Before the project's groundbreaking ceremony, Prime Minister Pham Minh Chinh laid flowers at the Giang Seo Revolutionary Base Memorial in Cao Son Commune, Da Bac District; visited local people and presented gifts to delegates who are Party cell secretaries, village chiefs, village elders, and prestigious people of Da Bac District.
The first expressway in Hoa Binh
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh assessed this as an important event, a milestone marking the infrastructure development of the Northwest region and the maturity of Hoa Binh province - assigned as the project investor.
With three strategic breakthroughs, including infrastructure and transport infrastructure, the Prime Minister said that new development space will be opened up.
Many urban, industrial, service and tourist areas have been formed, land funds have been exploited effectively, logistics costs have been reduced, and competitiveness has been enhanced.
With the goal of achieving 3,000km by 2025 and striving to have an additional 2,000km of expressway by 2026-2030, the Party, State and Government have always paid attention to and devoted resources to infrastructure development.
For the Northwest region (including 6 provinces of Lao Cai, Lai Chau, Yen Bai, Dien Bien, Son La, Hoa Binh), the Prime Minister assessed that the current intra-provincial, inter-provincial, and inter-regional transportation system is very difficult (there is only 1 expressway Hanoi - Lao Cai).
This is one of the important reasons why the Northwest region's development is not commensurate with its potential and advantages.
Therefore, focusing investment resources to complete the Hanoi - Hoa Binh - Son La - Dien Bien expressway (CT.03), including the Hoa Binh - Moc Chau expressway project (from km19 to km53 in Hoa Binh province) has important strategic significance.
Regarding the significance of the project, the Prime Minister said that the Hoa Binh - Moc Chau expressway helps realize breakthroughs in infrastructure development.
This will create new momentum and development space, reduce logistics costs, improve product and economic competitiveness, promote economic restructuring, production and business activities, create jobs and livelihoods, and improve the spiritual and material life of the people.
Shorten the progress, complete the highway before December 31, 2027
Regarding the tasks in the coming time, the Prime Minister requested that provincial leaders need to be focused, determined, and scientific; clearly assign people, tasks, responsibilities, time, products, and results that can be measured and counted; strengthen inspection, supervision, urging, encouragement, and sincere and timely sharing.
Site clearance work must be completed before November 30, 2024, ensuring that people's new housing is better than or equal to their old housing.
For localities, the Prime Minister proposed creating favorable conditions for contractors to carry out construction, especially site clearance; quickly resolving administrative procedures, especially procedures with raw material mines.
The construction and consulting units worked with the spirit of "3 shifts and 4 shifts", "through holidays, Tet, and days off" to complete the project early.
The project must ensure that it meets exemplary criteria for progress management - quality - aesthetics; strictly complies with legal regulations on investment management, and absolutely ensures labor safety and environmental sanitation during construction.
It is necessary to shorten the progress, complete the project before December 31, 2027, ensure quality, safety, environmental sanitation, prevent corruption, negativity, prevent bid collusion, and bid trading; at the same time, build phase 2 of the project to expand and invest in completing the project.
