This morning, April 24, in Hanoi, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation chaired the 8th meeting of the committee. In the first quarter, the Government and the Prime Minister continued to issue many important legal documents, creating a legal corridor to promote digital transformation. On that basis, 21 ministries, branches and 62/63 localities have issued digital transformation plans for 2024. Regarding digital data development, 14 ministries, branches and 52 localities have issued a list of databases (CSDL) according to regulations, reaching a rate of 77%, an increase of 11% compared to 2023.
State agencies continue to exploit and effectively operate national databases in socio-economic management and administration. The connection and sharing of data continues to be promoted by ministries, branches and localities, maximizing the value of data. The national population database has been connected to 18 ministries, branches, 63 provinces and cities and 4 enterprises; successfully synchronized over 268 million people's information; received more than 1.5 billion requests for information verification (an increase of 213 million compared to 2023).
The national data integration and sharing platform has connected with 388 systems and databases of 95 agencies and units participating in the connection. On average, there are about 2.8 million transactions per day. Regarding digital infrastructure development, 80.2% of households use fiber optic broadband internet; 100% of communes connect to fiber optic internet; 4G mobile broadband is covered to 99.8% of the population with stable quality.

The digital government provides online public services to citizens and businesses, with 80.44% of administrative procedures eligible for full processing provided online. The national public service portal has 13.2 million user accounts and over 299.5 million administrative procedure settlement records with synchronized processing status.
The proportion of digital economy/GDP in 2021 and 2022 is 11.91%, 14.26% respectively and in 2023 is estimated to reach 16.5% with a growth rate of 20%, 3 times higher than GDP growth. The digital economy in Vietnam is assessed to have the fastest growth rate in Southeast Asia for 2 consecutive years (2022 reaching 28%, 2023 reaching 19%).
Regarding the development of digital society, the Ministry of Public Security has issued over 86 million chip-embedded CCCD cards; received over 74.85 million electronic identification records, activated over 53.62 million electronic identification accounts for people (reaching 71.63% of received records). The VNeID application has integrated 8 utility services. 77% of adults have payment accounts at banks.
Concluding the meeting, Prime Minister Pham Minh Chinh requested ministries, branches and localities to be more determined and direct the implementation of national digital transformation more resolutely. Synchronously and effectively deploy solutions so that the e-Government development index increases by at least 5 levels and the cybersecurity index is among the top 30 countries.
The digital transformation process must focus on implementing "3 enhancements" and "5 pushes". "3 enhancements" are to increase awareness of the role of digital transformation to each citizen and business, especially to highlight the role of leaders; strengthen the potential for digital transformation, considering this a key task that requires priority in resource allocation; strengthen public-private cooperation, using public investment to lead private investment, activating all social resources for digital transformation.
“5 boosts” include: Accelerating institutional improvement, creating a complete legal corridor to promote national digital transformation, developing the digital economy; promoting the development of digital infrastructure and digital platforms to create an important premise for developing the digital economy.
Promote the creation of digital data, develop digital services, ensure continuous, smooth and synchronous connection, communication and sharing; promote the development of digital human resources and digital skills to meet the requirements of socio-economic development; promote network security and information safety to protect national cyberspace sovereignty early and from a distance.
