actions, promptly remove difficulties and obstacles, have favorable mechanisms and policies for our people and businesses abroad to invest and do business, and support people in the country.
The Prime Minister requested ministries, branches and localities to receive, listen to, respond to and apply in practice the opinions and contributions of the people; and to implement solutions proactively and positively. It is noted that, along with material contributions, contributions of intelligence, ideas, initiatives, scientific and technological knowledge, etc. from the people are valuable resources for the country's development.

Overseas Vietnamese offer advice on rapid and sustainable development
Prime Minister Pham Minh Chinh hopes that the Vietnamese community abroad will increasingly stabilize their lives and legal status, develop and integrate deeply and comprehensively, and further enhance their political status in the host country.
“Please continue to be ambassadors of Vietnam, making the Vietnamese people, the descendants of the Dragon and Fairy, famous, promoting and spreading Vietnamese culture and Vietnamese values. The country will always stand shoulder to shoulder, committed to protecting the legitimate rights and interests of our people,” said the Prime Minister.
The Prime Minister asked the people to unite and be strong, contributing to consolidating the country's position; on that basis, contributing to supporting the community to have a better position in the host country. The people continued to propose innovative and creative ideas, and put forward specific solutions to further promote the effectiveness of the resources of the overseas Vietnamese community for the development of the country.
In particular, regarding science, technology and innovation, the Prime Minister was pleased to know that Vietnamese intellectuals and experts are a very strong human resource at schools, research institutes, and multinational corporations in many countries. Please give advice, especially on the development of science and technology, new fields such as semiconductors, artificial intelligence, etc.; at the same time, propose specific projects, replicate good practices, effective models and directly participate in implementation.
Recalling President Ho Chi Minh's advice "Unity, unity, great unity. Success, success, great success", the Prime Minister shared: "With love for the homeland, the country, and the good traditional and contemporary cultural values, we hope and believe that the Vietnamese community abroad, an inseparable part of the Vietnamese national community, will continue to promote their bravery and intelligence to the highest level, develop more and more strongly, promote the role of connecting Vietnam with the world, combine national strength with the strength of the times, worthy of the tradition of the descendants of Lac and Hong, realize the aspiration to develop a strong and prosperous country, standing shoulder to shoulder with the great powers of the five continents, as beloved President Ho Chi Minh always wished".

The country is at a crucial point in its development journey.
Speaking about the aspirations and recommendations of the overseas Vietnamese community to the leaders of the Party and State, Mr. Hoang Dinh Thang, member of the Presidium of the Central Committee of the Vietnam Fatherland Front, President of the Union of Vietnamese Associations in Europe, expressed his appreciation for the sentiments and attention of the leaders of the Party and State, ministries, branches and localities, and people in the country towards the overseas Vietnamese community; believed in and was proud of the development and increasing position of the country; and wished to contribute more to the development of the country.
Mr. Hoang Dinh Thang proposed that the State continue to institutionalize the Party's viewpoints and policies on the work of overseas Vietnamese; there should be breakthrough policies to facilitate our overseas Vietnamese to regain Vietnamese nationality, while retaining foreign nationality and determining nationality for children of mixed Vietnamese descent.
The President of the Union of Vietnamese Associations in Europe proposed considering adjusting and supplementing regulations allowing overseas Vietnamese to run for and vote in the National Assembly; expanding the permission for overseas Vietnamese associations to become members of domestic socio-political organizations...
Regarding community support, Mr. Hoang Dinh Thang suggested that, through high-level contacts and diplomatic channels, it is necessary to promote some countries to recognize the Vietnamese community abroad in some areas that meet the conditions as ethnic minorities; promote the signing of agreements on labor cooperation with other countries, strengthen management of activities sending Vietnamese workers abroad and vocational training and foreign language training for workers before going abroad.
In addition, it is necessary to effectively build a mechanism to receive, process and respond to opinions of overseas Vietnamese, reform administrative procedures in a clear, quick and transparent manner; strengthen the organization of connections between overseas experts and intellectuals; pay attention to and support the preservation of Vietnamese culture and language; organize more cultural and artistic events abroad to promote the image of the country and people of Vietnam...
Regarding resources for implementing work on overseas Vietnamese, Mr. Hoang Dinh Thang hopes that the Party and State will continue to pay deep attention to the community and continue to focus on this work by increasing appropriate resources to implement the work.
Mr. Johnathan Hanh Nguyen, an overseas Vietnamese in the Philippines and Chairman of the Imex Pan Pacific Group, said that over the past time, with a strategic vision, the Government has continuously improved and issued new policies, especially in the fields of investment, economy, education and science and technology. Thanks to that, the investment environment has been significantly improved, creating favorable mechanisms, not only attracting capital but also the return of knowledge, experience and creativity from the overseas Vietnamese community.
Emphasizing the need to attract talent, especially the young generation from the overseas Vietnamese community, Mr. Johnathan Hanh Nguyen suggested that the Government should have a strategy to attract overseas Vietnamese students and young people to intern, start businesses, and participate in community projects in Vietnam to help them connect with their roots and bring new initiatives, contributing to the country's development.
In order to promote the capabilities of young overseas Vietnamese and take advantage of new technologies, Mr. Johnathan Hanh Nguyen proposed applying a sandbox mechanism (allowing testing of new technologies and new business models without requiring many licenses); creating more favorable conditions for overseas Vietnamese regarding regulations related to nationality, making identification cards, etc.
Regarding the improvement of the investment environment, Mr. Johnathan Hanh Nguyen said that Vietnam has made great strides in improving the investment environment, but it is necessary to increase transparency, simplify procedures; and consider a one-stop mechanism for overseas Vietnamese, where information, advice and legal issues related to investment can be provided.
Regarding the strategy for developing regional innovation centers, Mr. Johnathan Hanh Nguyen suggested creating special incentive mechanisms for national data infrastructure projects, AI development, semiconductors, promoting high-quality human resource training programs; at the same time, having special mechanisms to promote technology incubators; having policies to encourage overseas Vietnamese to participate in tourism development and tourism retail investment...

Speaking at the Forum, regarding the “Strategy for developing science, technology and innovation to 2030 to serve the country’s development needs and proposals for the participation of overseas Vietnamese”, Minister of Science and Technology Huynh Thanh Dat said that with many important tasks of developing science, technology and innovation in the coming time, the Ministry of Science and Technology hopes that the team of Vietnamese intellectuals and experts abroad will actively participate in contributing to scientific, technological and innovation activities in the country.
In her speech on “Towards a sustainable development future – Green development and the role of the Vietnamese business and intellectual community abroad”, Deputy Minister of Planning and Investment Nguyen Bich Ngoc stated that Vietnam is at an important moment in its development journey with many great achievements in economics, science and technology.
The Ministry of Planning and Investment has made efforts to research and advise the Party, State and Government on strategic policies and orientations in socio-economic development, the core of which is based on science and technology, innovation; hoping that the Vietnamese community abroad, scientists, experts and intellectuals will increase knowledge sharing; organize conferences, seminars, exchanges and bring overseas experts to research and teach in Vietnam; provide information and introduce Vietnamese students and postgraduates to participate in training programs on green growth, green economy, and global climate change response; proactively link and participate in green technology transformation programs and projects...
Regarding the number, position and role of the Vietnamese community in Japan, Vietnamese Ambassador to Japan Pham Quang Hieu said that in order to maximize the strength of the large Vietnamese community in Japan, the Vietnamese Embassy in Japan has been and will continue to promote three key tasks to promote the role and creativity of the community. Implementing the motto "Unity is strength", the Embassy has been diversifying forms of community solidarity, developing and strengthening associations of Vietnamese people in Japan.
