Speaking at the opening of the conference, the Prime Minister stated that 2025 is of great significance, a year with many important anniversaries of the country; continuing to perfect the organization and apparatus of the political system; a year to accelerate and reach the target of implementing the 5-year Plan 2021-2025. At the same time, it is the year to organize party congresses at all levels, towards the 14th National Party Congress; creating momentum, creating force, creating a position towards achieving the two 100-year strategic goals, striving to become a developing country with modern industry and high average income by 2030; and becoming a developed country with high income by 2045.
In particular, the growth target is of great significance, determining the scale of the economy, GDP per capita and other targets. Therefore, it is necessary to promote high and sustainable growth continuously to realize the aspiration of building a country in a new era of wealth, civilization, prosperity, and people's increasing well-being and happiness.
Sharing international experience, the Prime Minister said that since 1990, only 34 economies have escaped the middle-income trap to become high-income countries, while 108 countries have not yet overcome it. In general, economies that have become high-income countries have maintained high growth of around 10% per year for about 30 years. Meanwhile, since 1986, Vietnam has achieved an average growth rate of 6.4% per year, so the next two decades need to accelerate and make a stronger breakthrough to achieve the strategic goal set for 2045.
The Government has proposed a growth target of at least 8% in 2025, preparing for double-digit growth in the coming years. On that basis, the Central Committee has concluded that the Government has issued Resolutions on growth targets and assigned targets to ministries, branches and localities; the Government has submitted and the National Assembly has approved the socio-economic development program, with a growth target of at least 8% in 2025. "The Party has directed, the Government has agreed, the National Assembly has supported, the people have agreed, the Fatherland expects, only discuss and do, not retreat", the Prime Minister emphasized.
The Prime Minister pointed out that in order to successfully achieve strategic goals, there is no other way but for our country to maintain high, sustainable and continuous growth in the next two decades. Only then can our country overcome the middle-income trap, become a developed, high-income country, and realize the aspiration of building a prosperous and prosperous country, where the people have a prosperous and happy life.
The Prime Minister noted that this is a particularly important task for the entire political system, all levels, sectors, localities, units, business communities and people nationwide. At the same time, he pointed out that the whole country must carry out the task of rapid but sustainable development. In addition to maintaining high and continuous growth, it is still necessary to maintain macroeconomic stability, control inflation, ensure major balances, ensure social security, and a sustainable, green, clean and beautiful environment.
Believing that the tasks in the coming time are very heavy, we must have "high determination, great efforts, drastic actions, focus, and key points, doing each task properly and completing each task" to take advantage of opportunities, turning difficulties and challenges into motivation to achieve goals, making the country progress quickly, strongly, fly far, and reach high, Prime Minister Pham Minh Chinh requested the delegates attending the conference to focus on discussing key solutions, levers, and fulcrums to achieve the above goals and requirements.
In particular, proposing solutions to renew traditional growth drivers of investment, export, and consumption; promoting new growth drivers such as green economy, digital economy, circular economy, sharing economy, creative economy, knowledge economy, artificial intelligence, semiconductor industry; exploiting marine space, outer space, underground space, etc. In particular, public investment continues to be a very important driving force for growth, a "seed capital" to attract private investment, lead social investment capital, and promote growth.
The Prime Minister requested to thoroughly grasp, unify awareness and action, and promote the responsibility of leaders at all levels, sectors, and localities in implementing Conclusion No. 123 of the Central Committee, Resolution of the National Assembly, and Resolution No. 25/NQ-CP of the Government, ensuring that the country's growth in 2025 reaches 8% or more, creating a solid foundation for double-digit growth in the 2026-2030 period.
Along with that, delegates focused on analyzing and evaluating the context of the situation in the coming time, clearly identifying difficulties, challenges, obstacles, bottlenecks, and bottlenecks in promoting growth and disbursing public investment capital; key tasks, breakthroughs, strong and effective impacts in the short, medium and long term; recommending support mechanisms and policies, removing difficulties to promote disbursement of public investment capital and growth in sectors, fields, and localities.
