The Government Office has just issued a Notice of the conclusion of the Government Standing Committee at the meeting on the implementation of important projects of Vietnam Electricity Group and Vietnam Oil and Gas Group to ensure electricity supply and energy security.
The conclusion announcement stated that in the past 9 months of 2024, our country's overall economic growth reached 6.82% (in the third quarter of 2024 alone, it reached 7.4% over the same period), leading to high electricity consumption demand in the last months of the year, expected to increase by 11-13%, higher than the 9% forecast plan.
In the context of not much change in power sources, but learning from experience in 2023, preparation work was carried out early, remotely, operation work was better, meeting enough electricity demand for production and business and serving people's lives, not allowing power shortages to occur. Thereby, fulfilling the set commitment, not allowing power shortages in the North during the dry season of 2024.
By 2025, electricity growth must reach 12-13%
With an expected economic growth rate of 7% in 2025 and to ensure enough electricity for production, business and people's lives, electricity growth must reach 12-13%. According to the report, the total capacity needed to increase to meet demand is expected to be about 2,297 MW. Therefore, with the management experience in 2024, the Prime Minister requested that there must be no power shortage in 2025, in which, solutions must be implemented to ensure compensation for the total capacity shortage.
The Prime Minister requested the effective implementation of Decree No. 80/2024/ND-CP dated July 3, 2024 of the Government regulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users.
The Ministry of Industry and Trade is studying to promote the purchase of electricity from Laos, agreeing with the buyer for the entire 5-year period and adjusting the import price of electricity accordingly. In addition, it is also considering the possibility of increasing the import of electricity from China to supplement the system if necessary.
For the period 2026 - 2030, the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, relevant corporations and groups, based on the electricity growth target of about 12-15% per year, will develop scenarios on power sources, electricity transmission, electricity distribution, economical and efficient use of electricity and appropriate electricity prices, with the definite goal of not allowing power shortages under any circumstances for the entire period from now to 2030, both ensuring growth and implementing green transformation, in which electricity prices must be suitable to the socio-economic situation and people's payment level.
The Ministry of Industry and Trade needs to conduct research to convert the base electricity from coal to gas, diversify electricity sources, including research and implementation of nuclear power development, focusing on developing clean electricity sources to contribute to combating climate change, green transformation, digital transformation and circular economy such as rooftop solar power, wind power, waste-to-energy, etc.
For hydropower sources, it is necessary to coordinate with the Ministry of Agriculture and Rural Development to develop a plan to regulate water flow in a harmonious and scientific manner, ensuring irrigation but with the spirit of storing water for power generation and the dry season in the North.
For electricity, it is recommended to calculate appropriate electricity prices, close to the market and the country's situation, ensuring harmony of interests between parties, creating motivation and investment efficiency so that investors can participate.
The Ministry of Industry and Trade, the Ministry of Finance, the State Capital Management Committee at Enterprises, and the Vietnam Electricity Group, based on their functions, tasks, and authority, will manage electricity prices according to a suitable roadmap, without "jerking"; the electricity industry will promote cost savings, enhance digital transformation applications, increase competitiveness, reduce costs... electricity prices must be suitable for the economy, with State regulation to stabilize the macro economy.
Urgently complete the Electricity Law project (amended)
The Ministry of Industry and Trade, as Head of the Working Group to review legal problems in the implementation of power projects, continues to preside over and coordinate with the Vietnam Oil and Gas Group and Vietnam Electricity Group in accordance with the direction of the Prime Minister in Decision No. 932/QD-TTg dated September 5, 2024, urgently complete the draft Law on Electricity (amended) to resolve problems such as output commitments (Qc), horizontal gas price transfer, in the direction that the law only regulates major problems with many problems, while specific problems with many fluctuations need to be assigned to the Government to regulate such as electricity prices, technical standards, etc.
The law amendment needs to fully update the current problems, with the spirit of opening up space for development but must be manageable, implementing decentralization and decentralization thoroughly, eliminating bureaucratic mechanisms, subsidies, "request and grant" mechanisms, cutting down administrative procedures, "sub" licenses to reduce compliance costs; adding contents on wind power and nuclear power development, submitting to the National Assembly for approval at the 8th Session according to the one-session process.
The Ministry of Industry and Trade shall preside over and coordinate with the State Capital Management Committee at Enterprises and the People's Committees of the provinces to direct specific plans to quickly deploy, complete and put into operation large-scale power source projects in the North such as: early deployment of Nghi Son - Thanh Hoa LNG plant projects (1,500 MW), Quynh Lap LNG - Nghe An (1,500 MW); strive to start construction in the second quarter of 2025 and complete energization in 2027 for projects with investors: Quang Ninh LNG (1,500 MW), Thai Binh LNG (1,500 MW); urgently complete the Hoa Binh Hydropower Expansion Project (480MW), Quang Trach I (EVN- 1,403MW), Na Duong II (TKV-110MW), etc.
The Ministry of Industry and Trade reviews projects included in the Plan to implement the 8th Power Plan but has not yet assigned investors, and directs localities to urgently organize the selection of investors and have an implementation plan to ensure the set progress.
The Ministry of Industry and Trade urgently reviews and considers adjusting the Power Plan VIII for the 2026-2030 period to ensure it is consistent with the socio-economic development situation in accordance with the provisions of the law on planning, paying attention to implementing the offshore wind power planning, and reporting to the Prime Minister.
