Attending the opening ceremony at Nguyen Dinh Chieu Secondary School, the Prime Minister directed the completion of the national education system towards openness, fairness, equality, promoting a learning society, and creating lifelong learning opportunities.

On the morning of September 5, in the jubilant atmosphere of the whole country welcoming the new school year, Prime Minister Pham Minh Chinh attended the opening ceremony of the new school year 2024-2025 with teachers and students of Nguyen Dinh Chieu Secondary School, Hanoi.
Also attending were: Minister of Education and Training Nguyen Kim Son, Minister of Science and Technology Huynh Thanh Dat; leaders of several ministries, branches and Hanoi city.
Compassion, responsibility, creativity, integration, development
Nguyen Dinh Chieu Secondary School was established in 1982, with the mission of educating Hanoi's visually impaired children so that they can integrate into the community, live independently and contribute to society.
Since 1988, the school has been allowed to enroll students without disabilities. Currently, the school implements an inclusive education model for visually impaired students from grades 1 to 9.

After 42 years of construction, growth and development, with the core values of “humanity, responsibility, creativity, integration, development,” the school has been recognized by leaders at all levels for its effective inclusive teaching model. Blind students studying at the school have been fully equipped to integrate into the community, continue to study high school, and learn a trade.
In the 2023-2024 school year, the school has 1,548 students, including 145 visually impaired students. The academic performance of students is constantly improving. In the 2023-2024 school year, the number of students with good and excellent academic performance reached over 80%, with no poor students.
Moral training results: 100% of middle school students have good and fair conduct. The school has 100% of visually impaired students with needs and abilities who are organized to study to develop their talents.
Many students have won high prizes in competitions for excellent students, Olympic competitions, sports competitions, art performances, etc. at all levels. The school has received many noble awards from Hanoi City and the Central Government. In the 2024-2025 school year, the school has nearly 1,600 students.
The opening ceremony took place in a joyful atmosphere with special performances. The flag-raising ceremony was emotional with the singing of the National Anthem by all delegates, teachers and students.
After listening to the New School Year Congratulatory Letter from General Secretary and President To Lam, on behalf of the Party and State leaders speaking at the Opening Ceremony, Prime Minister Pham Minh Chinh expressed his warm feelings of seeing the smiles on the bright faces, the love, kindness, excitement and determination of students and teachers in the new school year.
Sending my warmest regards and best wishes to teachers and students across the country, and that the 2024-2025 school year will be filled with joy and better achievements than the previous school year, the Prime Minister reiterated the teachings of beloved President Ho Chi Minh: “For the benefit of ten years, plant trees. For the benefit of a hundred years, cultivate people”; “An ignorant nation is a weak nation.”
The Prime Minister said that, remembering and engraven in his words, over the years, our Party and State have always considered education and training as the top national policy, a particularly important, key and decisive field; and have effectively issued and implemented many guidelines, policies, mechanisms and policies to develop education and training.
Vietnam's education has achieved important results; the "fundamental and comprehensive innovation of education and training" has been focused on implementation, increasingly meeting the requirements of industrialization, modernization and international integration; especially in the context of the Fourth Industrial Revolution having a profound impact on all areas of social life.
Delighted that after 42 years of growth and development, generations of teachers and students of Nguyen Dinh Chieu Secondary School have always strived to achieve the goal of "High-quality School - Leading efficiency in inclusive teaching and learning nationwide", on behalf of the Government, the Prime Minister warmly congratulated the school, students and parents; emphasizing that the students are truly shining examples of efforts, attempts, overcoming difficulties, hardships and adversities to achieve very proud achievements, constantly bringing glory to the school named after the famous person Nguyen Dinh Chieu; praising the results of the Education and Training sector in the 2024-2025 school year, contributing to the overall achievements of the whole country.
Make the Vietnamese people a wise people
The Prime Minister emphasized that in the new school year 2024-2025, we must continue to promote the achieved results with the motto "Taking students as the center and subject - Teachers as the driving force - School as the support - Family as the fulcrum - Society as the foundation."
Whatever has not been done well must be promptly overcome to make it better; whatever has been done well must be more determined, make greater efforts, and act more decisively to do it even better, to achieve even better results - to make the new school year achieve better results than the last school year.

The Prime Minister requested the Ministry of Education and Training and other ministries, branches and localities to be the foundation, making an important contribution to creating a healthy environment in terms of law, culture, ethics, knowledge, creating a learning society, especially favorable conditions for students with disabilities and those in difficult circumstances.
Among them, the sector thoroughly grasps and effectively implements Conclusion 91-KL/TW of the Politburo on continuing to innovate education and training; focuses on implementing well the directions and tasks set for the 2024-2025 school year. At the same time, it focuses on implementing the General Education Program associated with innovating teaching, testing and assessment methods towards promoting students' positivity and initiative; regularly updates and applies advanced educational methods, inherits achievements of science, technology and information technology, and develops in line with current educational trends in the world.
The Head of Government also directed to perfect the national education system in an open, fair, and equitable direction, promoting a learning society and creating lifelong learning opportunities; including urgently completing the Planning of the system of specialized educational facilities for people with disabilities and the system of centers supporting the development of inclusive education.
Along with that, improve the quality of education, diversify training models, programs, and learning methods suitable for learners; strengthen community integration education for people with disabilities and children in special circumstances; focus on inclusive education in preschool and general education institutions to ensure equal, quality, and appropriate learning rights for children to develop their own abilities, integrate, and increase opportunities to contribute to the community and society.
The Prime Minister hopes that parents will always be a solid support, a spiritual and material support, sharing joys and sorrows, understanding difficulties and challenges.
Especially for students with disabilities, we must create confidence for them to overcome adversity and disadvantages, to study well, live well, and become useful citizens for society. The school must be a support, creating all favorable conditions in terms of facilities, technology, equipment, learning conditions, a secure, safe, healthy, equal and favorable environment for students, especially no school violence or school drugs.
For students with disabilities, it is necessary to ensure that they are equipped with all the necessary skills and knowledge so that after graduation, they can be independent in life and confidently integrate into the community. At the same time, it is necessary to pay attention to and develop the teaching staff to meet the requirements of educational and training innovation so that teachers can truly be role models of morality, self-study and creativity for generations of students to follow.
Teachers must not only impart knowledge but also be exemplary in training, always encourage, motivate, guide, share, motivate and inspire students; discover, encourage and create conditions for each student to develop their strengths; not only teach them what they know and understand but also instill in them the spirit of excitement in learning, stimulating their curiosity and creativity; not only learn through books but also focus on practice; strongly arouse patriotism, solidarity, self-reliance and the desire to develop a prosperous and happy country.
According to the Prime Minister, during his lifetime, President Ho Chi Minh once said: "The task of a teacher is very glorious, because without teachers there is no education, without education there is no economy or culture."
The Prime Minister hopes that teachers will always be deeply aware of their duties and responsibilities to constantly strive to fulfill the task of educating the young generation, the future owners of the country. Each teacher at Nguyen Dinh Chieu Secondary School should continue to strive to overcome difficulties and challenges, always share, sympathize, understand and be a guiding light for students, especially visually impaired students on the path to accessing the vast world of human knowledge. Students should promote their role as the center, as the subject; and carry out well the 5 teachings of Uncle Ho.
Affirming that students of Nguyen Dinh Chieu Secondary School always have the attention of society, the affection of family, the kindness of the school, and the dedicated teaching of teachers, the Prime Minister hopes that the students will always try to overcome difficulties, challenges and disadvantages; constantly study hard, acquire knowledge, be proactive and actively practice "Virtue-Intelligence-Physical-Beauty"; always nurture the will to rise, ambitions, dreams, aspirations to contribute, to become good citizens, useful to society and the country.
Emphasizing that “people are the most valuable resource to carry out the cause of building and defending the Fatherland; people are the center, the subject, the resource and the driving force of development; not sacrificing fairness, progress, social security, the environment in exchange for mere economic growth; not leaving anyone behind,” the Prime Minister wished the entire team of managers, teachers and educators to always promote their sense of responsibility and enthusiasm for the profession, overcome all difficulties, overcome all challenges, persevere in the goal of fundamental and comprehensive innovation of education and training, meeting the expectations of the Party, State and people.
Students - the future owners of the country are always healthy, happy, good at studying, always optimistic in life, achieving their dreams and ambitions, contributing to making the Vietnamese people a wise nation - as beloved President Ho Chi Minh always wished.

Presenting teachers and students of Nguyen Dinh Chieu Secondary School with a computer classroom, the Prime Minister inspected the school's facilities, teaching, learning and living conditions.
Seeing the limited facilities of the School, the Prime Minister requested Hanoi City and the Education and Training sector to study decentralization and delegation of authority to manage, care for, and mobilize investment more effectively, especially in the context of a country that has developed more than before.
At the same time, the school is required to continue to overcome difficulties, ensure facilities and teaching and learning tools, especially for visually impaired students; maintain environmental hygiene; ensure food hygiene and safety, especially for boarding classes; manage and ensure clean, convenient accommodation for children from far away to have the best learning conditions, "leaving no one behind"./.
