Speaking at the conference to summarize the 2023-2024 school year and deploy tasks for the new school year held on August 19, Prime Minister Pham Minh Chinh affirmed that education and training play a particularly important and fundamental role in forming and developing people, contributing decisively to the movement and development of society.
At the same time, education and training is the most important factor ensuring the success of human resource development, especially high-quality human resources - one of the three strategic breakthroughs for the country's rapid and sustainable development.
Teachers' policies and benefits are still inadequate.
In addition to the results achieved in the 2023-2024 school year, the Prime Minister pointed out the shortcomings, limitations, difficulties, and challenges, such as the innovation of general education programs and textbooks that are still inadequate.
Notably, the conditions for teachers, facilities, and equipment to implement the new general education program still face many difficulties and confusion...
There is still a shortage of local teachers, uneven teacher quality, especially the quality of teachers meeting the new requirements of the 4.0 technology era and digital transformation.
Policies and benefits for teachers are still inadequate, not attractive enough, making it difficult to attract and retain teachers, especially in big cities and disadvantaged areas.
The planning of educational facilities network in some localities is not suitable, there is still a shortage of schools, especially in areas with high population density, ethnic minority areas, mountainous areas, and areas with especially difficult economic conditions.
Teaching facilities and equipment in many places are still lacking, failing to meet the requirements of educational and training innovation. In addition, the lives of a number of teachers, especially preschool teachers, are still difficult.
In some localities, there are still borrowed classrooms; many educational institutions lack functional rooms and minimal teaching equipment, causing difficulties.
The quality of training in higher education institutions has not met the requirements for the quality of human resources, especially highly qualified human resources. The scale of university-level training in basic sciences, social sciences, culture, arts, etc. is still low.
The work of propagating and thoroughly understanding the Party and State's guidelines, policies and guidelines on education and training is still lacking in uniformity, not comprehensive, has not created high consensus, and has not promoted the role of leading, guiding and orienting public opinion.
According to the Prime Minister, the cause of these limitations and shortcomings is that the implementation of resolutions of the Party, the National Assembly and the Government has not met the requirements in some places. Awareness of the role and significance of educational innovation is not yet complete and profound among a number of Party committees, authorities, managers and teachers.
At the same time, the qualifications and professional capacity of some managers and teachers are still limited and inadequate. The mechanisms and policies for education development are still inadequate and have not been reviewed and amended in a timely manner. The coordination between ministries, sectors and localities is not really effective.
Reducing pressure on candidates in the 2025 high school graduation exam
The Prime Minister requested the education and training sector, ministries, branches and localities to carry out 9 key tasks.
In particular, the Prime Minister requested to carefully prepare conditions for the new school year (schools, equipment, textbooks, hygiene, security, safety...). Organizing the opening ceremony to create a joyful and exciting atmosphere for the new school year. Especially, improving the quality of the teaching staff to be better and better, meeting practical needs.
The Prime Minister requested to focus on implementing Conclusion 91 of the Politburo, ensuring effectiveness and practicality. The Ministry of Education and Training shall promptly develop an action plan to implement Conclusion 91 of the Politburo, and submit it to the Government for promulgation in the third quarter of 2024.
Continue to review, amend and promptly supplement institutions, mechanisms and policies on education and training innovation, improve the effectiveness and efficiency of state management of education. The Ministry of Education and Training focuses on developing the Law on Teachers to submit to the National Assembly at the 8th session; develop education and training development strategies and education and training plans.
Summarize and comprehensively evaluate the implementation of innovation in general education programs and textbooks. On that basis, the Ministry of Education and Training continues to research, develop and perfect the general education program in accordance with the goals and requirements set forth in the new period; promptly report to the Prime Minister on issues beyond its authority.
In particular, 2025 is the first year to organize the high school graduation exam according to the new general education program. The Prime Minister requested the Ministry of Education and Training to preside over and, together with ministries, agencies and localities, prepare carefully to organize the exam to ensure quality, safety, seriousness, efficiency, practicality, compactness, reduce pressure and create the most favorable conditions for students.
Step by step to make English a second language in schools
Sharing about the results of the 2023-2024 school year, according to the Prime Minister, in Conclusion No. 91 of the Politburo, there are some important new points such as teachers' salaries are given the highest priority in the administrative career salary scale system and there are additional allowances depending on the nature of the job and by region.
The State ensures funding for compulsory education, universal education, and free tuition for 5-year-old preschool children; prioritizes investment in education and training in ethnic minority areas, mountainous areas, remote areas, border areas, and islands...
At the same time, gradually make English the second language in schools; ensure enough schools and classrooms for preschool and general education, especially in big cities and industrial zones, to ensure fairness in access to education.
Create breakthroughs and strong, comprehensive changes in the quality of training high-quality human resources associated with science and technology, innovation, meeting the requirements of developing a knowledge-based economy, digital economy, green economy, circular economy, artificial intelligence, and semiconductors.
