Also attending the Conference were Party Central Committee members: Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Ho Duc Phoc, Ministers, Provincial Party Secretaries, and leaders of 12 provinces and cities in the Mekong Delta region.
According to the Ministry of Agriculture and Rural Development, Vietnam is the first country to implement a large-scale emission-reducing rice production program. This is also the first project in the world to produce one million hectares of high-quality, low-emission rice at the government-directed scale, so it has received a lot of attention from international partners.
In his opening speech, Prime Minister Pham Minh Chinh first analyzed and emphasized the position, role, importance, distinct potentials, outstanding opportunities, and competitive advantages of the Mekong Delta.
The Prime Minister affirmed that the Mekong Delta has many advantages and potentials in terms of people, historical and cultural traditions, land, climate, and natural conditions for agricultural development, especially rice and seafood.
The Politburo issued Resolution No. 13-NQ/TW on socio-economic development orientations, ensuring national defense and security in the Mekong Delta region until 2030, with a vision to 2045.
The Government has issued a Plan to implement this Resolution and since the beginning of the term, the Prime Minister has worked many times with localities in the Mekong Delta, with the number of working sessions in the Mekong Delta being the most compared to other localities and regions in the country.
"There is no meeting or exchange with international partners where I do not mention the Mekong Delta. Because renewing traditional growth drivers and promoting new growth drivers; promoting green transformation, digital transformation, and developing a circular economy, we cannot fail to mention the Mekong Delta. On the other hand, with the issue of food security in the world, the Mekong Delta has a lot of opportunities to develop," said the Prime Minister.
However, the Prime Minister stated that in today's era, with the trend of "eating well, eating cleanly", and huge competition, we must "breathe new life" into the agricultural sector, the rice sector in the Mekong Delta, the largest agricultural production region of the country.
The Prime Minister stated that rice is an advantageous commodity of our country; rice production not only plays an essential role in ensuring national food security and social stability, but is also an important source of income for tens of millions of Vietnamese farming households, while promoting exports, contributing to ensuring global food security, and enhancing Vietnam's position and prestige in the international arena.
With that perspective, the Project "Sustainable development of one million hectares of high-quality, low-emission specialized rice associated with green growth in the Mekong Delta by 2030" approved by the Prime Minister in November 2023 has been implemented for nearly a year.
This is a very meaningful project for farmers in the Mekong Delta, for the rice industry and for the task of responding to climate change, aiming at the goal of safety from natural disasters, reducing greenhouse gas emissions, bringing net emissions to "0" in accordance with Vietnam's commitment at the COP26 Conference.
According to the report of the Ministry of Agriculture and Rural Development, recently, the Ministry has made great efforts with 12 localities in the Mekong Delta to implement the Project and achieved some remarkable initial results.
On behalf of the Government, the Prime Minister highly appreciated and commended the Ministry of Agriculture and Rural Development, ministries, branches and 12 provinces and cities in the Mekong Delta for their great efforts in implementing the Project and actively preparing well for the organization of this meaningful and important Conference.
However, the implementation of the Project currently faces many difficulties and obstacles in terms of awareness and action (there are still different opinions on the necessity and effectiveness of the Project, many farmers are not enthusiastic about participating in the Project); in terms of planning and determining rice growing areas; in terms of mechanisms and policies, in terms of mobilizing and allocating resources to implement the Project, including the management and use of ODA capital, carbon credit exchange in rice growing and a number of other issues.
With feelings, responsibility, and pride in the culture, people, and very special land of the Mekong Delta, the Prime Minister requested the Ministry of Agriculture and Rural Development and localities to report specifically and in detail on the implementation of the Project, difficulties, proposals, and recommendations, clearly stating the results achieved after one year of implementation; clearly and specifically identifying difficulties, obstacles, causes, and responsibilities so that ministries, branches, and localities can discuss and agree on plans, solutions, and handling authority to promote effective implementation and achieve the goals of the Project.
From there, assign specific responsibilities to ministries, branches, and localities with the motto "clear people, clear work, clear responsibilities, clear progress, clear products, clear results", and at the same time regularly monitor, check, and evaluate, with the spirit of "not saying no, not saying difficult, not saying yes but not doing", saying is doing, committing to doing, bringing about specific, measurable products and results.
