Russian Prime Minister invites Vietnamese businesses to invest in the Far East

Emphasizing that the Far East region has many incentives, Russian Prime Minister Mishustin called on Vietnamese investors to come here in the spirit of mutual benefit when he met with more than 100 businesses from both countries on January 15.

On the morning of January 15, Prime Minister Pham Minh Chinh and Russian Prime Minister Mikhail Mishustin co-chaired the Vietnam-Russia High-Level Business Dialogue at the Government Office. Nearly 100 leading enterprises of Vietnam and Russia, along with many representatives of departments, ministries and sectors of the two countries, attended the dialogue. The dialogue took place with 3 discussion sessions, focusing on the following areas: trade, investment, agriculture; energy cooperation including oil and gas and nuclear energy; transport and logistics.

Russia considers Vietnam a top important partner

Speaking at the event, Prime Minister Pham Minh Chinh emphasized that the two governments and businesses have contributed to building the Vietnam-Russia Comprehensive Strategic Partnership. According to the Prime Minister, political and diplomatic relations are very good, but trade and economic relations are still not commensurate. Therefore, through the dialogue, he hopes to listen to businesses from both sides present their opinions, make proposals and recommendations. Affirming that Russia considers Vietnam an important partner in the region, Russian Prime Minister Mishustin said that Russia is very interested in logistics issues and Vietnam has become an important logistics center of this country in Southeast Asia. He cited the fact that some Russian-branded automobile products assembled in Vietnam have been exported to other markets in the region. Therefore, in the coming time, Russia wishes and is ready to cooperate with Vietnam to promote transportation cooperation as well as supply of industrial products and cooperate in implementing nuclear power projects. Regarding e-commerce, Russia is ready to share experience and promote cooperation in cybersecurity and artificial intelligence with Vietnam.

Businesses need stable incentive policies

After the speeches of the two Prime Ministers, Vietnamese and Russian enterprises frankly shared the difficulties and obstacles in the process of cooperation and development of projects in each other's territories. Some opinions also proposed measures to further strengthen investment and trade cooperation between the two countries. In particular, on the Vietnamese side, enterprises emphasized a number of challenges such as complicated customs clearance procedures in Russia, lack of logistics infrastructure and investment policies based on the spirit of harmonious interests between the parties. As the largest Vietnamese investor in Russia in the agricultural sector, Ms. Thai Huong - founder of TH Group - said that the decision to go to Russia stemmed from the fact that Russia spared no effort, stood side by side and wholeheartedly helped in the cause of national liberation of Vietnam. It was also a decision to seize the "golden moment" in business, because Russia's policies to encourage agricultural investment are very transparent and attractive.

Citing TH's projects in Russia, Ms. Thai Huong said that the group is receiving a lot of support such as 30% refund of total investment value, 3/4 interest rate support... The group is committed to long-term investment in Russia, aiming to make TH RUS a leading agricultural group in Russia, so it hopes that preferential policies for the projects will be retained.

Representatives of the Russian Export Center, Ms. Veronikia Nikishina and the Russian State Atomic Energy Corporation ( Rosatom ), Mr. Alexey Likhachev, also pointed out the potential for cooperation in the fields of energy, trade and investment between the two countries. In particular, Rosatom expressed its desire not only to build a nuclear power plant but also to support Vietnam in building a nuclear power industry, sharing benefits with local businesses. The Russian Export Center hopes to promote e-commerce, seek partners and bring Russian technology solutions to Vietnam.

Expanding cooperation, creating new breakthroughs

Listening to the opinions, the two Prime Ministers directly responded and requested ministries, branches and localities to strengthen connections and information to each other. Pointing out that Vietnam's e-commerce growth is among the highest in the region, Prime Minister Pham Minh Chinh said that this will be a new method of cooperation between the two sides, contributing to increasing two-way trade turnover. With the two countries having agreed to increase bilateral trade turnover, Prime Minister Pham Minh Chinh said that it is necessary to diversify markets, products and supply chains through rapid licensing of products and goods. On the part of businesses, it is necessary to be flexible and creative in connecting the two markets. The Head of Government also suggested that there should be more breakthroughs in energy cooperation, expanding the space for cooperation in oil and gas exploration and exploitation, promoting cooperation in the field of nuclear energy for peaceful purposes... Regarding logistics and transportation, the Prime Minister said that the breakthrough cooperation directions are sea routes, railways, and subways with priorities including connecting railway lines, cooperation in technology, management, human resource training, and production of train cars...

Affirming that Russia welcomes all foreign investors, including Vietnam, Russian Prime Minister Mishustin said that the country will continue to create favorable and stable conditions for Vietnamese enterprises with incentives on tariffs, finance, land, etc. Citing the success of TH Group, the Russian Prime Minister invited other Vietnamese investors to do business in the country, especially in the Far East region because this region has many preferential policies on land, transportation, and finance. At the same time, he also shared that this is a testament to the affection of the people of the two countries for each other, contributing to expanding cooperation in many fields and increasing two-way trade turnover.

Concluding the dialogue, Prime Minister Pham Minh Chinh said that Vietnam has just issued a decree on the establishment, management and use of the Investment Support Fund. Therefore, he hopes that Russian enterprises will continue to expand their investment in Vietnam, especially in the fields of infrastructure, energy, transportation and logistics. Committing to the cooperation of the two governments in removing obstacles, the Prime Minister hopes that businesses of the two countries will also promote their intelligence, take advantage of time and determination to promote investment cooperation, for the development of each country and the relationship between the two countries.
