On the morning of December 9th, Prime Minister Pham Minh Chinh , Chairman of the Central Emulation and Commendation Council for the 2021-2026 term (the Council), chaired the 10th session to evaluate the results of the Council's work in 2024 and its direction and tasks for 2025; and to consider awarding and posthumously awarding the titles of "Hero of the People's Armed Forces" and "Hero of Labor" to collectives and individuals with exceptionally outstanding achievements in building and defending the Fatherland.

Attending the session were: Vice President Vo Thi Anh Xuan, First Vice Chairperson of the Council; Minister of Home Affairs Pham Thi Thanh Tra, Standing Vice Chairperson of the Council; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, Vice Chairperson of the Council; and Council members who are leaders of central ministries, departments, and agencies. The Council assessed that in 2024, the country faced many difficulties and challenges, and the global situation continued to be complex and unpredictable. Implementing the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister, the Council closely followed the practical situation, focusing on decisive, flexible, and effective direction of tasks and solutions. As a result, Vietnam's socio-economic development achieved many important results, with an estimated 15 out of 15 targets for the year being met or exceeded. These results were made possible by the positive contributions of patriotic emulation movements and commendation work nationwide, under the guidance and direction of the Prime Minister and the Chairman of the Central Emulation and Commendation Council. In 2024, the Council actively developed the Project "Summary of the implementation of Directive No. 34-CT/TW, dated April 7, 2014, of the Politburo on continuing to innovate emulation and commendation work and issuing a Directive on emulation and commendation work in the new situation"; developed and perfected the law on emulation and commendation; and directed the implementation of the organization of patriotic emulation congresses at all levels and sectors, leading up to the 11th National Patriotic Emulation Congress. In particular, the Steering Committee directed and organized many highly effective emulation movements such as: the "Nationwide campaign to eliminate temporary and dilapidated houses in 2025," with a peak emulation campaign of "450 days and nights to eliminate temporary and dilapidated houses in 2025"; the "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste" movement, notably the emulation campaign to complete the construction of the 500 kV power transmission line circuit 3 Quang Trach - Pho Noi in 6 months, instead of the usual 3-4 years; and launching and implementing the peak emulation campaign of "500 days and nights of emulation to complete 3,000 km of expressways by the end of 2025." The movement to help each other overcome the consequences of typhoon No. 3, especially in Nu Village, Yen Bai province… The movements “The whole country joins forces to build new rural areas”, “For the poor - Leaving no one behind”, “Cadres, civil servants and public employees compete to implement workplace culture”, “The whole country competes to build a learning society, promoting lifelong learning, 2023 - 2030”; at the same time, continue to promote emulation movements to fulfill political tasks, socio-economic development, and ensure national defense and security of ministries, sectors and localities. In 2024, the awarding of commendations was carried out promptly to serve the political tasks of the country, ministries, sectors and localities. The Council submitted to the President for commendation 87,843 cases and to the Prime Minister for commendation 6,979 collectives and individuals with outstanding achievements in emulation movements, national construction and defense; These are primarily the collectives and individuals at the grassroots level who directly create material wealth and defend the Fatherland.

Concluding the session, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Commendation Council, commended and highly appreciated the spirit, responsibility, and positive contributions of the Council members; the ministries, departments, localities, mass organizations, and socio-political organizations that have responded to, launched, and effectively implemented emulation movements; and highly appreciated the results achieved by the patriotic emulation movement and emulation and commendation work in the past period, making important contributions to the overall socio-economic development achievements in 2024. The Prime Minister also pointed out some limitations such as the fact that some departments, localities, and units have not issued detailed legal documents for the implementation of the Law on Emulation and Commendation in a timely manner; the emulation movement of some ministries, departments, and localities has not been truly linked to resolving political tasks and the responsibilities of the heads of these organizations; The work of identifying exemplary individuals and groups with outstanding achievements has not been timely… Analyzing the causes of these limitations, Prime Minister Pham Minh Chinh pointed out three major lessons learned in emulation and reward work: It is necessary to closely adhere to the Party and State's guidelines, policies, directives of the Politburo, the Secretariat, the General Secretary, and legal documents, and on that basis, implement emulation movements in a substantive and effective manner; Launch emulation movements linked to national interests, the people, and the political tasks of each agency and unit, and the responsibility of the head; Regularly inspect, supervise, evaluate, and resolve obstacles; conduct preliminary and final reviews, draw lessons, build exemplary individuals and groups, and simultaneously promote and replicate their achievements, creating motivation and inspiring the whole society in building and defending the Fatherland. The Prime Minister emphasized that 2025 is of special significance, marking the 95th anniversary of the founding of the Communist Party of Vietnam ; the 50th anniversary of the liberation of the South and national reunification; the 135th anniversary of the birth of President Ho Chi Minh; the 80th anniversary of the founding of the nation; the year of Party congresses at all levels, leading up to the 14th National Party Congress and the 11th National Emulation Congress; and especially the year in which the entire political system is determined to effectively implement and surpass the socio-economic goals for 2025 and the entire term of the 13th Party Congress, to propel the country into a stronger and faster acceleration phase. Therefore, emulation and reward work needs to be implemented even better with the spirit of "anything that has not been done well must be rectified to be done well; for things that have been done well, there should be higher determination, greater effort, more decisive and effective action" and encouraging the spirit of daring to think, daring to act, and daring to take responsibility for the common good. In that spirit, emphasizing that emulation and reward work must absolutely not be formal or perfunctory, but practical and effective, the Prime Minister requested the promotion of patriotic emulation movements, launching high-intensity emulation campaigns to achieve accomplishments in chào mừng major holidays and important political events of the Party, the country, and the nation, chào mừng the Party Congresses at all levels and the 14th National Party Congress, the 11th National Emulation Congress... Especially launching the movement "The whole country emulates innovation, digital transformation, contributing to bringing the country to a prosperous and strong era". Along with that, effectively implement emulation movements; advise on preliminary and final summaries of emulation movements nationwide; We will vigorously and effectively implement the intensive emulation campaign "500 days and nights of emulation to complete 3,000 km of expressways" and "450 days and nights of intensive emulation to eliminate temporary and dilapidated houses in 2025," completing them before December 31, 2025, to celebrate the 14th National Congress of the Communist Party of Vietnam. The Chairman of the Central Emulation and Commendation Council directed the focus on resolving key and urgent requirements and tasks, especially the urgent and effective implementation of the "revolution to streamline the organizational structure of the entire political system" in accordance with Resolution No. 18-NQ/TW of the 12th Central Committee of the Communist Party of Vietnam, ensuring a scientific approach, following a suitable roadmap and steps, and effectively linking it with downsizing the workforce, restructuring, and improving the quality of cadres, civil servants, and public employees, with a unified will to act together, "The Party has directed, the Government has agreed, the National Assembly has concurred, and the people support, so we should only discuss and proceed, not retreat." The Prime Minister directed the organization of the dissemination, promotion, and implementation of the Politburo's Directive "on strengthening the Party's leadership over emulation and commendation work in the new situation"; Continuing to research and improve the system of legal documents on emulation and commendation, creating a comprehensive and complete legal basis. Emphasizing the task of perfecting the Plan for organizing the National Emulation Congress at all levels and sectors leading up to the 11th National Emulation Congress, ensuring practicality, effectiveness, and adherence to the purpose and requirements, the Prime Minister clearly stated that the 11th National Emulation Congress must be successfully organized to truly be a congress that commends and honors outstanding examples nationwide, representing the culmination of the achievements of the patriotic emulation movements; at the same time, further expanding the patriotic emulation movements in the 2026-2030 period, creating a strong ripple effect, momentum, and outstanding mark of the country in the new era - an era of striving for prosperity and wealth. The head of the government emphasized the need to promote the dissemination of information about outstanding collectives and individuals, focusing on exemplary cases in "Studying and following the thoughts, ethics, and style of Ho Chi Minh," combating corruption, practicing thrift, and preventing waste; exemplary individuals with outstanding achievements in labor, production, study, and work; and to effectively implement the awarding of commendations, ensuring timeliness, openness, and transparency. Directing the Councils and members of the Emulation and Commendation Councils at all levels, sectors, units, and localities to promote their roles and responsibilities in advising Party committees and governments on leading and directing the implementation of emulation and commendation work, especially the role and responsibility of the head of each agency in emulation and commendation work, the Prime Minister directed the acceleration of decentralization and delegation of power associated with resource allocation, emphasizing the responsibility of the head of each agency, improving the capacity of officials, and promoting the application of information technology, digital transformation, and administrative procedure reform in leading and organizing the implementation of emulation and commendation work in ministries, sectors, and localities.
