To firmly ensure national energy security, adequate electricity supply is one of the fundamental and decisive factors for successfully implementing the country's socio-economic growth goals. The Government and the Prime Minister have focused on directing resolutely, early and from afar, the tasks and solutions to ensure adequate electricity supply.
The electricity load is forecast to grow by 12.2% in 2025 (10.1% increase in 2024 compared to 2023) for the whole year, with the national maximum capacity reaching 54,510 MW (an increase of 11.3% compared to 48,950 MW in 2024).

Therefore, in order to promptly meet the electricity demand in the peak months of 2025 (May, June, July) and the coming time, ensuring no power shortage in any case, the Prime Minister requests the Ministers of the Ministries of Industry and Trade, Finance, Agriculture and Environment, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen and General Directors of the Corporations: Vietnam Electricity (EVN), Vietnam National Industry and Energy (PVN), Vietnam Coal and Mineral Industries Group (TKV), Dong Bac Corporation to thoroughly grasp and seriously and fully implement the Resolutions of the Government, Directives, Telegrams, and directives of the Prime Minister, especially Directive No. 01/CT-TTg dated January 3, 2025 and the approved Plan for electricity supply and operation of the national power system in 2025; Strengthen state management, step up inspection and supervision of management, urge and encourage the operation of power projects under management to ensure adequate electricity supply during peak months of 2025 and the coming time.
The Minister of Industry and Trade shall urgently organize the implementation of the adjusted Power Plan VIII, promptly issue the Plan for implementing the adjusted Power Plan VIII, to implement the goals and tasks set out in the plan, and complete before May 10, 2025. Take full responsibility before the Government and the Prime Minister for ensuring adequate electricity supply to serve production and business activities and people's lives.
At the same time, the Minister of Industry and Trade directed to strengthen inspection and supervision of the operation and urge the implementation of power source projects, best prepare for power generation during peak months such as: For hydropower plants: Ensure maximum water storage according to the inter-reservoir operation process, in accordance with the hydrometeorological forecast situation to ensure reserve and maximum power generation capacity during peak months.
For coal-fired thermal power plants: Proactively source coal to provide sufficient supply for operations; proactively maintain and repair machinery, reserve replacement materials and equipment to ensure best operation, maximize capacity, and minimize incidents during peak times.
For gas-fired thermal power plants: Take initiative in sources, ensure sufficient gas supply for plant operations. And for wind and solar power plants: enhance the ability to exploit storage and accumulate electricity to improve efficiency and power supply capacity.
Regarding power source projects, it is necessary to focus on directing the acceleration of the implementation of important national projects and key energy sector projects that have been included in the planning, including urgently putting Nhon Trach 3 Thermal Power Plant into operation in June 2025, Nhon Trach 4 Thermal Power Plant into operation in August 2025; connecting Unit 1 of Quang Trach 1 Thermal Power Plant project to the grid before September 2, 2025; putting Unit 1 of Hoa Binh Hydropower Plant expansion project into operation in August 2025, Unit 2 into operation in October 2025.
Regarding power transmission projects, focus on ensuring the progress of transmission projects, implementing urgent solutions on transmission, purchasing electricity from abroad, such as the Lao Cai-Vinh Yen 500kV transmission line project, the Hai Phong-Thai Binh 500kV transmission line projects, and Than Uyen-Lao Cai 500kV transmission line projects to ensure completion before September 2, 2025.

Directing the synchronous implementation of electricity saving solutions in Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister on enhancing electricity saving in the period of 2023-2025 and the following years; guiding and encouraging creativity in implementing electricity saving work to achieve the highest efficiency.
In addition, urgently implement and effectively encourage the direct electricity trading mechanism as prescribed in Decree No. 57/2025/ND-CP dated March 3, 2025 of the Government (Decree No. 57/2025/ND-CP), ensuring transparency, competition, and conformity with the competitive electricity market roadmap. Guide, monitor, and encourage organizations and individuals to effectively develop self-produced and self-consumed rooftop solar power sources according to Decree No. 58/2025/ND-CP dated March 3, 2025 of the Government (Decree No. 58/2025/ND-CP).
Request the Minister of Agriculture and Environment to preside over and closely coordinate with relevant ministries, agencies and localities, direct owners of hydroelectric reservoirs to calculate and make specific plans to take water from hydroelectric reservoirs to serve agricultural production, in which priority is given to maximum reserve water for power generation during peak times, and strengthen solutions for water saving.
At the same time, strengthen monitoring and forecasting of weather and natural disasters, closely monitor meteorological and hydrological situations to promptly provide accurate information to serve direction and operation.
The Prime Minister requested the Minister of Finance to direct and supervise EVN, TKV, and PVN to strengthen effective coordination, organize and well implement contracts for electricity purchase and sale, coal supply, and gas supply, all for the common goal, for the national interest, to prevent negativity, corruption, and waste; to be responsible for the leadership and direction of stable operation and quick resolution of incidents (if any) for the power sources of EVN, PVN, and TKV.

The Chairmen of the People's Committees of provinces and centrally run cities direct local authorities to closely coordinate with central ministries, branches, EVN and investors of hydropower plants, wind and solar power centers, etc. to plan for reasonable and specific water use for agricultural production and daily life needs, giving maximum priority to reserve water sources, making the most of wind and solar resources for power generation during peak times, and enhancing solutions for economical and efficient use of water, wind and solar power.
In addition, direct the implementation of effective electricity saving in the area, especially in public lighting, lighting for advertising purposes, outdoor decoration. Apply optimal management solutions, replace lighting with energy-saving lamps, apply automatic control technology, promote the implementation of solar energy solutions in public lighting, lighting for advertising purposes, outdoor decoration.
Maximize, effectively exploit, and encourage the development of local power sources such as wind and solar power according to Decree No. 57/2025/ND-CP and Decree No. 58/2025/ND-CP.
In addition, the Prime Minister requested the rapid and drastic implementation of power source and grid projects: The Chairmen and General Directors of the Corporations: Vietnam Electricity, Vietnam National Industry and Energy, Vietnam Coal and Mineral Industries Group and Dong Bac Corporation focus on the rapid and drastic implementation of power source and grid projects assigned as investors to ensure progress, quality, efficiency and environmental protection. Closely coordinate with ministries, branches and localities to remove difficulties in site clearance, connection, investment in power sources and grids.
Direct power plants under the Group's management to prepare for production well, promptly fix problems, ensure operational efficiency and be able to mobilize maximum power generation capacity during peak months of 2025, absolutely not allowing fuel shortages (coal, gas, oil) for thermal power plants and water shortages in hydroelectric reservoirs according to the reservoir operation process approved by competent authorities.
At the same time, coordinate and direct the focus on propaganda, guidance, encouragement, and priority support for people and businesses in effectively implementing the direct electricity purchase and sale mechanism according to the provisions of Decree No. 57/2025/ND-CP dated March 3, 2025 of the Government and developing self-produced and self-consumed rooftop solar power sources according to Decree No. 58/2025/ND-CP dated March 3, 2025 of the Government.
Proactively implement maintenance solutions and prepare spare materials and equipment for the distribution grid system, minimizing incidents, repairs, outages, and reductions in power supply during operation.
The Prime Minister assigned Deputy Prime Minister Bui Thanh Son to directly direct, inspect, urge and handle arising issues within his authority; in case of exceeding authority, report to the Prime Minister.
