Prime Minister Pham Minh Chinh has just signed Decision 177/QD-TTg to establish the National Council for Science, Technology and Innovation (the Council). The Prime Minister is the Chairman of the Council.
Deputy Prime Minister Tran Luu Quang is the Permanent Vice Chairman of the Council. The Minister of Science and Technology is the Vice Chairman of the Council.
The Council members include: Minister of Planning and Investment, Minister of Finance, leaders of relevant ministries, President of Vietnam Academy of Science and Technology; President of Vietnam Academy of Social Sciences; Chairmen of Hanoi, Ho Chi Minh City and Da Nang People's Committees; Director of Hanoi National University; Director of Ho Chi Minh City National University; a number of experts, managers, scientists in the field of science, technology and innovation (proposed by the Minister of Science and Technology).
The Council is an interdisciplinary coordination organization with the function of assisting the Prime Minister in researching, directing, and coordinating the resolution of important, interdisciplinary issues in the development and implementation of policies, strategies, mechanisms, and policies to promote the development of science, technology, and innovation.
The Council is also responsible for researching, advising, recommending, and proposing to the Prime Minister directions and solutions to solve important, inter-sectoral issues in the development and implementation of policies, strategies, mechanisms, and policies to promote the development of science, technology, and innovation.
In addition, it helps the Prime Minister direct and coordinate between ministries, ministerial-level agencies, government agencies, provincial and municipal People's Committees in the process of promoting science and technology and innovation...
The Ministry of Science and Technology is the standing body of the National Council for Science, Technology and Innovation. The Minister of Science and Technology uses the existing apparatus and organizes specialized departments to assist the Council, ensuring that no new staff is created.
