On the morning of July 7, during his working program in Hung Yen province, Prime Minister Pham Minh Chinh attended the inauguration, groundbreaking ceremony and visited a number of key projects in the province.

Also attending were representatives of leaders of a number of ministries, branches and central agencies.
* Prime Minister Pham Minh Chinh attended the inauguration ceremony of the project to build a road connecting Hanoi-Hai Phong highway with Cau Gie-Ninh Binh expressway section through Hung Yen province (phase 2) organized by the Ministry of Transport in coordination with the People's Committee of Hung Yen province.
Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his pleasure to attend the groundbreaking ceremony; stating that Hung Yen has many districts and towns near Hanoi, but the important thing is to have a connected transport system; therefore, the province needs to make efforts to connect the Hanoi-Hai Phong expressway, the Cau Gie-Ninh Binh expressway and the route through Van Giang.
The Prime Minister affirmed that this route contributes to implementing three strategic breakthroughs, enhancing innovative thinking and strategic vision, which are developing transportation, regional connectivity, and national connectivity; creating new development space, increasing land value, adding new industrial parks, service areas, and urban areas, creating favorable travel conditions, reducing logistics costs, enhancing the competitiveness of goods, and contributing to sustainable and long-term growth.

The Prime Minister suggested that with innovative thinking and strategic vision, Hung Yen has a very special location very close to Hanoi, the terrain has no mountains and hills, and favorable natural conditions. It is important that the province promotes the development of infrastructure, regional and inter-regional traffic connections, and the whole country to promote strong development.
The Prime Minister reiterated the lessons learned from the development of transport infrastructure in Korea and China, so that ministries, sectors and localities can learn and apply them appropriately to the situation; welcomed the organization of the construction project 8 months ahead of schedule because of the quick site clearance and on-schedule progress, thanks to which the construction work was accelerated, "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain".
The Prime Minister thanked the people in the project area for giving up their land and livelihoods for the project, thanks to which the project was implemented faster than expected. To do so, the Party committees, authorities, the entire political system, the Fatherland Front, and social organizations must participate, and the Party committees must do a good job of mass mobilization and propaganda work...
From here, we need to draw good lessons in site clearance to do well in upcoming projects. The inauguration is just one step, after that, we need to do well in maintenance, repair, and settlement work.
The province needs to plan urban and service areas well, from which there will be good projects and good investors. In addition to this route, we need to summarize, learn from experience, and handle issues in accordance with the law.
The Prime Minister agreed in principle and requested the Ministry of Transport to soon upgrade this route to an expressway in 2025-2026 to connect the Hanoi-Hai Phong expressway and the Cau Gie-Ninh Binh expressway; it is necessary to build more intersections, overpasses, and auxiliary works according to expressway standards. After having this route, Hung Yen province will attract good investment and collect better local budgets, so it is necessary to promote the spirit of self-reliance, self-reliance, and self-arrangement of budget to upgrade the route.

Ministries and sectors, according to their functions, tasks and powers, shall coordinate with Hung Yen province to soon carry out this upgrading project in 2025-2026, in which, the project procedures must be completed by the end of 2024. According to the Prime Minister, this road section is 26km long, so the investment capital is not much; the problem is to quickly complete the procedures and choose good investors.
The Prime Minister stated that this route shortens the connection between provinces, bringing common benefits to the province, the region and the whole country. The Prime Minister thanked the relevant parties for their contributions to the formation of the route, opening a new development stage for the province and promoting the development of the region.
At the ceremony, Prime Minister Pham Minh Chinh presented gifts to encourage units participating in the construction of the road.
The project aims to connect the Hanoi-Hai Phong Expressway with the Cau Gie-Ninh Binh Expressway to improve the operational capacity of the two expressways, while reducing traffic pressure through the capital Hanoi. Scale and capacity: Class II plain road (according to TCVN) 4054-2005), design speed V=80km/h; route length 23.83km; starting point of the route: connecting with the intersection between National Highway 39 and Hanoi-Hai Phong Expressway (Km20+250 of the Hanoi-Hai Phong Expressway project), at Ly Thuong Kiet commune, Yen My district, Hung Yen province; end point of the route: Km24+930.9 (intersection with National Highway 39), in Phuong Chieu commune, Hung Yen city. Cross-section scale: Phase 1: Bm/Bn=11m/12m; Phase 2: Normal sections Bm/Bn=21.5m/22.5m; sections through urban areas Bm/Bn=21m/24m; Cuu An bridge (Km13+894.518) includes 4 spans of I 25 girders.
Project implementation time: Phase 1: started in August 2011, completed in 2019; Phase 2: Component project 1 (phase 2): started in November 2021, completed in October 2023 (23 months). Construction of overpass at the intersection of National Highway 38: started in July 2023, completed in December 2023 (160 days). Total project investment: Phase 1: VND 1,077.53 billion; Phase 2: VND 702.181 billion.

* On the same morning, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Tan Phuc-Vong Phan Road Project (assigned to DT.378).
Speaking at the ceremony, Prime Minister Pham Minh Chinh expressed his joy at attending the groundbreaking ceremony; stating that this route will break the monopoly of the three poor districts of Hung Yen (An Thi, Tien Lu, Phu Cu), although there are shortcomings, however, in this there are also advantages in terms of site clearance; when the route is completed, these three districts will have good development space, industrial parks, services, urban areas will develop rapidly, creating jobs, livelihoods for people, increasing land value; creating economic connections between Hung Yen and localities in the region. This route connects the Hanoi-Hai Phong expressway, connecting with routes to Thai Binh, Nam Dinh, etc.

The Prime Minister affirmed that transportation plays an important role. If connected, it will develop quickly, effectively, and with high feasibility, contributing to promoting Hung Yen's rapid and sustainable development.
The Prime Minister stated that it is necessary to do a good job of site clearance (13% remaining), but this is a difficult task, so the province needs to focus on this work, encourage on-site resettlement and concentrated resettlement; when the site is available, construction units must take advantage of the construction, speed up the progress with the spirit of "3 shifts, 4 shifts", "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently". The Prime Minister requested to try to overcome all difficulties, striving to complete the project by September 2025. The province also needs to research and calculate the development of many trees, following the model of "village in the city, city in the village", paying attention to making "soft fences" with trees, adding more ditches, lakes... to create a harmonious natural landscape.

The Prime Minister hopes that construction units will urgently carry out construction, ensuring progress along with quality and technical and aesthetic requirements; fighting corruption, negativity, and bidding; maintaining environmental sanitation for sustainable development; and using land effectively and economically.
Party committees and authorities must closely coordinate with construction contractors and supervision consultants to regularly inspect, supervise, and encourage units, cadres, and workers at the construction site, showing affection, concern, and sharing difficulties; if there are any difficulties, they must be resolved immediately.
The Project Management Board must promote a sense of responsibility to ensure the best construction conditions for contractors, ensuring the lives of people in the project area with the spirit that people moving to a new place will have a better life than their old place; the spirit is that the next quarter is better than the previous quarter, the next year is better than the previous year with the highest goal of bringing a prosperous and happy life to the people.
Hung Yen must promote this momentum to bring benefits to the people. The Prime Minister hopes that the provincial Party Committee, government, and people will actively participate in developing the transport infrastructure system, with the spirit that the next project must be more modern and better than the previous one, and this term must be better than the previous term. When there is good transport infrastructure, logistics costs will decrease, competitiveness will be better, high-tech investors will come here more and promote the improvement of the quality of local human resources. The province needs to maximize its strengths, minimize shortcomings and shortcomings to do this project well.

The project is classified as a traffic project, level II; construction location: An Thi, Tien Lu, Phu Cu districts, Hung Yen province. Investment scale: investing in the main route including 2 parallel roads of level III plain road scale, design speed 80km/h; branch route connecting La Tien bridge approach road and branch at the first intersection connecting with National Highway 38 of level II plain road scale, design speed 80km/h according to TCVN 4054:2005 standard; total length 29.2km; total investment of more than 2,986,844 billion VND; implementation period: 2023-2025. Up to now, localities have reclaimed land and handed over to the investor 89% of the project site.
* Prime Minister Pham Minh Chinh visited the Nippon Mektron Factory of Mektec Manufacturing Vietnam Co., Ltd., with a total investment of 300 million USD, producing printed circuit boards for electronic devices in Yen My Industrial Park, My Hao town.

The project to invest in construction and business of infrastructure of Thang Long II Industrial Park is invested by Thang Long II Industrial Park Company Limited, in Yen My district and My Hao town, Hung Yen province. The project has a total area of 525.7 hectares, of which phase 1 and 2 are 345.2 hectares, phase 3 is 180.5 hectares. The total investment capital is 236 million USD, of which phase 1 and 2 is 138 million USD, phase 3 is 98 million USD.
Up to now, the investment in synchronous construction of the entire infrastructure of the industrial park in phase 1 and phase 2 has been completed. In the first 6 months of 2024, Thang Long II Industrial Park phase 3 has built an additional 74 hectares of infrastructure. To date, the industrial park has built infrastructure on about 422.1 hectares (80%). The industrial park has also built a centralized wastewater treatment plant and is operating with a capacity of 15,000 m³/day and night.

Regarding investment attraction, the Industrial Park has received 109 projects (1 DDI project and 108 FDI projects), with a total registered investment capital of about 728 billion VND and 3,502 million USD. The total leased land area is 301 hectares (75% occupancy); expected to be fully occupied in 2025.
