At the talks, Prime Minister Pham Minh Chinh welcomed Japan’s hosting of the ASEAN-Japan Commemorative Summit on the occasion of the 50th anniversary of ASEAN-Japan relations. Prime Minister Kishida Fumio thanked Prime Minister Pham Minh Chinh for his attendance and expressed his belief that the active participation and contributions of the Vietnamese delegation would contribute significantly to the overall success of the Summit.

In the spirit of "affection, sincerity, trust, practicality, and effectiveness", the two leaders exchanged opinions and agreed to closely coordinate and closely direct ministries and branches to concretize the contents of the Joint Statement on upgrading relations to a Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World, which was approved by the two countries' senior leaders at the end of November.
The two leaders shared a common understanding of strengthening political trust, increasing annual high-level exchanges and contacts through Party, Government, and National Assembly channels, etc.
Prime Minister Pham Minh Chinh conveyed the greetings, regards and invitation to visit Vietnam from General Secretary Nguyen Phu Trong, President Vo Van Thuong and National Assembly Chairman Vuong Dinh Hue to the King and Queen, Prime Minister Kishida Fumio and other leaders of Japan; and conveyed the gratitude of President Vo Van Thuong and his wife for the warm, friendly and thoughtful reception that the Royal Family, National Assembly, Government and people of Japan gave to the high-ranking Vietnamese delegation during their official visit to Japan at the end of November.
The two Prime Ministers also affirmed to strengthen substantive and effective cooperation in the defense field through effective implementation of signed cooperation agreements.

The two Prime Ministers highly appreciated the positive progress in many key economic cooperation projects between the two countries in recent times as well as the total value of ODA loans in 2023 exceeding 100 billion Yen for the first time since 2017; affirmed to continue strengthening economic ties between the two countries, promoting cooperation to ensure economic security; agreed to establish a joint coordination group between the two governments to promote the progress and effectiveness of a number of economic projects being implemented between the two countries, including the Nghi Son Refinery and Petrochemical Plant project.
Prime Minister Pham Minh Chinh proposed that Japan continue to provide new-generation ODA loans for strategic projects on transport infrastructure development such as the North-South high-speed railway project, urban railway, supporting industries, new industrial clusters, climate change response, digital transformation, green transformation, healthcare, etc. in Vietnam; support and facilitate Vietnamese enterprises to participate in the global supply chain of Japanese enterprises in the fields of automobile manufacturing, electronics, medical equipment, textiles, etc.; promote quarantine procedures to open the market for Vietnamese green-skinned grapefruit and Japanese grapes.
Prime Minister Kishida Fumio affirmed that Japan wants the two countries to develop together and contribute to the common development of the region; and will continue to support Vietnam in industrializing and modernizing, building an independent, self-reliant economy, integrating deeply into the world, and successfully implementing the Industrialization and Modernization Strategy.
The two leaders also agreed to expand cooperation in the fields of green transformation, climate change response, etc. through practical projects. Prime Minister Fumio Kishida affirmed to promote cooperation with Vietnam in the field of energy transition and emission reduction through the Asia Zero Emission Community Initiative Center (AZEC) established by Japan.
Appreciating the fact that the two countries have organized more than 500 activities to celebrate the 50th anniversary of the establishment of relations in 2023, the two leaders agreed to further deepen cooperation in human resource training, especially strategic-level managers, cultural exchange, people-to-people exchange, local cooperation, and tourism.
The two Prime Ministers witnessed the ceremony of exchanging cooperation documents between ministries and branches of the two countries.
Prime Minister Pham Minh Chinh proposed that Japan continue to create favorable conditions, loosen and move towards visa exemption for Vietnamese citizens entering Japan.
Prime Minister Kishida Fumio affirmed that Vietnam's human resources, including high-quality human resources and technical interns, are indispensable for Japan's socio-economic development; he expressed his delight that the two sides will organize an examination to accept specific technical interns in Vietnam.
The two leaders affirmed to continue to closely coordinate on regional and international issues of mutual concern, actively contributing to maintaining peace, stability and development in the region and the world; and supporting each other at multilateral forums and international and regional organizations.

On this occasion, the two leaders witnessed the handover ceremony of ODA cooperation documents between the two countries, including the 4th Loan Exchange Note for the Ho Chi Minh City Urban Railway Construction Project, Ben Thanh-Suoi Tien section, the Joint Development Scholarship (JDS) Project Exchange Note, and the Project Exchange Note to provide equipment to K Hospital with a total value of about 42.3 billion Yen (nearly 300 million USD).
