Prime Minister leaves for expanded BRICS Summit in Russia

This morning (October 23), Prime Minister Pham Minh Chinh led a high-ranking Vietnamese delegation to attend the BRICS Leaders' Meeting in Kazan, Russia from October 23-24.

The expanded BRICS Summit in the Russian Federation was attended by leaders of BRICS members and leaders of more than 30 guest countries, including developing countries on the continents and a number of international organizations.

The conference took place in the context of the world economic and political situation continuing to fluctuate in a complex manner. The global economy is showing signs of improvement but continues to face many difficulties and challenges, especially the risk of declining growth, prolonged high inflation, supply chain disruptions, climate change and traditional and non-traditional global security challenges that have a profound impact on the economic recovery and sustainable development efforts of countries.

In addition, new development trends of the era, especially digital transformation, green transformation and the outstanding development of technology and artificial intelligence, are also opening up development and cooperation prospects for emerging economies, including Vietnam.

The summit will feature a plenary session themed “BRICS and the Global South: Building a Better World Together”.

The above theme affirms the focus and priority of the Conference is to strengthen cooperation and coordination between BRICS and developing countries to join hands in building a better world for all people.

Accordingly, the Leaders will focus on discussing solutions to promote economic growth, enhance economic connectivity between BRICS and Southern Hemisphere countries, enhance cooperation in responding to global challenges, promote new growth drivers such as digital economy, green economy, circular economy, science and technology, innovation, build a balanced, effective, inclusive global governance ecosystem, promote the role and voice of developing countries. It can be said that the goal and focus throughout the Conference is to strengthen cooperation for a better future.

Prime Minister Pham Minh Chinh's working trip to attend the expanded BRICS Summit is an important step in implementing Vietnam's consistent foreign policy of independence, self-reliance, multilateralization, diversification of foreign relations, being a friend, a reliable partner, an active and responsible member of the international community, as well as the policy of promoting and elevating multilateral diplomacy.

Prime Minister Pham Minh Chinh's participation at this Conference strongly affirms Vietnam's proactive, positive and responsible spirit in solving common problems of humanity. Along with its active participation and contribution to the United Nations, ASEAN, APEC, G7, G20 mechanisms, etc. and many initiatives for global economic cooperation and linkage, attending the BRICS Summit is a testament to Vietnam's commitment and responsibility to accompany countries in the international community, promote multilateralism, international solidarity and uphold the spirit of the rule of law, and raise the voice of developed countries in the effort to contribute to fostering peace, promoting cooperation and development in the world.

Vietnam's participation in discussions with major economies and new economies on emerging issues to contribute to building a better world continues to affirm Vietnam's position, role and stature in human development issues, conveying the image of a peaceful, cooperative, developing, dynamic, innovative Vietnam, building an independent, self-reliant economy associated with deep and effective international integration, and mobilizing external resources to serve national development.

Through attending the Conference, Vietnam will continue to promote and deepen cooperation with the Russian Federation and other countries. For Russia, this is Prime Minister Pham Minh Chinh's first working trip. The working trip takes place at a time when the two countries are looking forward to celebrating the 75th anniversary of diplomatic relations in 2025.

Along with the high-level visits between the two countries in recent times, the Prime Minister's working trip continues to affirm the loyal friendship between Vietnam and Russia, contributing to creating momentum for bilateral cooperation, promoting and opening up opportunities for substantive and effective cooperation between the two countries commensurate with the Vietnam - Russia Comprehensive Strategic Partnership. For the countries attending the conference, this is also an important opportunity for us to continue promoting bilateral relations in many fields as well as strengthening coordination at multilateral forums.

With the spirit of the new-age diplomacy of increasing contributions and making every effort for cooperation, development and common prosperity, Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation will actively participate and make responsible contributions at the BRICS Summit. This also continues to demonstrate the aspiration of the Vietnamese people to rise up, from a country that has experienced so much pain, loss and hardship, now confidently entering the era of national rise, affirming its position as a reliable and responsible partner in the international community, creating inspiration and arousing the aspiration for prosperous development in the world.
