On the afternoon of December 12, Prime Minister Pham Minh Chinh chaired an online conference to announce and implement the Government's Resolution on policies and directions to remove obstacles and difficulties for renewable energy projects.
In his opening speech, the Prime Minister said that the Government convened a conference today with localities and businesses investing in renewable energy projects to unify viewpoints, guiding ideas, solutions, quality, goals, and roadmaps, on that basis, to work together to solve the problem.

The Prime Minister emphasized that the removal of difficulties and obstacles for renewable energy projects must be public and transparent, without causing difficulties, inconvenience, or harassment.
" The government has issued a policy to remove difficulties, localities must work with businesses to remove difficulties and obstacles, no one has to lobby for anything. It is especially forbidden to lobby, be negative, be corrupt and then have to deal with it, losing people, losing money, losing time, losing trust, losing opportunities. If anyone lobby, the authorities will handle it seriously ," the Prime Minister emphasized.
Reviewing the socio-economic achievements in recent times, the head of the Government said that we are determined to be able to complete all 15/15 targets for 2024, including GDP growth of about 7%, creating momentum, strength, spirit, and confidence to carry out the goals and tasks of 2025 with a growth target of about 8%.
And practice shows that each percentage point of GDP growth requires about 1.5 percentage points of electricity growth.
According to the Prime Minister, in recent times, there have been bright spots and lessons learned in electricity development, such as the rapid deployment of the 500 kV line 3, which was the fastest, had good quality, and did not exceed capital.
Besides, there are renewable energy projects that are suspended, behind schedule, and slow to be put into operation.
" This resource is also very large, it needs to be quickly deployed and put into use in the spirit of harmonizing the interests of the State, investors and people. Maximizing the efficiency of investment projects, fighting waste as directed by General Secretary To Lam ", the Prime Minister mentioned.
The Head of Government informed that by the end of 2023, the total capacity of renewable energy sources (wind power, solar power) in the power system will be 21,664 MW, accounting for about 27%; the cumulative annual electricity output of power sources (wind, ground-mounted solar, rooftop solar) will be about 27,317 million kWh, accounting for nearly 13% of the power system.
These results contribute to implementing the orientation in the Power Plan VIII, Vietnam's commitment at the COP26 Conference to achieve "zero" net emissions by 2050 and ensure energy security.
The Prime Minister stated that with an incomplete legal system, the implementation of renewable energy projects has new points, complicated issues, and practical situations that are ahead of legal documents. The development of solar and wind power is being implemented quickly, positively, but also has difficulties, obstacles, and even violations.
Emphasizing that the violations have been specifically concluded by the Government Inspectorate; they need to be separated and specific responsibilities for the individuals involved need to be handled, but the Prime Minister said that the delay in putting the projects into operation causes great waste, and fails to take advantage of available power sources to compensate, ensure electricity supply, and meet growth needs.
In addition, the consequences can cause the risk of collapse, insolvency, inability to repay bank loans, leading to bankruptcy, businesses and people losing money, affecting the investment and business environment.
Recently, the Government and the Prime Minister have resolutely directed to remove difficulties and obstacles for renewable energy projects. On December 7, the Government met and unanimously issued a Resolution on policies and directions to remove difficulties and obstacles for renewable energy projects.
The Prime Minister affirmed that he would not legalize those who did wrong, but that there must be solutions for completed projects that need to be exploited so as not to waste social resources. This is the Government's effort in recent times, listening to the opinions of businesses, ministries, branches, and localities and determined to resolve and remove them.
From there, the Prime Minister requested that all levels and sectors must urgently take action, proactively implement solutions to handle and resolve within their authority, without avoiding or shirking responsibility.
