(VTC News) – Prime Minister Pham Minh Chinh established a Steering Committee on streamlining the Government apparatus according to Resolution No. 18 of the 6th Central Conference, 12th tenure.
On November 16, Prime Minister Pham Minh Chinh signed Decision No. 1403 to establish the Steering Committee on summarizing the implementation of Resolution No. 18 of the 6th Central Conference, Session XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" (Steering Committee).
Accordingly, the Prime Minister is the Head of the Steering Committee; Permanent Deputy Prime Minister Nguyen Hoa Binh is the Deputy Head of the Steering Committee.

The 9 members of the Steering Committee include: Deputy Prime Minister Tran Hong Ha; Deputy Prime Minister Le Thanh Long; Deputy Prime Minister Ho Duc Phoc; Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son; Minister of National Defense Phan Van Giang; Minister of Public Security Luong Tam Quang; Minister of Home Affairs Pham Thi Thanh Tra; Minister, Head of the Government Office Tran Van Son; Minister of Justice Nguyen Hai Ninh.
According to the decision, the Steering Committee will study and propose to the Prime Minister tasks and solutions to innovate and rearrange the organizational model of the Government, ministries, ministerial-level agencies, and agencies under the Government to be streamlined, operate effectively and efficiently, and meet the requirements and tasks in the new period; innovate and rearrange the organizational system of State administrative agencies.
The Steering Committee will develop a Project to summarize 20 years of implementing the Government's organizational model and propose the organizational structure of the 16th Government (term 2026-2031).
In addition, the Steering Committee is also responsible for assisting the Prime Minister in directing and coordinating ministries, ministerial-level agencies, government agencies and relevant agencies and organizations in implementing the above contents.
The Ministry of Home Affairs is the standing body of the Steering Committee, assisting the Head of the Steering Committee in developing work plans and programs; synthesizing and reporting on the general activities of the Steering Committee.
The Ministry of Home Affairs is also assigned to coordinate, harmonize and urge ministries, ministerial-level agencies, government agencies and relevant agencies to summarize the implementation of Resolution No. 18; review, evaluate and summarize the implementation of functions, tasks, powers and organizational structures of ministries and branches from the 12th to 15th tenures of the Government and propose plans to perfect the functions, tasks, powers and organizational structures of ministries and branches in the coming time...
The Minister of Home Affairs decides to establish a Working Group with the Minister of Home Affairs as Head, 1 Deputy Minister of Home Affairs as Deputy Head and leaders of a number of functional departments of the Ministry of Home Affairs, the Ministry of Justice and the Government Office as members of the Working Group.
