NDO - The Prime Minister has just signed and issued Directive No. 34/CT-TTg on developing digital transformation projects for ministries, branches and localities.
The Directive stated: In recent times, the implementation of the Prime Minister's decisions on the National Digital Transformation Program, the Strategy for e-Government Development towards Digital Government and the National Strategy for Digital Economy and Digital Society Development, and the Data Strategy has achieved many positive results. Basic technical infrastructure meets the needs; national and specialized databases have been promoted to be built and gradually put into operation and use; many public services have been provided online; the digital economy and digital society have both developed positively; the digital skills of civil servants, public employees and people have been improved; the national ranking on e-Government has improved... However, the implementation process has also revealed many challenges and shortcomings such as: leaders in some ministries, branches and localities have not considered digital transformation and digital economy development as key tasks; institutional improvement and administrative procedure reform have progressed slowly; There are still some areas without national grid electricity, leading to difficulties in deploying digital infrastructure; the economic development scale of regions and areas across the country is uneven, especially in localities in ethnic minority and mountainous areas where the rate of poor and near-poor households is still quite high, leading to low ownership of smart devices by people; the connection and sharing of data between state agencies is still limited, not creating much added value; the quality of online public service provision is still low; the national ranking on e-Government has improved but is only at the average level in the region, without any breakthrough; the risk of losing network information security still contains risks and challenges; there has not been appropriate investment in resources, especially in attracting human resources in information technology and network information security.

Digital transformation is a difficult task, requiring high determination, drastic action and clearly defining key tasks, solutions, and breakthroughs to create momentum for the digital transformation process, developing the digital economy and digital society. The Project on Developing the Application of Population Data, Identification and Electronic Authentication to Serve the National Digital Transformation in the 2022-2025 Period, with a Vision to 2030 (Project 06) chaired by the Ministry of Public Security, is an important and breakthrough project in promoting national digital transformation, creating many utilities and services, bringing practical benefits, serving people and businesses better and more effectively. The success of Project 06 helps to draw many lessons that need to be continued to be learned, promoted and expanded by ministries, branches and localities nationwide, contributing to further promoting the national digital transformation process. In that spirit, to overcome the shortcomings in the recent past, create momentum and breakthroughs for digital transformation and develop the digital economy and digital society, the Prime Minister requested ministries, ministerial-level agencies, agencies under the Government, People's Committees of provinces and centrally run cities, based on the approach and lessons learned from the successful implementation of Project 06, each ministry, sector and locality should study and find their own breakthroughs, develop a digital transformation project similar to Project 06 and ensure connectivity with Project 06, focus on directing the completion and success of the implementation from now until the end of 2025, in line with the National Digital Transformation Program, e-Government development strategies towards Digital Government, the National Strategy for Digital Economy and Digital Society Development, the National Data Strategy, Project 06 and other digital transformation strategies, programs, projects and plans of ministries, sectors and localities.Principles of building a digital transformation project
When building a digital transformation project, it must be based on the following principles: - Selecting to include in the project breakthroughs that have a wide range of impacts on industries, fields, and localities under management. Solving these issues will create the main driving forces to promote activities and create breakthroughs in digital transformation and digital economic development of ministries, sectors, and localities. - Breakthroughs can focus on the content of digital economic development with 4 pillars: information technology industry, digital economy of the sector, digital governance and digital data or developing digital government, digital administration, smart cities according to the principle of taking people and businesses as the center. - Issues included in the project must be specific, clear, measurable (priority given to online forms through digital platforms), and the assignment of tasks must be clear about people, work, time, responsibility, and results. - The project must ensure feasibility and can be implemented immediately based on practical needs and according to the current legal framework without having to amend institutions and policies. - Clearly define the list of tasks of ministries, branches and localities in promoting development, investment and construction, avoiding overlap and waste. - Ensure synchronization with national, sectoral and sectoral programs and strategies; resolutions, projects and plans of ministries, branches and localities on digital transformation to avoid duplication and optimize implementation resources. - Have plans and solutions to ensure network security and network information security to limit the risk of disclosure and loss of state secrets, internal information and personal data of users in cyberspace. - The budget for implementing the project is balanced from the budget of ministries, branches and localities and is implemented in a practical and effective manner. If necessary, report to the Prime Minister for consideration and decision. - The development, promulgation and implementation of the project must ensure compliance with the procedures and resources for project implementation as prescribed by law.Identify breakthroughs
The Prime Minister assigned ministers, heads of ministerial-level agencies, government agencies, and Chairmen of People's Committees of provinces and centrally run cities to directly preside over identifying breakthroughs and ensuring that there are breakthrough projects to implement digital transformation in their sectors, fields, and management scopes. In the process of identifying breakthroughs, ministries, sectors, and localities must closely follow the reality of digital transformation, ensuring synchronization and connection with the implementation of Project 06 in their ministries, sectors, and localities. Ministries, branches and localities related to the draft sub-projects of digital transformation ensure connection with Project 06 developed by the Ministry of Public Security, transfer to ministries, branches and localities according to the direction of the Government at Point d, Clause 18, Appendix to Resolution No. 82/NQ-CP dated June 5, 2024 of the Government, organize research, integrate tasks and solutions into the content of the digital transformation project of their ministries, branches and localities. Based on the identified breakthroughs, ministries, branches and localities develop breakthrough digital transformation projects for their sectors, fields and localities. In case ministries, branches and localities already have a Program/Project/Scheme on digital transformation with breakthrough characteristics for the sector, field and locality under their management, the ministries, branches and localities need to explain and clearly identify the breakthrough and feasibility to focus on completing the implementation from now until the end of 2025. The completion time is before October 15, 2024 (including the case of developing a new project). Ministers of ministries, heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities are responsible to the Prime Minister for the implementation of the project in the sector, field and locality under their management. Monthly meetings are held to review and thoroughly resolve difficulties and problems in the process of implementing the project.Announce digital transformation infrastructure component model before September 30
At the same time, the Prime Minister requested the Ministry of Information and Communications - the standing agency of the National Committee on Digital Transformation to announce the model of digital transformation infrastructure components, clearly defining responsibilities and presiding agencies, to be completed before September 30, 2024. Synthesize the implementation results of ministries, branches and localities (with comments on feasibility and synchronization when necessary) in the periodic report on digital transformation, promptly advising the Prime Minister to direct implementation in accordance with the actual situation. The Ministry of Public Security shall develop and complete a document summarizing lessons learned and methods from Project 06, disseminate it to ministries, branches and localities for reference, and complete it before September 20, 2024. The Ministry of Finance shall preside over the synthesis and allocation of annual state budget funding to implement programs, tasks and projects under the project based on proposals from ministries, branches and localities and the budget's ability to balance according to the provisions of the State Budget Law and related guiding documents. The Ministry of Planning and Investment shall preside over the synthesis of annual public investment plans based on proposals from ministries, branches and localities during the implementation of programs and projects under the project according to the provisions of the law on public investment.Nhandan.vn
