Also attending the conference were Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, Permanent Deputy Head of the Steering Committee; Minister of Planning and Investment Nguyen Chi Dung, Deputy Head of the Steering Committee; Chairman of the Ho Chi Minh City People's Committee Phan Van Mai; leaders of central ministries and branches; and leaders of Ho Chi Minh City.
According to the Steering Committee, Resolution No. 98/2023/QH15 of the National Assembly has 44 mechanisms and policies in 7 groups of fields. Of which, there are 27 new, specific policies, applied specifically to Ho Chi Minh City in the fields of: investment management; finance, state budget; urban management, resources, environment; priority industries and occupations to attract strategic investors to the City; science and technology management, innovation; organization of the City government and Thu Duc City.
Immediately after the National Assembly issued Resolution No. 98/2023/QH15, the Government and the Prime Minister gave close and drastic direction; Ho Chi Minh City took urgent, comprehensive and active action with close coordination from ministries and central agencies. To date, the Steering Committee has deployed 20 specific tasks. The ministries and branches have submitted to the Government for promulgation 3 Resolutions and 2 Decisions.
The City People's Committee has issued 1 Decision and advised the People's Council to issue 6 Resolutions to implement assigned policies related to resource mobilization and use; organizing an effective and efficient operating apparatus and other tasks such as procedures for changing the purpose of using rice-growing land with a scale of less than 500 hectares, policies in Thu Duc city...
At the Conference, Ho Chi Minh City proposed that the Government, ministries and branches consider and soon have mechanisms and policies for a number of major projects of the City; the construction of the International Financial Center, Can Gio International Transit Port, connecting traffic routes; preferential policies for the City to encourage innovation and start-ups; regulations on the election, recruitment, management and use of civil servants working in communes, towns and wards; decentralization of the issuance of judicial records to district and county levels; policies on the installation of rooftop solar power systems...
Discussing at the Conference, members of the Steering Committee, leaders of ministries, branches and Ho Chi Minh City reviewed the implementation of tasks assigned by the Prime Minister and Head of the Steering Committee to implement Resolution No. 98/2023/QH15; especially the remaining problems in implementing the tasks.

Concluding the Conference, the Prime Minister said that Ho Chi Minh City has an important position and role; has distinct potential, outstanding opportunities, competitive advantages and large development space. However, the legal framework for the City is still limited. Therefore, the Politburo, the National Assembly and the Government have issued Resolutions to remove barriers and create favorable conditions for Ho Chi Minh City to develop rapidly and sustainably. In particular, the Government established a Steering Committee to implement Resolution No. 98/2023/QH15 of the National Assembly.
Thoroughly grasping the guiding viewpoint, the Prime Minister pointed out that the implementation of Resolution No. 98/2023/QH15 must closely follow, continue to thoroughly grasp, and concretize the Resolution, strategy, and development plan for Ho Chi Minh City, the Southeast region, and the whole country of the Party, National Assembly, and Government.
After more than 4 months of implementing Resolution 98/2023/QH15, the thinking, awareness and approach to Ho Chi Minh City's development have been renewed and improved, contributing to creating motivation and confidence in Ho Chi Minh City's development. Relevant ministries, branches, agencies and Ho Chi Minh City are more confident in building policies and mechanisms for the city's development. The tasks of implementing Resolution 98/2023/QH15 have initially been actively and effectively implemented, contributing to promoting Ho Chi Minh City's socio-economic development, each month higher than the previous month, each quarter higher than the previous quarter.
However, the leaders of some ministries and branches are not clear-minded and have incorrect approaches. They need to be more proactive and stronger; the coordination between ministries, branches and the City needs to be closer, more timely and more effective; the way to solve problems needs to be more comprehensive, comprehensive, determined and drastic.
Regarding key tasks and solutions in the coming time, the Prime Minister requested Ho Chi Minh City to strengthen coordination with central ministries and branches; effectively implement specific mechanisms and policies, create a breakthrough in mobilizing combined strength, effectively exploiting potentials, advantages, and strategic positions, promoting Ho Chi Minh City to develop rapidly and sustainably.
The Steering Committee strengthens coordination, connection, and timely information sharing among ministries, branches, the People's Council, and the City People's Committee, focusing on priority contents, important issues, and solutions related to direction and administration to effectively implement Resolution No. 98/2023/QH15 of the National Assembly; proactively develops specific mechanisms under the authority of the City and organizes the implementation of specific mechanisms according to its authority.
The Prime Minister requested to promote administrative procedure reform, shorten the time to handle issues that have not been decentralized or delegated to the City; research and propose mechanisms and policies to support and encourage investment and development in the City, in order to increase support and create favorable conditions for the investment and business environment for domestic enterprises and foreign-invested enterprises in the City; promptly research and draft documents to submit to the Government to allow the expansion of decentralization and delegation of authority to the City People's Council and People's Committee compared to current regulations.
The Prime Minister directed that ministries and branches must urgently review and submit to the Government for consideration and decision, in the spirit that policies must closely follow the practical situation, reduce administrative procedures, promote decentralization, delegation of authority, and authorization; mechanisms and policies for Ho Chi Minh City must be higher, specific, innovative, and boldly piloted in accordance with the spirit of the Party, State, National Assembly, and Government to remove barriers and create favorable conditions for the City to develop quickly and sustainably.

The Prime Minister assigned the Ministry of Finance to promptly complete the dossier to submit to the Government for promulgation of a Decree regulating loan interest, reasonable profits, payment methods, and settlement of project implementation applying BT contracts, and regulations on exemption of corporate income tax and personal income tax related to innovation and startup activities in priority areas of the City.
The Ministry of Home Affairs shall promptly complete the dossier to submit to the Government for promulgation of a Decree regulating the election, recruitment, management and use of civil servants working in communes, towns and ward cadres of the City. The Ministry of Home Affairs and the Government Office shall promptly complete the dossier to submit to the Government for the policy of developing a Decree on decentralization of state management in some areas to the City.
Regarding the installation of rooftop solar power systems, the Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with relevant ministries and branches to implement the direction of Deputy Prime Minister Tran Hong Ha in Notice No. 461/TB-VPCP dated November 8, 2023 to study and develop a Decree regulating mechanisms and policies to encourage the development of rooftop solar power installed in private homes, offices, and industrial parks, to complete and submit to the Government before December 31, 2023.
The Prime Minister assigned the Ministry of Transport, Ho Chi Minh City, and the Ministry of Natural Resources and Environment to preside over and coordinate with ministries and branches to widely collect opinions, research, and consider supplementing the planning for the construction of Can Gio International Transit Port.
The Ministry of Planning and Investment develops a project and submits it to the Prime Minister for consideration and decision on the construction of a regional and international financial center in Ho Chi Minh City. The Ministry of Labor, War Invalids and Social Affairs coordinates with Ho Chi Minh City to study and report to competent authorities to decide on the application of the city's poverty line...
Regarding the budget mechanism for large projects, the Prime Minister assigned Ho Chi Minh City to coordinate with the Ministry of Planning and Investment to select a number of key projects to propose for implementation. Ministries and sectors support Ho Chi Minh City in arranging capital sources to implement urban railway projects; promote the implementation of regional connectivity projects such as the expansion of the Ho Chi Minh City - Trung Luong Expressway and the Ho Chi Minh City - Long Thanh - Dau Giay Expressway.
The Prime Minister agreed to pilot a policy mechanism to encourage innovation and start-ups in Ho Chi Minh City; build a trading floor for buying and selling carbon certificates in the city. In particular, considering the Saigon River as a priceless asset bestowed by nature, Ho Chi Minh City will preside over and coordinate with relevant ministries, branches and localities to develop a master plan for socio-economic development associated with protecting the landscape and ecological environment of the Saigon River...
