On the morning of December 18, Prime Minister Pham Minh Chinh attended the online conference to review the work in 2024 and deploy key tasks in 2025 of the culture, sports and tourism sector (CST) with the theme: "Building an advanced culture imbued with national identity - The driving force for national development in the new era - The era of the Vietnamese people's rise". The conference was connected online from the main bridge at the Government headquarters to the headquarters of the Ministry of Culture, Sports and Tourism, along with more than 770 bridges at the People's Committees of provinces, centrally-run cities and district-level People's Committees. Photo: Hai Nguyen The Prime Minister assessed that in 2024, the culture, sports and tourism sector will continue to strongly transform its thinking from "doing culture" to "state management of culture"; building a system of cultural values, affirming the strength and role of culture. Regarding the direction and tasks for 2025 and the coming time, the Prime Minister stated that 2025 is a year of special importance - a year of acceleration, breakthrough, and reaching the finish line to successfully implement the 5-year socio-economic development plan 2021-2025. In 2025, many important events will take place in the country, commemorating the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South, the reunification of the country, the 135th anniversary of President Ho Chi Minh's birthday, and the 80th anniversary of the founding of the country. 2025 is also the year to focus on streamlining the organization, holding Party Congresses at all levels, towards the 14th National Party Congress, opening a new era, an era of national growth, development, wealth and prosperity. First of all, it is necessary to create institutional breakthroughs in the direction of resolutely abandoning the mindset of "if you can't manage it, then ban it", resolutely eliminating the "ask - give" mechanism; promoting decentralization, decentralization, cutting and simplifying administrative procedures associated with digital transformation... Second, promoting the development of strategic and comprehensive infrastructure, culture, sports and tourism institutions, both hard and soft infrastructure, connection infrastructure, especially digital infrastructure based on data and artificial intelligence. Third, training high-quality human resources for the sector, having specific mechanisms and policies suitable for the arts and sports sectors, having policies to retain talented people, motivating talented and passionate people, and encouraging those who dare to think, dare to do, dare to innovate and deal with those who avoid and fear responsibility. Fourth, mobilize resources for development through appropriate mechanisms and policies, especially public-private partnerships, taking the lead from State capital, activating all social resources, of the people and businesses. The Prime Minister analyzed that, in addition to existing resources such as finance, land, and human resources, institutions, mechanisms, and policies are also measures to mobilize resources. Therefore, it is necessary to actively think and propose policies to promote the very diverse forms of public-private partnerships, with a lot of room to exploit cultural institutions, especially stadiums such as My Dinh... Fifth, improve the capacity of management and governance of the industry in a smart direction, based on data. The Prime Minister noted that cultural development is the endogenous strength, the soul of the nation; developing the sports industry to improve the physical strength and health of the people, in which mass sports must be developed in breadth, but high-performance sports must be in depth; developing breakthrough tourism, a key industry, associated with culture, sports.
