On the morning of August 17, in Hanoi, Prime Minister Pham Minh Chinh - Chairman of the Red River Delta Coordination Council - chaired the council's fourth meeting. Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, Deputy Prime Ministers Tran Hong Ha and Le Thanh Long, and representatives of leaders of central ministries, branches, provinces and cities in the region also attended.

In his opening speech, Prime Minister Pham Minh Chinh said that the conference was held to discuss contents to strengthen connectivity and socio-economic development in the Red River Delta from now until the end of 2024. Previously, the council held 3 conferences related to the development of the Red River Delta. The Prime Minister expressed that during his lifetime, General Secretary Nguyen Phu Trong always cared about the development of the regions; always reminded and directed the Government and the Prime Minister to make efforts to develop the regions. During this term, the Politburo issued 6 resolutions on regional development. After that, the Government had action programs and established regional councils. Informing about the results of socio-economic development in the Red River Delta, the Prime Minister said that economic growth in the first 6 months of 2024 reached 7.21%, higher than the national average (6.42%) and the Southeast region (5.58%). Total budget revenue in the first 7 months reached over 521,000 billion VND, the highest in the country, accounting for 41% of the total budget revenue of the country. Export value in the first 7 months reached over 80.04 billion USD, ranking first in the country, accounting for 35% of the total export value of the country (227.5 billion USD). In the first 7 months, 29,611 newly registered enterprises and 14,319 enterprises returned to operation, up 3.39% and 6.87% respectively over the same period in 2023. The Prime Minister assessed that the above results were achieved thanks to the determination, efforts and high responsibility of the leaders, people and enterprises of the Red River Delta region.

In addition to the achieved results, the Prime Minister also pointed out a number of limitations and shortcomings such as the quality of economic growth is not really sustainable, not commensurate with potential and strengths; the ability to withstand and respond to negative factors from the outside is not high; science and technology are not really the driving force for socio-economic development. Many large enterprises have not been formed, mastering technology in areas such as artificial intelligence, chip manufacturing, semiconductors... The quality of human resources has not met the requirements. Important regional linkages (connections in inter-regional and regional transport infrastructure, especially railways; linkages in investment and development; the ability to connect and integrate provincial and municipal economies into the global value chain) are still limited. Regarding the viewpoint and requirements for implementing planning and socio-economic development in the Red River Delta, the Prime Minister emphasized the need to ensure energy security, food security, and water security. "In any case, we must ensure food for the people, not let prices increase; ensure energy for production, business and consumption" - the Prime Minister directed. Regarding the implementation of the activities of the regional coordination council, the Prime Minister requested that it is necessary to closely follow and effectively implement Resolution No. 30 of the Politburo. Organize and implement effectively, practically, without formality, without administration, say what you say, do what you commit to.

Regarding the 2024 operational tasks of the Red River Delta Regional Coordination Council, the Prime Minister requested relevant agencies and localities to ensure the progress of assigned tasks, not to delay or extend the implementation time of tasks to 2025. "Do each task. In case of failure to complete on time, it is necessary to report to competent authorities the reasons for failure to complete and solutions to overcome them" - said the Prime Minister. The Prime Minister proposed "5 pioneers" for the Red River Delta region, including pioneering in innovation, start-ups, and application of science and technology to develop the economy; pioneering in administrative reform; pioneering in taking people and businesses as the center of service; pioneering in mobilizing all resources, especially public-private partnership, for rapid and sustainable development... Regarding key tasks, the Prime Minister requested to urgently develop a plan to implement regional planning in the spirit of "open policies, smooth infrastructure and smart governance". At the same time, focus on restructuring economic sectors, innovating the growth model towards modernization, prioritizing industries and fields with strengths. In particular, focus on developing high-tech industries, focusing on processing and manufacturing; prioritize mechatronics, semiconductor chips, digital technology products, artificial intelligence, new materials... The Prime Minister requested to prioritize investment in driving and key projects that have direct impacts on socio-economic development, have great spillover effects, have international and inter-regional connectivity; develop power supply sources and grids, new energy sources, renewable energy, irrigation infrastructure.
