Prime Minister Pham Minh Chinh has directed the Quang Ngai - Hoai Nhon expressway to be put into use immediately after completion, to pave the way for phase 2 of the project.

On the morning of February 9, Prime Minister Pham Minh Chinh personally visited the site of two traffic projects in Quang Ngai, including the Dung Quat - Sa Huynh coastal road project and the Quang Ngai - Hoai Nhon expressway.

Here, the Prime Minister directed to remove the obstacles that these projects are facing.

Quang Ngai proposes Central Government to support 3,000 billion VND

Reporting to the Prime Minister, Mr. Ngo Van Dung, Director of the Management Board of Investment and Construction of Traffic Works of Quang Ngai province , said that the Dung Quat - Sa Huynh coastal road project (Quang Ngai) has a length of 125 km, the starting point connects with the end point of the coastal road of Quang Nam province (the road in front of Chu Lai airport) and the end point connects with the coastal road of Binh Dinh province at Km125+645.

At the project site in Minh Tan Nam village, Duc Minh commune, Mo Duc district (Quang Ngai), Prime Minister Pham Minh Chinh praised Quang Ngai province for planning and investing in the construction and development of coastal road infrastructure more than 10 years ago.

Quang Ngai provincial leaders have proposed that the Central Government consider supporting about 3,000 billion VND to organize the implementation of the entire Dung Quat - Sa Huynh coastal road project in the medium-term period of 2026 - 2030.

Regarding this project, the Prime Minister suggested that Quang Ngai build a number of bridges on the road in the most convenient way. The construction of a coastal road with open land on both sides of the road is a condition to exploit the potential and advantages when the project comes into use.

As for the road project through An Khe lagoon (Duc Pho town), the route must avoid the Sa Huynh national special cultural relic site. Regarding the project overlapping with the planned boundary for exploration and exploitation of titanium minerals, the Prime Minister requested that this be resolved soon so that the project can speed up construction progress.

Next, Prime Minister Pham Minh Chinh inspected the construction site of the Quang Ngai - Hoai Nhon expressway project. Here, representatives of Deo Ca Group (the project's construction unit) reported on the project's progress to the Prime Minister and the working delegation.

Accordingly, the Quang Ngai - Hoai Nhon expressway project has a total investment of more than VND 20,400 billion (of which construction and installation is nearly VND 14,500 billion), with a length of 88 km, passing through the provinces of Quang Ngai (60.3 km) and Binh Dinh (27.7 km).

This is the largest project among the 12 component projects. There are 3 tunnels on the route, including: Tunnel No. 1 is 610 m long, Tunnel No. 2 is 698 m long and Tunnel No. 3 is 3,200 m long, along with 77 bridges, 586 culverts, and 81 underpasses.

Deo Ca Group is deploying 50/50 construction teams with 3,850 employees and 1,550 pieces of equipment. Total output to date has reached about 7,300 billion VND, equivalent to 55%. The unit has also completed 95% of the main roadbed, completed drainage works and underpasses for people on the route.

Up to now, 12 km of crushed stone aggregate and more than 6 km of cement-reinforced crushed stone aggregate have been constructed; 77/77 bridges have completed piers and piers, and 50/77 bridges are currently installing girders and constructing bridge decks. The Song Ve bridge, the largest bridge item on the route with a length of 610 m, has completed installing bridge decks.

With 3 tunnels through the mountain, the construction unit has completed the construction of tunnels No. 1 and No. 2, and deployed the mechanical and electrical and fire prevention items. Tunnel No. 3 is the largest tunnel item on the North-South Expressway, has dug and reinforced nearly 5,000 m/6,400 m of the total length of both tunnels and is constructing the tunnel lining concrete, reaching about 1,650 m/6,400 m.

Deo Ca Group has proposed that the Prime Minister direct investors and contractors to remove obstacles related to legal procedures and policy mechanisms.

In particular, it is recommended that the Ministry of Transport identify and thoroughly resolve problems before handing over the project for operation; it is recommended that the People's Committee of Quang Ngai province thoroughly resolve site clearance issues...

At the construction site, Prime Minister Pham Minh Chinh praised the contractor for mobilizing manpower and equipment to work during the holidays, for having many creative initiatives, especially for having many solutions to speed up the construction progress, including the tunneling initiative. The Prime Minister asked the main contractor to continue supporting local contractors to carry out many other projects.

With the contractor's recommendations, Prime Minister Pham Minh Chinh agreed to complete the investment and put into use both tunnels synchronously to promote investment efficiency and this must be done immediately. The Prime Minister requested the Ministry of Construction and the Ministry of Transport to coordinate with localities to implement immediately, not leaving the contractor "alone" on the construction site.

Regarding the two provinces of Quang Ngai and Binh Dinh, the Prime Minister requested that the two provinces pay attention, work with ministries to inspect and support contractors. The Prime Minister directed that the North-South Expressway project must be completed by December 31, 2025 at the latest and then put into use immediately, to implement phase 2.
