Continue to promote growth associated with macroeconomic stability, control inflation and ensure major balances of the economy.

Accordingly, ministries, agencies and localities: closely monitor developments in the international and regional situation, policy adjustments of economies and major partners, especially monetary, fiscal, trade and investment policies...; analyze and forecast to proactively respond to policies promptly, appropriately and effectively, especially to increase both aggregate supply and aggregate demand.

Grasp the market situation, balance supply and demand, and commodity prices to have appropriate and effective solutions to stabilize the market and prices, especially for gasoline, oil, essential goods, housing, and food. Prepare price plans and roadmaps to adjust prices of commodities according to the market with State regulation, public services according to the market roadmap, ensuring inflation control according to the set targets.

The Ministry of Planning and Investment proactively analyzes, forecasts, promptly updates, and advises the Government and the Prime Minister on appropriate plans and scenarios for direction and management to promote growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy, supporting production and business activities of enterprises and people. Focus on promoting and attracting large-scale, high-tech FDI projects, especially in the development of digital economy, green economy, circular economy, processing and manufacturing industries, electronics, semiconductors, Hydrogen, etc.; promptly grasp and handle difficulties and problems of FDI enterprises, especially administrative procedures to speed up the progress of projects in Vietnam.

The Ministry of Finance strengthens financial discipline and order, resolutely implements digital transformation and regulations on electronic invoices, especially promoting the application of digital transformation in budget revenue and expenditure, improving the effectiveness and efficiency of state budget revenue and expenditure management; ensures correct, sufficient and timely collection, expands the collection base and prevents tax losses, especially for food and beverage services, restaurants, e-commerce, business on cross-border platforms, etc.; thoroughly and resolutely cuts down on regular expenditures and expenditure tasks that are not really urgent. Promotes and controls the healthy, safe and effective development of financial markets, securities and corporate bonds; promptly detects and strictly handles violations. Urgently implements necessary measures to upgrade the Vietnamese stock market from a frontier market to an emerging market in 2024.

The State Bank of Vietnam shall promptly, flexibly, harmoniously and reasonably regulate interest rates and exchange rates in accordance with the market situation, macroeconomic developments and monetary policy objectives; further strengthen inspection, examination, supervision and control of bad debt risks and have effective solutions to promptly handle bad debts of the credit institution system. Strictly implement the provisions of Decree No. 24/2012/ND-CP on the management of gold trading activities; proactively and promptly implement solutions and tools to intervene in the domestic gold market to ensure a healthy competitive gold market, stable, public, transparent and effective operation; strictly manage and control activities and transactions in the market, promptly and effectively overcome the high gap between domestic and international gold bar prices. Inspect, examine and strictly handle negative cases, smuggling and gold price inflation; At the same time, regulate promptly and effectively to meet the foreign currency needs of businesses and people.

Promote disbursement of public investment capital, take public investment as the lead, activate and attract all social resources.

Ministries, agencies, and localities: urgently allocate detailed plans for state budget investment in 2024 in accordance with regulations, avoid further delays, ensure focus, key points, not spread out, in accordance with implementation and disbursement capacity and in accordance with legal regulations on public investment.

Resolutely clear land, disburse public investment capital, promote construction progress of key projects and works, accelerate the implementation of national target programs in the spirit of taking public investment as the leading factor, activating and attracting all social resources.

Focus on promoting progress, completely removing difficulties in supplying construction materials, speeding up investment preparation, investment decisions, and selecting contractors for key national projects and works, and construction investment projects in the area.

Strengthening discipline and order in disbursing public investment capital, having strict sanctions according to regulations for organizations and individuals who intentionally delay the progress of capital allocation, implementation and disbursement of public investment capital; promptly replacing cadres, civil servants and public employees who are weak in capacity, slow, causing harassment and trouble, resolutely handling negative and corrupt acts in public investment management, especially key national projects, according to the law.

The Ministry of Planning and Investment shall periodically report to the Government and the Prime Minister on the situation, results and propose appropriate solutions to promote the disbursement of public investment capital, national target programs and ODA capital; publicly disclose and propose criticism of ministries, agencies and localities with disbursement rates lower than the national average. Continue to review, amend and supplement legal regulations within its authority or report and propose to competent authorities to amend and supplement in order to promote the allocation and disbursement of public investment projects and ensure the effective use of capital.

Preside over and coordinate with the Ministry of Finance and relevant ministries, agencies and localities to urgently perform the assigned tasks in Official Dispatch No. 24/CD-TTg dated March 22, 2024, report to the Prime Minister on reviewing and synthesizing the need to adjust the central budget capital plan for 2024 that has not been allocated in detail by ministries, central agencies and localities; extend the time to arrange central budget capital for projects assigned to the medium-term public investment capital plan for the period 2021-2025.

The Ministry of Finance directed to accelerate the progress of payment, settlement, and expenditure control to simplify and shorten the time and procedures for disbursing public investment capital; promote the application of digital transformation and payment through online public services of the State Treasury.

Ministries and agencies: Agriculture and Rural Development, Labor, War Invalids and Social Affairs, and the Ethnic Committee review difficulties, problems, and recommendations of ministries, agencies, and localities in the process of allocating and disbursing capital for the three national target programs to coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and relevant agencies to handle them according to regulations, and promptly report to competent authorities on matters beyond their authority.

The Ministry of Natural Resources and Environment continues to monitor and promptly guide the immediate removal of difficulties, obstacles, and procedures related to the exploitation of construction material mines, ensuring adequate supply of construction materials for key traffic projects, especially in the Mekong Delta and southern provinces.

Economic groups and state-owned corporations focus on innovating management, enhancing research and development, reducing costs, and improving operational efficiency; at the same time, promoting investment and development, especially large-scale, effective and highly influential projects.

Developing domestic market, expanding and diversifying export markets, diversifying supply chains

Ministries, agencies and localities: focus on developing the domestic market, enhancing trade promotion, stimulating local consumption, actively responding to the Campaign "Vietnamese people prioritize using Vietnamese goods"; promoting the distribution of goods through digital platforms and e-commerce. Urgently implement solutions to boost exports, especially to large and potential markets, effectively promoting signed trade agreements and treaties.

Ministry of Industry and Trade: presides over and coordinates with the Ministry of Foreign Affairs, relevant ministries and agencies to support businesses in effectively utilizing commitments in signed FTAs; promotes negotiations and signing of new FTAs ​​(with the United Arab Emirates, Latin America); continues to expand exports to Africa and the Halal market. Timely informs businesses about adjustments to policies and regulations of countries on the export and import of goods, especially key agricultural products such as rice, coffee, etc.; proactively develops solutions, guides and supports businesses in carrying out procedures, providing documents and information to meet new regulations of partner countries.

Promote the implementation of domestic consumption stimulus programs, market stabilization programs, agricultural product promotion, One Commune One Product (OCOP), bringing Vietnamese goods to rural areas... Strengthen market management, fight against smuggling and trade fraud; promptly investigate and handle trade defense lawsuits against goods imported into Vietnam according to regulations.

Promote the reduction and simplification of administrative procedures, create a favorable investment and business environment, continue to remove difficulties for production and business, create jobs and livelihoods for people.

Ministries, agencies and localities: tighten discipline and administrative order and improve the effectiveness and efficiency of direction and administration; promote the spirit of daring to think, daring to do, daring to make breakthroughs for the common good; resolutely overcome the situation of shirking and avoiding responsibility; further promote the role and responsibility of cadres, civil servants and public employees, especially leaders.

Urgently review and propose solutions to reduce and simplify licenses related to business activities according to Decision No. 104/QD-TTg dated January 25, 2024; regularly inspect, strictly handle and publicly announce officials, civil servants, public employees, agencies and units that cause delays and inconvenience.

Focus on promptly handling and resolving difficulties and problems, especially regarding mechanisms, preferential policies, legal procedures, land, infrastructure, and human resources to increase investment attraction for the whole society, investment in the form of public-private partnership, and selective foreign investment attraction.

Focus on implementing digital transformation tasks as directed in Notice No. 04/TB-VPCP dated January 8, 2024; continue to effectively implement Project 06 as directed in Directive No. 04/CT-TTg dated February 11, 2024 to create substantial changes in the provision of public services, reducing hassles, time, and costs for people and businesses.

The Ministry of Planning and Investment urgently develops, promulgates and effectively implements the Strategy for the Development of Vietnam's Semiconductor Industry and the Project on Human Resources Development for the Semiconductor Industry to 2030, with a vision to 2045.

The Ministry of Finance urgently studies and proposes to the Government and the Prime Minister in May 2024 to extend the tax payment deadline, reduce registration fees for domestically produced and assembled cars, and reduce land and water surface rental fees.

The Ministry of Industry and Trade proactively takes measures within its authority and regulations to ensure adequate supply of electricity and gasoline to serve production, business and consumption of people and enterprises, and absolutely does not allow power shortages, shortages, or disruptions in gasoline supply in any situation.

The State Bank of Vietnam continues to direct the reduction of lending interest rates; proactively take measures to manage credit growth, increase the economy's access to capital effectively, feasibly and promptly; promote the disbursement of the VND 120 trillion credit package for lending to investors and home buyers of social housing projects; promote the role of major state-owned commercial banks according to Notice No. 123/TB-VPCP dated March 27, 2024; study and increase the scale of the VND 15 trillion credit package to support enterprises producing and processing forestry and aquatic products.

Ministry of Agriculture and Rural Development: proactively direct and guide localities to implement specific solutions to prevent and combat drought, water shortage, and saltwater intrusion, limiting impacts on agricultural production and people's lives. Proactively develop scenarios, promptly provide solutions to orient and promote the consumption of agricultural products, effectively overcome the situation of good harvest but low prices, good prices but bad harvest. Actively guide the construction and development of raw material areas, concentrated and large-scale production of goods according to market standards and requirements, contributing to promoting sustainable agricultural development and improving product quality. Continue to preside over and coordinate with relevant agencies and coastal localities to promote the implementation of solutions to combat IUU fishing; carefully prepare to work with the 5th EC Inspection Delegation and remove the Yellow Card in 2024.

The Ministry of Culture, Sports and Tourism shall organize the 2024 summer tourist season well; closely coordinate with localities to strengthen the management of tourism service prices, accommodation, and food and beverage prices in the area; continue to effectively implement tasks and solutions for comprehensive, rapid and sustainable tourism development according to Directive No. 08/CT-TTg dated February 23, 2024; organize cultural, artistic and sports programs to create highlights to attract tourists.

The Ministry of Transport urgently studies and promptly develops appropriate solutions and policies to support airlines in maintaining flight routes and the number of commercial aircraft, limiting the impact on ticket prices, people's travel, and developing domestic tourism, especially during the April 30 and May 1 holidays and the upcoming summer tourist peak.

The Ministry of Construction shall promptly promulgate the investment process for social housing projects, select investors, etc. to save time in implementing social housing projects, mobilize and encourage social resources to participate in developing social housing according to the direction in Notice No. 123/TB-VPCP dated March 27, 2024.

Do a good job of social security

Ministries, agencies and localities have carried out social security work well; paid attention to timely support for people with meritorious services and policy beneficiaries; promptly provided rice to support people during the lean season, in areas affected by natural disasters and epidemics; resolutely and effectively organized the emulation movement "Eliminating temporary and dilapidated houses", completing the set goals nationwide in 2025.

The Ministry of Labor, War Invalids and Social Affairs effectively implements solutions to develop the labor market; focuses on training new occupations, developing and improving the quality of vocational education.

The Ministry of Health continues to innovate and improve the quality of medical examination and treatment; proactively prevent and combat infectious diseases; and urgently address the shortage of drugs, medical supplies and equipment at public health facilities.

Focus on perfecting institutions, drastically and effectively implementing plans

Ministries, agencies, and localities: urgently develop, submit, and promulgate detailed regulations and guidelines for the implementation of the Laws and Resolutions passed at the 6th Session and the 5th Extraordinary Session, especially the Law on Credit Institutions (amended), the Land Law (amended), the Law on Real Estate Business, the Housing Law, etc. to ensure quality and progress. Focus on developing, ensuring progress and quality of projects under the 2024 Law and Ordinance Development Program, and carefully prepare contents to serve the 7th Session of the 15th National Assembly.

Urgently complete and submit for approval national sectoral plans; complete 05 regional plans and remaining provincial plans; promptly and effectively implement issued national, regional and provincial plans.

The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries and agencies to urgently complete and submit to competent authorities for promulgation before April 30, 2024: (i) mechanisms and policies for direct electricity purchase and sale between power generation units and large electricity users; (ii) mechanisms to encourage the development of rooftop solar power installed in private homes, offices, and self-produced and self-consumed industrial parks; (iii) mechanisms and policies for the development of gas-fired and offshore wind power in accordance with the direction in Official Dispatch No. 38/CD-TTg dated April 15, 2024. Urgently submit to the Government a new Decree replacing Decree No. 95/2021/ND-CP and Decree No. 83/2014/ND-CP on petroleum trading in May 2024. Resolutely and effectively implement the Plan for implementing the VIII Power Plan to firmly ensure sufficient power supply for the country and regions according to annual demand forecasts; promptly synthesize and complete the list of power source projects according to the Plan's requirements, and submit it to the Prime Minister soon for consideration and approval.

The Ministry of Finance urgently completes the draft Decree of the Government regulating the preparation of estimates, management and use of regular state budget funds to implement investment projects in construction, renovation, upgrading and expansion of invested construction projects; procurement of assets; purchase, repair and upgrade of machinery and equipment, and submits it to the Government in April 2024 before reporting to the National Assembly Standing Committee.

Continue to effectively handle outstanding and long-standing issues

The State Bank of Vietnam urgently completes the compulsory valuation of banks and the compulsory transfer plan for weak banks, submits it to the Government for consideration and decision according to the direction in Resolution No. 28/NQ-CP dated March 5, 2024; develops and submits to competent authorities a handling plan for Saigon Commercial Joint Stock Bank (SCB).

The Ministry of Finance, the Ministry of Industry and Trade, and the State Capital Management Committee at Enterprises, according to their functions, tasks, and authority, focus on handling projects and enterprises that are behind schedule and ineffective and have been approved by competent authorities; at the same time, promptly complete documents and plans to handle remaining outstanding and prolonged issues, including removing difficulties for Vietnam Airlines Corporation, and submit them to competent authorities for approval.

Ensuring national defense, security, social order and safety, promoting foreign affairs and international integration

The Ministry of National Defense has done a good job of forecasting, proactively grasped the situation, promptly advised and effectively handled situations, avoided being passive or surprised; resolutely and persistently protected sovereignty and territory.

The Ministry of Public Security directs the assurance of absolute security and safety for important political, cultural and social events of the country, activities of Party and State leaders; strengthens the work of preventing and combating crime, especially organized crime, transnational crime, criminal and drug crimes; speeds up the investigation of cases monitored and directed by the Steering Committee for Anti-Corruption.

The Ministry of Foreign Affairs well prepares the foreign affairs programs of the Party and State leaders; continues to firmly consolidate the favorable foreign affairs situation for national defense and development; and improves the effectiveness of economic diplomacy to serve development.

Strengthening information and communication work

The Ministry of Information and Communications focuses on directing; Vietnam Television, Voice of Vietnam, Vietnam News Agency, Government Electronic Information Portal, and press agencies to do a good job of information and propaganda, especially policy communication, contributing to creating social consensus, strengthening trust, creating momentum, inspiring people and businesses; resolutely fighting and refuting distorted views and arguments of hostile and reactionary forces; promptly providing feedback on issues of public concern; destroying, removing, and preventing bad, toxic, and false information; strictly handling organizations and individuals who violate. Strengthening foreign information, mobilizing support from the international community, contributing to enhancing the prestige and position of the country.
