Prime Minister chairs Government meeting on law in September 2024

(Chinhphu.vn) - On September 14, Prime Minister Pham Minh Chinh chaired the Government's special meeting on law-making in September 2024, aiming to continue perfecting the legal framework, overcoming limitations, removing obstacles, and unleashing all resources for development.

Attending the meeting were Deputy Prime Ministers: Nguyen Hoa Binh , Le Thanh Long, Bui Thanh Son, Ho Duc Phoc; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of relevant ministries, branches and agencies. Before the meeting, in the face of the storms, landslides and floods causing serious consequences to people and property, the Government observed a minute of silence to commemorate the victims who died due to storms and floods.

Opening the meeting, the Prime Minister said that storm No. 3 (Yagi) with extremely high intensity directly hit our country and the circulation after the storm caused heavy rain over a large area, causing floods in many localities in the northern region, causing huge losses in both life and property; seriously affecting production and people's lives. In recent days, the entire political system, all classes of people, especially the armed forces in the provinces and cities have gathered and joined hands to support people in the affected areas. In times of trouble, the spirit of solidarity, "mutual love", "the healthy leaves cover the torn leaves", love for compatriots, and the strength of the nation have contributed to minimizing the damage of the storm. The Government and the Prime Minister understand and express their deepest condolences to the families of the victims, especially those whose relatives died or sacrificed in the storm and floods; acknowledge, appreciate and commend the efforts of Party committees, authorities at all levels, armed forces and people nationwide, including many noble gestures deeply demonstrating "national love and compatriotism".

The Prime Minister requested that members of the Government "each work as two", continue to well implement the directions of the Politburo, the Secretariat; General Secretary, President To Lam and 8 Official Dispatches of the Prime Minister on responding to and overcoming the consequences of storm No. 3, floods, landslides, and inundation in order to urgently stabilize life and production, especially creating jobs, creating livelihoods, promoting production and business, and effectively implementing the set socio-development goals. With that spirit, the Prime Minister requested that in this Law-making Session, members of the Government demonstrate their spirit, responsibility, and intelligence, discuss and contribute ideas to perfect the legal framework, overcome limitations, remove obstacles, and unlock resources for development. The head of the Government pointed out that building and perfecting institutions is a breakthrough of breakthroughs; a driving force and resource for development. In particular, promptly removing difficulties, obstacles and institutional bottlenecks, unleashing all potentials and unleashing all resources for socio -economic development, is the top priority of the Government and the Prime Minister in leadership, direction and administration. The September thematic session on law-making is also the 9th session of 2024 to review, comment on and approve 05 proposals and draft laws (including: Draft Law on Public Investment (amended); Draft Law on amending and supplementing a number of articles of the Law on Planning, Law on Investment, Law on Investment under the public-private partnership model and Law on Bidding; Draft Law on amending and supplementing a number of articles of the Law on Securities, Law on Accounting, Law on Independent Audit, Law on State Budget, Law on Management and Use of Public Assets, Law on Tax Administration, Law on National Reserves); proposal to develop the Law on Press (amended) and proposal to develop the Law on Promulgation of Legal Documents (amended). The Prime Minister said that amending and supplementing these 05 Laws is very necessary.

In particular, the amendment and supplementation of a number of laws in the field of investment planning and finance aims to immediately handle inadequacies and legal problems arising in practice, hindering development, thereby unblocking resources and promoting growth. The amendment of the Law on Promulgation of Legal Documents helps change the mindset, way of thinking, and way of doing in law-making, simplifying the way of doing, strengthening decentralization, decentralization, speeding up progress, and improving the quality of law-making work. The amendment of the Press Law aims to build a professional, humane, and modern press and media. The time of the Session is limited, the requirements are high, the scope is wide, the content is difficult and complicated, the Prime Minister requires the members of the Government to focus their intelligence, continue the spirit of innovation; present reports, express opinions concisely, clearly, and go straight to the point; focus on discussing important issues, and different opinions need to be discussed, and ask for the Government's opinion; ensure the progress and quality of the Session.
