The Prime Minister pointed out 3 major lessons learned in emulation and reward work.

The Prime Minister requested to promote patriotic emulation movements, launch peak emulation campaigns, and make achievements to celebrate major holidays and important political events of the Party and the country.

On the morning of December 9, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council for the 2021-2026 term, chaired the 10th meeting to evaluate the results of the implementation of tasks in 2024, the direction and tasks of the Council in 2025; at the same time, consider awarding and posthumously awarding the titles of "Hero of the People's Armed Forces" and "Hero of Labor" to collectives and individuals with outstanding achievements in building and defending the Fatherland.

Attending the meeting were: Vice President Vo Thi Anh Xuan, First Vice President of the Council; Minister of Home Affairs Pham Thi Thanh Tra, Permanent Vice President of the Council; President of the Vietnam General Confederation of Labor Nguyen Dinh Khang, Vice President of the Council; Council members who are leaders of central ministries, departments and branches.

The Council assessed that in 2024, the country will face many difficulties and challenges, the world situation will continue to develop in a complicated and unpredictable manner, and implementing the Resolutions and Conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government and the Prime Minister will closely follow the practical situation, focusing on directing tasks and solutions decisively, flexibly and effectively.

Thanks to that, Vietnam's socio-economic situation has achieved many important results, with an estimated 15/15 targets for the year reaching and exceeding the plan. These results have positive contributions from patriotic emulation movements and commendation work nationwide under the attention, direction and management of the Prime Minister, Chairman of the Central Emulation and Commendation Council.

In 2024, the Council actively developed the Project "Summary of the implementation of Directive No. 34-CT/TW, dated April 7, 2014 of the Politburo on continuing to innovate emulation and reward work and promulgating the Directive on emulation and reward work in the new situation"; developing and perfecting the law on emulation and reward; directing the implementation of the organization of Patriotic Emulation Congresses at all levels and in all sectors, towards the 11th National Patriotic Emulation Congress.

In particular, the Council directed and organized many emulation movements with high efficiency such as: The movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025," with the peak emulation period of "450 peak days and nights to eliminate temporary and dilapidated houses in 2025"; The movement "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste," typically the emulation period to complete the construction of the 500kV power transmission line circuit 3 Quang Trach - Pho Noi in 6 months, instead of 3-4 years as usual; launching and implementing the peak emulation period of "500 days and nights of emulation by the end of 2025 to complete 3,000 km of expressway"; the movement to help each other overcome the consequences of storm No. 3, especially in Lang Nu, Yen Bai province...

The movements "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", "Cadres, civil servants and public employees compete to practice office culture", "The whole country competes to build a learning society, promote lifelong learning, period 2023-2030"; at the same time, continue to promote emulation movements to carry out political tasks, develop socio-economy, ensure national defense and security of ministries, branches and localities.

In 2024, the commendation work was carried out promptly to serve the political tasks of the country, ministries, departments, branches and localities. The Council presented to the President 87,843 commendations and the Prime Minister 6,979 collectives and individuals with outstanding achievements in emulation movements, building and defending the Fatherland; mainly collectives and individuals at the grassroots level, directly creating material wealth and defending the Fatherland.

Concluding the meeting, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, commended and highly appreciated the spirit, responsibility and positive contributions of the Council members; ministries, departments, branches, localities, unions, and socio-political organizations that responded to, launched, and effectively implemented emulation movements; highly appreciated the results that the patriotic emulation movement and emulation and reward work have achieved in the past time, making important contributions to the overall achievements in socio-economic development in 2024.

The Prime Minister also pointed out a number of limitations such as some ministries, sectors, localities and units issuing legal documents detailing the implementation of the Law on Emulation and Commendation were not timely; the emulation movements of some ministries, sectors, localities were not really linked to the resolution of political tasks and responsibilities of leaders; the work of discovering typical examples and collectives and individuals with outstanding achievements was not timely...

Analyzing the causes of the limitations, Prime Minister Pham Minh Chinh pointed out three major lessons in emulation and reward work: it is necessary to closely follow the guidelines, policies of the Party and State, the directions of the Politburo, the Secretariat, the General Secretary, and legal documents, on that basis, deploy substantive and effective emulation movements; launch emulation movements, associated with the interests of the nation, people, and the political tasks of each agency, unit, and the responsibility of the head; it is necessary to regularly inspect, urge, evaluate, and thoroughly resolve obstacles, summarize, draw lessons, and build up typical advanced individuals and collectives, while at the same time propagating and replicating, creating motivation and inspiration for the whole society in building and defending the Fatherland.

The Prime Minister emphasized that 2025 is of special significance, marking the 95th anniversary of the founding of the Communist Party of Vietnam; 50 years of the liberation of the South and national reunification; 135 years of President Ho Chi Minh's birthday; 80 years of the founding of the country; the year of holding Party Congresses at all levels, towards the 14th National Party Congress, the 11th National Emulation Congress; especially the year the entire political system is determined to effectively implement and exceed the socio-economic goals set for 2025 and the entire term of the 13th National Congress, to bring the country into a period of stronger and faster acceleration.

Therefore, emulation and reward work needs to be carried out better with the spirit of "whatever is not done well must be overcome to do it well; what is done well must be more determined, make greater efforts, act more decisively and effectively" and encourage the spirit of daring to think, daring to do, daring to take responsibility for the common good.

In that spirit, emphasizing that emulation and reward work must absolutely not be formal or perfunctory but must be practical and effective, the Prime Minister requested to promote patriotic emulation movements, launch peak emulation periods, make achievements to celebrate major holidays, important political events of the Party, the country, the nation, welcome Party Congresses at all levels and the 14th National Congress, the 11th National Patriotic Emulation Congress... especially launching the movement "The whole country competes in innovation, digital transformation, contributing to bringing the country to rise in the era of wealth and prosperity."

Along with that, effectively implement emulation movements; advise on preliminary and final summaries of emulation movements nationwide; resolutely and effectively implement the peak emulation period of "500 days and nights of emulation to complete 3,000 km of expressway" and "450 peak days and nights to eliminate temporary and dilapidated houses in 2025," to be completed before December 31, 2025 to celebrate the 14th Party Congress.

The Chairman of the Central Emulation and Reward Council directed to focus on solving key and urgent requirements and tasks, especially urgently and effectively implementing the "revolution to streamline the organizational apparatus of the entire political system" in the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee, ensuring science, following a roadmap, appropriate and effective steps, associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees, with the spirit of unanimity to act together, work together, "The Party has directed, the Government has agreed, the National Assembly agrees, the People support, then only discuss and do, not discuss backing down."

The Prime Minister directed the organization to thoroughly grasp, disseminate, propagate and implement the Politburo's Directive "on strengthening the Party's leadership over emulation and reward work in the new situation"; continue to research and perfect the system of legal documents on emulation and reward, creating a synchronous and complete legal basis.

Emphasizing the task of perfecting the Plan for organizing the Patriotic Emulation Congresses at all levels and sectors towards the 11th Patriotic Emulation Congress to ensure practicality, effectiveness, and the right purpose and requirements, the Prime Minister pointed out that it is necessary to successfully organize the 11th National Patriotic Emulation Congress, so that it is truly a Congress to honor typical examples nationwide, and to crystallize the achievements of patriotic emulation movements; at the same time, continue to launch more widely patriotic emulation movements in the 2026-2030 period, creating strong spread, momentum, and outstanding marks of the country in the new era - the era of rising up, becoming rich and prosperous.

The Head of Government noted to promote the propaganda of collectives and individuals with outstanding achievements, focusing on promoting typical examples in "Studying and following Ho Chi Minh's ideology, morality and lifestyle", preventing and fighting corruption, practicing thrift, and fighting waste; typical examples with outstanding achievements in labor, production, study and work; and implementing the commendation work well, ensuring timeliness, publicity and transparency.

Directing the Council and members of the Emulation and Reward Council at all levels, sectors, units and localities to promote their roles and responsibilities in advising Party committees and authorities in leading and directing the implementation of emulation and reward work, especially the roles and responsibilities of leaders in emulation and reward work, the Prime Minister directed to promote decentralization and delegation of power associated with resource allocation, promote the responsibility of leaders, improve the capacity of cadres and promote the application of information technology, digital transformation, and administrative procedure reform in leading and organizing the implementation of emulation and reward work at ministries, sectors and localities./.
