Striving to soon bring Vietnam-Canada trade turnover to 10 billion USD
At the meeting with Canadian Prime Minister Justin Trudeau, the two Prime Ministers expressed their impression of the good progress in the Vietnam-Canada Comprehensive Partnership, in which trade cooperation is a bright spot with bilateral turnover reaching over 7 billion USD in 2022.

In the context of the two countries celebrating the 50th anniversary of diplomatic relations (1973-2023), the two sides agreed to promote multifaceted cooperation, prioritizing increased contact, dialogue, and exchange of delegations at all levels.
Prime Minister Pham Minh Chinh suggested that the two sides continue to promote cooperation in the field of trade and investment, striving to soon bring bilateral trade turnover to 10 billion USD; increase development support, respond to non-traditional security challenges, and people-to-people exchange; and suggest that Canada cooperate in new areas such as digital transformation, green transformation, circular economy, and innovation; the two sides can also sign agreements to promote cooperation in areas where both sides have strengths and needs.
The Prime Minister asked Canada to continue to facilitate the export of more Vietnamese goods to the Canadian market. Prime Minister Pham Minh Chinh hopes that the Canadian Government will continue to support, facilitate and improve the legal status of Vietnamese people living, working and studying in Canada.
Prime Minister Justin Trudeau affirmed that he attaches importance to relations with Vietnam and appreciates Vietnam's increasingly important role and position in the international arena, which is clearly demonstrated by Japan and other G7 countries inviting Vietnam to attend the expanded G7 Summit; emphasizing that Canada supports Vietnam's development path. The two Prime Ministers said that the more difficult, crisis-ridden, and slow the world economy is to recover, the more countries, including Canada and Vietnam, need to connect, cooperate, and support each other.
Prime Minister Trudeau also highly appreciated the contributions of the Vietnamese community in Canada to the development of Canada. Prime Minister Trudeau highly agreed with the Vietnamese Prime Minister's proposals on measures to promote relations, including maintaining and promoting economic and trade relations with Vietnam within the framework of the CPTPP Agreement and other frameworks. Prime Minister Trudeau also asked Vietnam to support Canada in strengthening cooperation with ASEAN and the region.
Prime Minister Trudeau appreciated Vietnam's participation in the United Nations Human Rights Council and the two Prime Ministers emphasized that the two sides can discuss issues of difference through frank and sincere dialogue. Prime Minister Trudeau emphasized that Canada always upholds international law, the rules-based order and supports ASEAN's central role in the regional architecture.
On this occasion, Prime Minister Pham Minh Chinh respectfully invited Prime Minister Trudeau to visit Vietnam again soon. The Canadian Prime Minister thanked the Vietnamese Prime Minister and expressed his wish to visit Vietnam again soon.
Realizing the vision of developing the Vietnam-India Comprehensive Strategic Partnership
At the meeting with Indian Prime Minister Narendra Modi, the two leaders affirmed their appreciation for the traditional and long-standing friendship between the two countries; discussed measures to realize the vision of developing a comprehensive strategic partnership, emphasizing the importance of high-level exchanges, contacts and substantive and effective cooperation in all fields.

Prime Minister Pham Minh Chinh congratulated India on its achievements under the leadership of Prime Minister Modi, especially its impressive economic growth, increasingly advanced science and technology; and India's increasingly important role and position in the region and the world. Affirming that Vietnam and India share many similar strategic interests, the Prime Minister suggested that the two sides continue to strengthen multifaceted cooperation, prioritizing the promotion of political and diplomatic relations, cooperation in areas of mutual interest such as trade - investment, services, finance - banking, tourism, science and technology, innovation, and strengthening coordination to respond to common challenges in the context of many crises and uncertainties in the world.
Prime Minister Modi expressed his pleasure at meeting Prime Minister Pham Minh Chinh again, affirming that Vietnam is one of the leading strategic partners in the Indo-Pacific Strategy and India's "Act East" policy; thanked Vietnam for attending the Southern Forum to jointly enhance the role and voice of developing countries; and said that bilateral trade relations have developed very positively in recent times with a turnover of nearly 15 billion USD in 2022.
Regarding the future direction, the Indian Prime Minister said that economic and trade cooperation continues to be an important pillar in bilateral relations. The two leaders also discussed a number of specific measures and orientations to facilitate businesses of each country to access the market and invest in business, exploiting the potential and good cooperative relations between the two countries.
The two sides agreed to continue promoting and developing consultation and dialogue mechanisms, expanding cooperation in areas where both sides have complementary advantages, closely coordinating, sharing viewpoints and positions on international and regional issues of mutual concern and at international and regional forums, especially at the United Nations as well as at ASEAN-led mechanisms and within the framework of Mekong-Ganga cooperation.
At the same time, the two Prime Ministers affirmed the importance of maintaining peace, stability, security, safety and freedom of navigation and aviation, upholding international law, and calling on parties to fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC) and soon complete a substantive and effective Code of Conduct in the East Sea (COC), in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS); creating conditions for resolving disputes in the East Sea by peaceful means.
Prime Minister Modi cordially invited Prime Minister Pham Minh Chinh to visit India at a convenient time this year and the Prime Minister happily accepted the invitation.
Proposing Comoros to facilitate Vietnamese goods to access the Comoros market
At the meeting with President of the Comoros Federation Azali Assoumani, the two leaders assessed that the two countries have a traditional friendship but the level of cooperation is still modest, not commensurate with the potential of the two countries.

The two sides agreed to further increase delegation exchanges at all levels, promote information exchange on economics, trade, investment, opportunities and strengths of each side.
Prime Minister Pham Minh Chinh conveyed the greetings of General Secretary Nguyen Phu Trong and President Vo Van Thuong to President Assoumani; congratulated Comoros on being elected as the rotating Chair of the African Union (AU) in 2023; and affirmed that Vietnam attaches importance to relations with African friends, including Comoros.
Regarding bilateral cooperation, the Prime Minister proposed that Comoros facilitate some of Vietnam's key products such as rice, food, consumer goods, textiles, footwear, machinery, etc. to access the Comoros market; proposed that the two sides strengthen cooperation in the agricultural sector, including tripartite agricultural development cooperation projects, including mechanisms with the Food and Agriculture Organization (FAO) and the African Development Bank in Comoros.
The Prime Minister also suggested that the two countries increase exchanges and coordination at international organizations and multilateral forums; at the same time, he affirmed that Vietnam wishes to cooperate and support the AU in realizing the vision of an integrated, prosperous and peaceful Africa for the people; Vietnam is ready to be a bridge to promote cooperation between ASEAN and the AU.
President Azali Assoumani thanked Prime Minister Pham Minh Chinh and senior leaders of Vietnam for their wishes and greetings; affirmed that the Comoros people always have good feelings for Vietnam; and emphasized the desire to further deepen relations with Vietnam both bilaterally and in its capacity as Chair of the AU.
President Assoumani highly agreed with the proposals of Prime Minister Pham Minh Chinh and suggested that Vietnam share its experience with Comoros in ensuring food, energy, and health security, etc. to support Comoros in implementing its plan and vision of becoming an emerging economy by 2030.
President Azali Assoumani agreed that the two sides should soon negotiate and sign a number of important documents such as the Visa Exemption Agreement for Diplomatic and Official Passport Holders... to create a favorable legal basis for bilateral cooperation.
Regarding multilateral cooperation, Comoros will continue to closely coordinate with Vietnam, supporting multilateralism and the role of international law.
IMF: Vietnam is a bright star in the world economic sky
At the meeting with International Monetary Fund (IMF) Managing Director Kristalina Georgieva, Prime Minister Pham Minh Chinh expressed his gratitude for the IMF’s support and advice on the Government’s macroeconomic policy management, contributing to building policy frameworks in line with trends and accessing investment funds; hoping that the two sides will have a new phase of more effective cooperation in the face of rapid changes in the world.

Prime Minister Pham Minh Chinh asked the IMF to continue providing policy advice to the Vietnamese Government on economic management, improving fiscal and monetary tools, and restructuring finance and banking. The Prime Minister shared Vietnam's success, with a stable financial market, enhanced national brand, and the value of Vietnam's National Brand having the fastest growth rate in the world in the past 3 years, reaching 431 billion USD in 2022, and Vietnam rising 12 places in the 2023 World Happiness Report.
Vietnam's economic development has both internal and external factors. At the meeting, the Prime Minister had a frank discussion, going straight to the issues of mutual concern, suggesting new issues in the context of the world economy continuing to face difficulties.
The IMF Managing Director expressed his delight at the positive results of Vietnam's economy, assessing Vietnam as a bright star in the world economic sky, with a stable economy and positive growth rate, in the context of a volatile global economy with many risks and being heavily impacted by the Covid-19 pandemic.
Ms. Kristalina Georgieva highly appreciated Vietnam's socio-economic management policies, early control of the Covid-19 pandemic, and rapid transition to opening the economy; said that the Government's implementation of a firm, proactive, flexible, timely, and effective monetary policy is very appropriate, helping Vietnam maintain its growth momentum in the recent difficult context.
The IMF General Director said that Vietnam's economy is forecast to grow twice as fast as the global economy and that the IMF hopes to advise on interest rates, monetary policies, and enhance Vietnam's economic autonomy to respond to the crisis.
Ms. Kristalina Georgieva affirmed that the IMF and she personally strongly support and will accompany Vietnam in its development process.
Hope OECD supports implementation, adaptation to new fields
At the meeting with Mr. Mathias Cormann, Secretary General of the Organization for Economic Cooperation and Development (OECD), Prime Minister Pham Minh Chinh highly appreciated the good cooperative relationship between Vietnam and OECD, especially the success of the Southeast Asia Programme Ministerial Meeting in October 2022 in Hanoi, and thanked OECD for its technical support and policy advice to Vietnam.

The Prime Minister suggested that the two sides continue to promote cooperation, first of all, prepare well for the 2023 Southeast Asia Programme Ministerial Meeting; and hope that the OECD will create conditions for many Vietnamese coordinators to work at the Secretariat.
The Prime Minister emphasized that Vietnam is a developing country, an economy in transition, with a large economic openness, so its ability to withstand external shocks is limited. He hoped that OECD would support the implementation and adaptation to new areas that require new thinking and approaches in the future, especially issues of global minimum tax, energy security, food security, climate change, knowledge economy, circular economy, etc.
The OECD Secretary-General congratulated Vietnam on its achievements in economic reform and transformation, thanked Vietnam for its positive contributions and key role in the Southeast Asia Programme. The Secretary-General expressed his impression of Vietnam's international role with the invitation to attend the G7 Summit as well as the upcoming OECD Ministerial Council Meeting in June 2023.
The Secretary-General pledged to continue promoting exchanges and cooperation with Vietnam, supporting Vietnam in economic recovery and development, especially in areas of interest to Vietnam, including building investment policies adapted to global minimum taxes, green and circular economies, etc.
The Secretary-General hopes that Vietnam will participate in the Initiative for the Forum on Carbon Reduction Methods (IFCMA) to contribute to building a standard, comprehensive approach to carbon reduction at the global level.
