On the afternoon of April 10, Prime Minister Pham Minh Chinh chaired the 4th meeting of the Government Standing Committee to implement the conclusions of the Politburo, the directions of key leaders and General Secretary To Lam on proactive, timely, appropriate, flexible and effective responses to the new US tariff policy and solutions to stabilize the macro economy, promote growth, control inflation and remove difficulties for businesses and people.

Help businesses and people adapt flexibly

The Prime Minister emphasized the need to grasp the current complicated situation and promptly propose and implement policies. Continue to stabilize the domestic situation, stabilize the people, stabilize investors, stabilize politics, and ensure social order and safety.

It is especially necessary to stabilize investor psychology, help businesses and people adapt flexibly to the new situation, reduce dependence on one market, promote foreign investment, and attract better and higher quality FDI.

The handling perspective is to place this work in the overall development of the country and Vietnam's international relations, not to let it affect the overall 17 signed FTAs; handling this issue does not affect other issues, and dealing with this partner does not affect other partners.

At the same time, it is necessary to consider this as an opportunity to restructure the economy towards greening, digitalization, circulation, rapid but sustainable development, restructuring enterprises, promoting science and technology, innovation, high-quality investment...

The Prime Minister requested to prevent unemployment; review affected subjects, especially in the textile, footwear, wood and seafood industries; inherit previous policies to design appropriate support policies, ensuring support subjects.

Regarding specific solutions, it is required to continue to coordinate synchronously, harmoniously, reasonably and effectively between monetary policy and fiscal policy. In which, fiscal policy, tax deferral and deferral solutions under the authority, tax exemption and reduction policies must continue to be studied.

VAT refunds must be quick and timely, reducing administrative procedures; expanding the scope of subjects and extending the time with policies related to fees, charges, land rents, etc. Reviewing import and export items to reduce taxes, ensuring appropriate and balanced premises.

Regarding public investment, it is necessary to review the past years, assess responsibilities, and sanction those who do not complete the task of disbursing public investment, causing waste, and promptly report to competent authorities.

Continue to stabilize exchange rates, strive to reduce interest rates through cost reduction, application of science and technology, digital transformation; implement debt forgiveness, debt extension, and deferment; propose and implement solutions, such as preferential credit packages.

For example, the VND500,000 billion credit package for infrastructure, science and technology, stimulating domestic consumption, and expanding credit packages are being effectively implemented. Proactively ensuring foreign currency for import and export, ensuring foreign exchange reserves.

Exploit more effectively the 17 signed FTAs, continue to open new markets, such as the Middle East, Eastern Europe, South Asia, Egypt, South America, etc.;

Maximally and satisfactorily resolve trade issues that the US is concerned about, such as origin of goods, non-tariff barriers, and intellectual property; continue to open the market.

Review and propose support for affected workers; continue social security policies, support for meritorious people, the poor, social insurance, and resolve unemployment policies; report to the Government before April 20; support employers, connect labor supply and demand, and support job creation.

The Prime Minister requested that tomorrow, April 11, a negotiation delegation be established with the US side, led by the Minister of Industry and Trade, to develop appropriate scenarios and plans, with the spirit of ensuring maximum national and ethnic interests, harmonious interests, and shared risks.

Along with that, the Ministries of Industry and Trade, Finance, and Foreign Affairs continue to consult with international friends; at the same time, ensure the implementation of Vietnam's commitments to other countries and prevent trade fraud.
