This is the second conference of the Government Standing Committee after the storm. The Prime Minister highly appreciated the ministries, agencies and localities involved for their active and close coordination in preparing for the conference; their dedicated, responsible and practical opinions at the conference.
At the beginning of the conference, delegates observed a minute of silence to commemorate the victims who died due to storms and floods.
In his concluding remarks, the Prime Minister requested that the Resolution be submitted for promulgation tomorrow (September 16) for implementation according to the authority, functions, tasks and powers of each agency.

Assessing super typhoon Yagi, the Prime Minister pointed out that this is a historic storm with the following factors: Very high intensity, gusting up to level 17; high speed, great destruction; very wide range; many impacted objects (people, property, crops, livestock, economic and social infrastructure); long bombing time on land over a large area...
At this point, the Prime Minister choked up and burst into tears several times.
Analyzing the causes of the storm's huge consequences, the Prime Minister said that besides objective causes, there is still a situation where some people are still subjective and have not strictly and fully complied with the instructions and recommendations of the authorities.
Leadership and direction are not resolute in some places and at some times; means and equipment for disaster response and rescue work do not meet requirements...
Emphasizing some lessons learned, the Prime Minister pointed out the need to closely follow the situation and make accurate forecasts; propaganda and mobilization work must be quick, timely, and widespread; and direction must be timely, accurate, appropriate, and effective.
Ministries, branches, localities and all levels must be proactive and active with "3 before, 4 on-site" in preventing and overcoming consequences.
"We have tried our best. We have found the best possible solution, we have found what is left in what is lost... But the irreplaceable loss is the lives and spirits of the people, the families whose loved ones died," the Prime Minister was moved.
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and commended the ministries, branches, provinces and cities for showing great responsibility, great efforts, and drastic actions to do the best they could; thanked the people for joining hands with the Party Committees, authorities, and functional forces, especially the military and police forces.
At the same time, the Prime Minister requested to do a good job of emulation and reward for organizations and individuals who have done well, especially those who have sacrificed while performing their duties; criticize and strictly handle cases of subjectivity, negligence, and failure to complete tasks.
6 solution tasks
Specifying 6 groups of tasks and solutions in the coming time, the Prime Minister requested to search for missing people and treat the injured. Arrange temporary accommodation for people who have lost their homes or have damaged houses, provide food, clean water to people, and treat the sick.
Review, inspect, and by all means approach isolated and cut-off areas to support and supply people.
Concentrate the entire political system and people's forces to clean up, sanitize the environment, and prevent epidemics. Do not let power outages, telecommunications signals, and essential services go out. Immediately repair medical and educational facilities so that children can go to school and sick people can be treated.

The next task is to stabilize the situation for the people with 8 groups of solutions including smooth traffic connection, doing a good job of social security, leaving no one behind. Localities count the damage, propose support for families. Research on tuition exemptions for affected students.
Regarding solutions to restore production and business, the Prime Minister requested to review and count the damage to production and business establishments, including restoring industrial production, not allowing disruptions in supply chains and production chains, having plans to strengthen transportation types, reduce transportation fares, restore warehouses for goods gathering, etc.
The Prime Minister requested the State Bank and the banking system to study policies on debt extension, deferral, and freeze, credit policies, zero-interest packages, etc.; the Ministry of Finance to study the reduction, extension, and deferral of taxes, fees, and charges.
The Ministry of Industry and Trade ensures supplies and input materials for production and business. The Bank for Social Policies has a plan to lend to households; the insurance industry promptly pays for damages to businesses and people...
The next group of solutions is to promote growth and control inflation. "Control prices, avoid hoarding, price gouging, and taking advantage of difficult times to profit," he emphasized.
In addition, there are task groups to maintain political stability, ensure social order and safety; promote international cooperation while promoting the spirit of self-reliance and self-improvement.
