Based on a profound and comprehensive analysis of the international, regional and East Sea situations as well as the country's development needs in the new situation, Prime Minister Pham Minh Chinh directed relevant ministries, departments, branches and localities to continue to closely follow the Party's guidelines and the State's legal policies in the coming time, including the Resolution of the 13th National Party Congress, Resolution 36 on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045; Resolution 44 on the Strategy for national defense in the new situation, to be proactive, positive, and effectively implement all aspects of work, achieving new, more important and substantive results in all aspects.
Accordingly, relevant ministries, departments, sectors and localities need to mobilize resources, promote sustainable development of the marine economy in association with ensuring national defense and security, further enhance the capacity to enforce and protect sovereignty, sovereign rights and jurisdiction at sea; persist in the foreign policy of independence, self-reliance, multilateralization, diversification, and strengthening international cooperation on the sea in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea; strictly implement Directive 32 of the Secretariat and Directive 17 of the Prime Minister on preventing and eventually ending the situation of Vietnamese fishing vessels violating regulations on combating illegal, unreported and unregulated (IUU) fishing in foreign waters, and promptly remove the yellow card of the European Commission (EC); Do a good job of propaganda, further raise awareness and consensus in the whole society and the entire political system about the meaning, role and importance of the East Sea - Islands work, actively contribute to maintaining peace, stability and cooperation for development at sea.
