This is one of the contents of Decision 262/QD-TTg dated April 1, 2024 of the Prime Minister approving the Plan to implement the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII), which has just been authorized by Deputy Prime Minister Tran Hong Ha to sign and issue.

According to the Plan for implementing the Power Plan VIII, the Quynh Lap LNG Thermal Power Project with a capacity of 1,500 MW is being implemented in Nghe An, with an expected operational year of 2029 - 2030. However, the Plan also clearly states that the exact scale of the power plants in the above list will be specifically determined, in accordance with the capacity of the generator set during the project implementation phase.
In the development strategy, to both contribute to national energy security and ensure sustainable development without compromising the environment, since November 2020, the Standing Committee of Nghe An Provincial Party Committee has proposed that the Prime Minister and the Ministry of Industry and Trade stop implementing the Quynh Lap Thermal Power Center (including Quynh Lap I Coal-fired Thermal Power Plant and Quynh Lap II Thermal Power Plant) after a long period of non-implementation.
The two thermal power projects have a total capacity of 2,400 MW, with the total investment in phase 1 alone reaching about 2.2 billion USD, with the Vietnam National Coal - Mineral Industries Group as the investor.
Next, Nghe An Provincial People's Committee issued Document No. 975/UBND-CN dated December 8, 2021 requesting the Government to allow the conversion of Quynh Lap I and II Coal-fired Thermal Power Projects into LNG Gas-fired Thermal Power Projects.
Then, in the Power Plan VIII approved in May 2023, the Prime Minister agreed to terminate the Quynh Lap I and II Thermal Power Projects; instead, it requested to consider planning potential locations in the Quynh Lap area (Nghe An) or Nghi Son (Thanh Hoa) to build the Quynh Lap/Nghi Son LNG Thermal Power Plant in the 2021-2030 period with a capacity of 1,500 MW.
Thus, compared to the two options considered in the Power Plan VIII, which are Quynh Lap or Nghi Son, the recently approved Power Plan VIII Implementation Plan has finalized the plan to build the Quynh Lap LNG Thermal Power Plant in Quynh Lap commune, Hoang Mai town (Nghe An).
LNG (Liquefied Natural Gas) is a natural gas whose main component is methane (accounting for about 95%), liquefied by deep refrigeration, making it easier to store and transport to the point of consumption. Currently, LNG is considered a clean, environmentally friendly fuel and is widely used in many places around the world. Using LNG for electricity production helps ensure the diversity of primary fuel sources for electricity generation, gradually reducing dependence on coal-fired thermal power, improving environmental protection, in line with the trend of sustainable development.
DEVELOPING DIVERSIFICATION OF POWER SOURCES
Also in the Plan to implement the Power Plan VIII, by 2030, Nghe An is included in the plan to develop power sources with the capacity of onshore wind power (onshore and nearshore) of 70MW; the capacity of small hydropower sources is increased by 63MW, from 240MW to 303MW; the capacity of biomass power sources is 10MW; the capacity of power sources produced from waste is 30MW; the capacity of rooftop solar power sources is 54MW.
The plan also includes in the investment portfolio of medium and large hydropower projects nationwide 3 hydropower projects in Nghe An; including the 45MW hydropower project on Hieu River (combined with power generation at Ban Mong Lake Project), expected to operate in 2024 and the My Ly hydropower projects with a capacity of 120MW, Nam Mo 1 with a capacity of 51MW, both of which are adjusting their investment policies, and are expected to operate in 2028.
In addition, two small hydropower projects were also included in the list: Chau Thon Hydropower Plant with a capacity of 29.8 MW, expected to operate in 2024, and Thong Thu Hydropower Plant with a capacity of 28 MW, expected to operate in the period 2026 - 2030.
At the same time, in the list of onshore wind power projects (onshore and nearshore), the Plan for implementing the Power Plan VIII includes the plan to build the Nam Dan Wind Power Plant with a capacity of 70MW, expected to operate in the period 2026 - 2030.
For biomass power development, Nghe An is planned to develop Quy Hop Biomass Power Plant with a capacity of 10MW, expected to operate in the period 2026 - 2030.
Nghe An has the Khe Go Lake Solar Power Project with a capacity of 200MW and the Vuc Mau Lake Solar Power Project with a capacity of 160MW in the list of solar power projects to be considered after 2030 to be implemented during the planning period if implemented in the form of self-production and self-consumption.
For the Rural and Mountainous Areas and Island Power Supply Program, the Plan for the Implementation of the Power Plan VIII sets a target of providing power to 18,581 households in Nghe An in 154 villages and hamlets in 88 communes. It is expected to build 136 transformer stations, 439 km of medium-voltage lines and 253 km of low-voltage lines. The total capital requirement for implementation is 640 billion VND.
List of transmission grid projects, Nghe An will receive new investment from the State in the 500kV Nam Cam switching station, connecting to a new 500kV Vung Ang - Nho Quan line circuit, with an operating schedule in the period 2026 - 2030 and the Quynh Luu transformer station with a capacity of 1,800MVA, with an operating schedule in the period 2023 - 2025.
In addition, a series of 220kV transformer stations will be newly built and renovated in the districts of Tuong Duong, Quy Hop, Do Luong and Nam Cam Industrial Park.
