The Prime Minister directed to strive to complete by 2025: housing support for people with meritorious services; housing support for people under the National Target Programs; and eliminating temporary housing for people outside the above two support groups.

Prime Minister Pham Minh Chinh has just signed and issued Directive No. 42/CT-TTg dated November 9, 2024 on accelerating the implementation of eliminating temporary and dilapidated houses nationwide.
Nationwide, there are about 315,000 households with housing difficulties.
The Directive clearly states that housing is one of the essential needs of people, one of the factors contributing to the development of the country's human resources. The Party and State have always paid attention to and identified housing for the people as a social issue, a key task of social security and sustainable poverty reduction.
In the recent period, the Government and the Prime Minister have issued many mechanisms and policies to support housing, especially housing for people with meritorious services to the revolution, poor households, near-poor households in rural and mountainous areas, and ethnic minorities. The above policies have helped about 340,000 households with meritorious services to the revolution and over 800,000 poor households, near-poor households with housing difficulties have stable and safe housing, and strive to escape poverty sustainably.
The above results were achieved thanks to the great efforts of the entire political system from the central to local levels, and the active and widespread participation of organizations, communities and people.

However, up to now, there are still about 315,000 households nationwide with housing difficulties (including beneficiaries, target programs, poor households, near-poor households, etc.) that need support to improve their housing to ensure safety and stability so that they can "settle down and have a career," feel secure in working and producing, develop the economy, gradually escape poverty, and contribute to the goal of hunger eradication, poverty reduction, and ensuring social security.
To celebrate the 80th anniversary of the founding of the country and National Day on September 2 (1945-2025); At the same time, implementing the key tasks in Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership in the development of social housing in the new situation is "... ensuring that 100% of people with meritorious services and families of people with meritorious services to the revolution are well cared for in terms of housing" as well as the goals and tasks in Resolution No. 42-NQ/TW dated November 24, 2023 of the 8th Conference of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies, meeting the requirements of the cause of building and defending the Fatherland in the new period: "Main directions by 2030:... completely eliminate the situation of temporary houses, dilapidated houses for poor households, near-poor households, people affected by natural disasters, climate change; the average housing area per capita nationwide reaches about 30m2 of floor/person," contributing to the successful implementation of the goals and indicators Pursuant to the Resolution of the 13th National Party Congress, the Prime Minister directed the goal of striving to complete 3 tasks in 2025: supporting housing for people with meritorious services; supporting housing for people under the National Target Programs; eliminating temporary and dilapidated houses for people outside the above 2 support groups.
Identifying housing support for meritorious people and poor households as a political task
The Prime Minister requested to thoroughly grasp the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, the People are the masters"; high determination, great efforts, drastic actions, focus, complete each task, clearly assign people, tasks, time, responsibilities, results, and products.
Ministries, branches, and People's Committees of provinces and centrally-run cities must be determined and identify housing support for people with revolutionary contributions, poor households, and near-poor households as a political task, in which local authorities at all levels are the units that decide the success of the program.
Focus on leadership, direction, promoting the role and responsibility of the head in improving the quality and efficiency of resources to implement housing support for people with revolutionary contributions, poor households, and near-poor households. Develop specific plans to organize and implement effectively, contributing to the successful implementation of the goal of eliminating temporary and dilapidated houses nationwide.

Review and complete the legal system on housing support policies for people with revolutionary contributions, poor households, and near-poor households to ensure consistency, synchronization, feasibility, and suitability.
Innovate mechanisms and policies towards improving capacity and effectiveness of state management, promoting administrative reform to ensure publicity and transparency, creating favorable conditions for localities, businesses and people to access policies on housing support for people with revolutionary contributions, poor households and near-poor households facing housing difficulties.
Diversify resources in a comprehensive, widespread, and inclusive manner. The Central Government allocates budget capital according to programs, projects, and spending savings, etc. to support housing for people, especially those with revolutionary contributions, 3 National Target Programs, and housing support projects for poor and near-poor households.
Ministries, sectors and localities arrange and allocate sufficient capital for programs according to the set plan. At the same time, call on all people and businesses to diversify forms of support, "whoever has something to contribute, whoever has merit to contribute, whoever has property to contribute property, whoever has a lot to contribute a lot, whoever has little to contribute a little," creating a movement and trend for the poor, for the movement to eliminate temporary and dilapidated houses.
Strengthen propaganda work, create social consensus so that everyone supports, shares, and takes responsibility for caring for the material and spiritual lives of the people, especially the poor, the disadvantaged, and those in difficult circumstances, leaving no one behind.
Implement effective measures and solutions to eliminate temporary and dilapidated houses.
Directing on key tasks and solutions, the Prime Minister assigned the Ministry of Labor, War Invalids and Social Affairs to preside over and coordinate with relevant ministries and agencies to submit to the Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide to promulgate the Regulations on organization and operation of the Steering Committee.
The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Ministry of Construction and other ministries, branches and localities to develop and complete the draft Decision of the Prime Minister on supporting poor and near-poor households to eliminate temporary and dilapidated houses, and submit it to the Prime Minister in November 2024.

The Ministry of Labor, War Invalids and Social Affairs proactively advises and proposes to the Prime Minister and the Central Steering Committee on the elimination of temporary and dilapidated houses nationwide specific and effective measures, solutions and methods to eliminate temporary and dilapidated houses nationwide, ensuring the correct progress and requirements.
The Ministry of Labor, War Invalids and Social Affairs directs and guides the Departments of Labor, War Invalids and Social Affairs of provinces and centrally-run cities to identify people with revolutionary contributions and those receiving support from the National Fund to eliminate temporary and dilapidated houses for poor and near-poor households in accordance with regulations.
The Ministry of Labor, War Invalids and Social Affairs is the focal point, together with the Government Office and the Ministry of Construction, to organize the urging, inspection and supervision of localities in implementing the elimination of temporary and dilapidated houses nationwide according to regulations.
Research and design some typical housing models
The Ministry of Construction urgently submits to the Prime Minister a Decision on the level of support for new construction or renovation and repair of houses for people with revolutionary contributions, martyrs' relatives and the allocation rate of support capital from the central budget, the rate of counterpart support capital from the local budget for the period 2023-2025 in November 2024; organize implementation and complete in 2025.
The Ministry of Construction urges, guides, and inspects localities within the scope of Project 5: housing support for poor and near-poor households in poor districts in Decision No. 90/QD-TTg dated January 8, 2022 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period, ensuring completion of support in 2025.
Urgently guide and urge the People's Committees of provinces and centrally-run cities where there are temporary and dilapidated houses to research and design a number of typical housing models, ensuring technical requirements, quality, efficiency, and suitability with the culture, customs and characteristics of each locality and region for households to refer to and study to apply in building houses suitable to the specific circumstances of each household, to be completed before December 15, 2024.
The Ministry of Construction coordinates with the Ministry of Labor, War Invalids and Social Affairs and the Ethnic Committee to urge, inspect and supervise localities in implementing housing support policies for poor and near-poor households according to regulations.
Balancing and allocating capital from the state budget to carry out the task of supporting housing for people.
The Prime Minister requested the Ministry of Finance to urgently balance and arrange capital from the state budget to carry out the task of supporting housing for people from the National Target Program and supporting housing for people with revolutionary contributions to submit to competent authorities for consideration and decision.
The Ministry of Finance reported to the Government to submit to the National Assembly a proposal to allow the use of the 5% reduction and savings of regular expenses in 2024 of the central and local budgets to implement support for eliminating temporary and dilapidated houses for poor and near-poor households and transfer the source to 2025 and submit to the Government for implementation instructions after being approved by the National Assembly.
The Central Committee of the Vietnam Fatherland Front continues to mobilize and receive support from organizations and individuals to support the elimination of temporary and dilapidated houses through the Fund managed by the Central Committee of the Vietnam Fatherland Front.
Coordinate with the Government and Party committees, authorities at all levels, and members of the Vietnam Fatherland Front from central to local levels to perform the function of supervising the implementation of housing support policies for poor and near-poor households to ensure the correct goals and requirements.
Based on local needs and resources, allocate funds from the Central Fund to localities to effectively implement the Party's policies and guidelines on eliminating temporary and dilapidated houses nationwide.
The Ethnic Committee urges, guides and inspects localities to implement Housing Support under the Project to Solve the Shortage of Residential Land, Housing, Production Land and Domestic Water in Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister approving the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase 1 from 2021 to 2025, ensuring completion of support in 2025.
Prioritize the elimination of temporary and dilapidated houses for people with meritorious services from the state budget.
The People's Committees of provinces and centrally run cities shall urgently submit to competent authorities the establishment of a Steering Committee to implement the elimination of temporary and dilapidated houses in localities in accordance with the specific situation (province, district, commune) with the Party Secretary as Head of the Steering Committee, the Chairman of the People's Committee at the same level as Deputy Head of the Steering Committee; members of the Steering Committee are the Chairman of the Vietnam Fatherland Front and relevant departments, branches and agencies, to be completed in November 2024.
The People's Committees of provinces and cities direct agencies and units under their management to implement the goal of eliminating temporary and dilapidated houses nationwide (including 3 programs: housing support for people with revolutionary contributions; housing support under the National Target Programs and eliminating temporary and dilapidated houses for people; in which priority is given to eliminating temporary and dilapidated houses for people with revolutionary contributions from the state budget), ensuring the right subjects, standards, norms, no overlap between Programs, other support activities from the state budget, compliance with procedures in accordance with legal regulations, no loss, waste, corruption, or negativity.
The People's Committees of provinces and cities shall preside over and coordinate with the Ministry of Construction, the Ministry of Labor, War Invalids and Social Affairs, and relevant ministries and agencies to focus on and prioritize the synchronous and drastic implementation nationwide of housing support for people with meritorious services.
People's Committees of provinces and cities promote the implementation of the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025".
Strengthening propaganda, creating social consensus
The Prime Minister requested news agencies and newspapers to have timely solutions to strengthen propaganda, create social consensus so that people and businesses can support, share, and share responsibility, join hands to support housing for people with revolutionary contributions, and eliminate temporary and dilapidated houses for poor and near-poor households.
Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Central Steering Committee for the elimination of temporary and dilapidated houses nationwide, directed ministries, agencies, and localities to resolve tasks related to the elimination of temporary and dilapidated houses nationwide.
The Government Office coordinates with the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Construction and relevant ministries and branches to urge, inspect and supervise localities to implement the elimination of temporary and dilapidated houses nationwide according to regulations./.
