Telegram to Ministers, Heads of ministerial-level agencies, Heads of Government agencies; Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Councils, Chairmen of People's Committees of provinces and centrally-run cities.
The telegram stated: Since the beginning of 2025, the world situation has seen many new, complicated, and unpredictable developments, with more intense strategic competition among major countries, widespread trade wars, and declining world economic prospects, posing many difficulties and challenges. In the country, based on the reality and development requirements, according to the proposal of the Government, the Central Committee, and the Politburo, the conclusion has been made to adjust the growth target for 2025 to 8% or more and double digits in the following years. On that basis, the National Assembly and the Government have issued a Resolution for implementation.
To successfully achieve the above goals and targets, the Prime Minister requests members of the Government, heads of ministerial-level agencies, government agencies, Chairmen of People's Committees of provinces and centrally run cities, and requests Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Councils of provinces and centrally run cities to focus on leading, directing, and implementing the following key tasks and solutions:
1. Continue to resolutely and effectively implement Conclusion No. 123-KL/TW dated January 24, 2025 of the Central Executive Committee, Resolution No. 192/2025/QH15 of the National Assembly and Resolution No. 25/NQ-CP dated February 5, 2025 of the Government, and the Prime Minister's directions on policies, viewpoints, tasks, and solutions for socio-economic development in 2025 and the 2021-2025 period.
2. Prioritize promoting economic growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy.
a) Ministries, agencies and localities according to assigned functions and tasks:
- Proactively follow developments in the international and regional situation, respond with timely, appropriate and effective policies, proactively develop response scenarios, and avoid being passive or surprised. In particular, it is necessary to immediately deploy flexible and effective adaptation solutions both in the short and long term to the new US tariff policy.
- Focus on leading and directing the completion of the goals and targets assigned by the Government in Resolution No. 25/NQ-CP dated February 5, 2025; especially 37 provinces and centrally-run cities that did not achieve the GRDP growth target in the first quarter of 2025 according to the proposed scenario, coordinate with the Ministry of Finance to clarify the causes in order to have breakthrough and feasible solutions to accelerate development in the following months and quarters of 2025.
b) The Ministry of Finance shall preside over and coordinate with relevant agencies and localities to urgently:
- Complete the draft Resolution replacing Resolution No. 01/NQ-CP dated January 8, 2025 of the Government, submit to the Government before April 25, 2025; in which, adjust the growth scenario for the second quarter and the remaining quarters of 2025, ensuring the GDP growth target in 2025 reaches 8% or more.
- Review and assess the impact of the US's reciprocal tax policy on Vietnam; develop fiscal support policies for businesses and workers in industries and sectors affected by the US's tariff policy, and report to competent authorities in April 2025.
c) The State Bank of Vietnam presides over and coordinates with agencies and localities to:
- Closely monitor the international and regional situation, policy adjustments of major economies; effectively use management tools to regulate exchange rates and interest rates appropriately, meeting capital needs for the economy; maintain stability in the monetary, foreign exchange, gold markets and the safety of the credit institution system.
- Continue to direct credit institutions to reduce costs, enhance digital transformation to strive to reduce lending interest rates; direct credit to production, business, priority sectors, and growth drivers; promote short-term lending to support businesses affected by US tariff policies.
- Urgently research and call on banks to urgently join hands to build preferential credit packages for people under 35 years old to buy houses, preferential credit packages of about 500 trillion VND for enterprises investing in infrastructure and digital technology with long-term loans. Expand the scope and subjects participating in preferential credit packages for the forestry, fishery and wooden furniture sectors affected by the US reciprocal tariff policy.
3. Continue to innovate and promote traditional growth drivers
3.1. About investment
a) Ministries, agencies and localities according to assigned functions and tasks:
- Implement more drastically, strongly and effectively the tasks and solutions to promote the disbursement of public investment capital, strive to disburse public investment capital in 2025 to reach 100% of the plan assigned by the Prime Minister; use public investment to lead private investment, strengthen public-private cooperation. Ministers, heads of central agencies and Chairmen of People's Committees of provinces and cities clearly identify difficulties and causes of slow disbursement of each specific project to directly direct and promptly resolve them according to their authority, report to competent authorities if beyond their authority; focus on resolutely implementing site clearance, removing difficulties in supplying construction materials, speeding up the progress of key and important national projects; promptly transfer capital from slow-disbursing projects to supplement capital for projects with good disbursement and in need of additional capital; speeding up disbursement must be associated with ensuring the quality of works, preventing negativity, corruption and waste; Timely handle officials who are weak in capacity, afraid of responsibility, shirk responsibility, avoid, and fail to complete disbursement tasks; take full responsibility before the Government and the Prime Minister for the results of public investment disbursement in 2025 of their ministries, agencies, and localities.
- Focus on developing a medium-term public investment plan for the 2026-2030 period; allocate capital in a concentrated, key manner, resolutely not spreading out or fragmenting, ensuring that the total number of central budget projects for the 2026-2030 period does not exceed 3,000 projects; actively carry out investment preparation for important national projects, key projects, inter-provincial, inter-regional, inter-national and international projects.
- Effectively implement the adjusted Power Plan VIII; complete and put into operation important power and transmission projects; special mechanisms and policies for investment in the construction of Ninh Thuan Nuclear Power Plant according to Resolution No. 189/2025/QH15 dated February 19, 2025 of the National Assembly.
b) The Ministry of Finance shall preside over and coordinate with relevant agencies to:
- Urgently synthesize and propose plans to adjust the 2025 capital plan for the capital that has not been allocated in detail by March 15, 2025; compile a list of Ministers, Heads of Central agencies, and Chairmen of Provincial People's Committees who have not completed the 2024 public investment disbursement targets, and report to the Government and Prime Minister before April 25, 2025.
- Synthesize the report to the Government and the Prime Minister in April 2025, the plan for allocating the remaining capital and budget of the 3 national target programs. Summarize and evaluate the implementation of specific mechanisms in implementing the 3 national target programs to propose to the competent authority in April 2025 a common management and implementation mechanism for the national target programs in the period 2026-2030.
- Take the lead, coordinate closely and resolutely with ministries, agencies and localities to build effective mechanisms to selectively attract foreign investment, focus on promoting and attracting large-scale, high-tech FDI projects, and keep the environment clean; promptly grasp and handle difficulties and obstacles of FDI enterprises, especially cutting administrative procedures to speed up the progress of projects in Vietnam. Urgently build a "National Investment One-Stop Portal" to be completed in May 2025, and a "Provincial Investment One-Stop Portal" after the establishment of a new province.
c) The Ministry of Agriculture and Environment shall preside over and coordinate with relevant agencies in April 2025 to propose the application of a specific mechanism in licensing the exploitation of minerals for common construction materials to supply projects and works that are being and will be implemented.
3.2. On consumption
a) Ministry of Industry and Trade, ministries, agencies and localities according to assigned functions, tasks and authorities:
- Promote the implementation of solutions to connect supply and demand, linking production with distribution and consumption; encourage e-commerce platforms to implement preferential policies to promote the consumption of domestically produced goods and local products; continue to organize nationwide promotional programs, bringing goods to rural, remote, border and island areas...
- Effectively implement solutions to stimulate consumption in each locality, each product and nationwide, promote the campaign "Vietnamese people use Vietnamese goods", OCOP program, e-commerce, online payment; strengthen the prevention and fight against smuggling and trade fraud, especially regarding the origin of goods, counterfeit goods, fake goods, poor quality goods; prevent and strictly handle acts of false advertising; prevent shortages and supply disruptions, especially for essential goods and energy.
b) The Ministry of Construction shall preside over and coordinate with the Ministry of Finance and relevant agencies to urgently develop mechanisms and policies to promote the consumption of domestically produced construction materials, especially cement, steel, etc., design social housing assembly models and eliminate temporary and dilapidated houses.
c) The Ministry of Culture, Sports and Tourism and localities focus on implementing the 2025 Tourism Stimulus Program; promote tourism promotion activities, and complete the goal of welcoming 22-23 million international tourists and serving 130 million domestic tourists in 2025.
d) The Ministry of Foreign Affairs and the Ministry of Public Security, according to their assigned functions and tasks, shall continue to research and propose specific measures to apply convenient and flexible visa policies for tourists, improve visa approval procedures for tourists entering Vietnam under tourism stimulus programs or participating in diplomatic events; propose specific preferential visa policies for specific subjects such as: Researchers, experts, scientists, investors, billionaires, artists, famous athletes, etc.; accelerate bilateral visa exemption negotiations agreed upon with partners according to the conclusion of the Government Standing Committee.
3.3. About export
Ministry of Industry and Trade, ministries, agencies and localities according to assigned functions, tasks and authorities:
- Strengthen trade promotion, effectively exploit 17 signed free trade agreements (FTAs), promptly conclude negotiations and initiate negotiations, sign new FTAs with potential markets such as the Middle East, Africa, Latin America, Central Asia, Eastern Europe, India, Brazil, Pakistan, Egypt, etc. Urgently and actively discuss and develop working scenarios with US agencies to negotiate reciprocal trade agreements, ensuring harmony, reasonableness, and benefits for both sides.
- Improve the capacity of trade office staff and Vietnamese trade promotion offices abroad to more effectively support businesses in trade connection and export promotion; solutions to support industries and businesses in responding to trade defense lawsuits and adapting to new technical barriers of export partners; review and evaluate the work of preventing and combating fraud of goods origin in the past to have more drastic and effective solutions to prevent and strictly handle violations in this work; focus on providing market information and legal support in international trade and investment.
4. Effectively exploit new growth drivers; breakthroughs in science and technology development, innovation, and digital transformation
a) Ministries, agencies and localities according to assigned functions and tasks:
- Resolutely, synchronously, promptly and effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on the Action Program to implement Resolution No. 57-NQ/TW; Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation; creating substantial effectiveness and clear changes right in 2025.
- Focus on perfecting institutions, mechanisms, policies and ensuring resources to implement Resolution No. 57-NQ/TW in the second quarter of 2025; effectively implement the Conclusion of the First Session of the Government Steering Committee on Science, Technology Development, Innovation, Digital Transformation and Project 06.
- Promote the development of digital economy, green economy, circular economy, creative economy, sharing economy, emerging industries and fields such as: Artificial intelligence, big data, cloud computing, new energy, biomedicine, cultural industry, entertainment industry... promote new business models, prioritizing a number of industries: Wholesale, retail, processing industry, manufacturing, tourism, logistics. Focus on implementing the National Assembly's Resolution on new pilot policies, breakthroughs in investment, finance, bidding, controlled testing; encourage and promote the effectiveness of science and technology funds, venture capital funds, startups, innovation; apply the model of "public investment - private management", "private investment - public use", "public leadership - private governance"; ensure the initiative and creativity of scientists.
- Build free trade zones in some key economic localities. Research the "Duty Free Port" model to turn Vietnam into a major logistics center, promoting the distribution of goods via digital platforms.
b) The Ministry of Science and Technology shall preside over and coordinate with relevant agencies to urgently:
- Review, amend, supplement, and synchronously complete legal regulations, mechanisms, and policies on science, technology, innovation, and digital transformation development to remove bottlenecks and free up resources for science, technology, innovation, and national digital transformation development.
- Draft a Decree regulating a number of contents on innovation and creative startups, submit to the Government in April 2025; draft and submit to competent authorities to promulgate a list of Vietnam's strategic technologies in the second quarter of 2025.
- Build and develop a synchronous and modern digital infrastructure. Promote 5G commercialization; research 6G technology; develop telecommunications satellites and upgrade national telecommunications backbone infrastructure. Expand 5G coverage towards 50% of 4G stations.
c) The Ministry of Finance shall preside over and coordinate with relevant agencies to urgently complete the draft Resolution of the National Assembly on the International Financial Center in Vietnam, submit it to the National Assembly for approval at the 9th session of the 15th National Assembly; complete the draft Resolution of the Government on piloting the crypto-asset market in Vietnam, and report to the Government before April 25, 2025.
d) The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Science and Technology and the Ministry of Construction to review and propose to the Prime Minister to issue new and effectively implement issued strategies on research, application and exploitation of marine space and underground space in the second quarter of 2025.
5. Maximize social resources for development
a) The Ministry of Finance shall preside over and coordinate with relevant agencies to:
- Develop a plan to maximize the mobilization of resources from the state, businesses and people for development investment; take advantage of public debt and state budget deficit to mobilize resources for development.
- Work with ADB to prepare projects on infrastructure investment, climate change adaptation and green growth.
- Urgently complete the Private Economic Development Project to submit to competent authorities for consideration and decision, in which it is necessary to develop breakthrough solutions and appropriate and feasible policy mechanisms to encourage, promote, and create a favorable and equal investment and business environment for private economic development.
b) State-owned corporations and groups continue to improve the efficiency of production and business activities, management capacity and human resource quality; focus on investing in large, focused and key projects that have spillover effects, create momentum and promote socio-economic development.
c) Promote the effectiveness of the Steering Committee's operations according to Decision No. 751/QD-TTg dated April 11, 2025 of the Prime Minister on resolving difficulties and problems of backlogged projects; review and classify projects, clearly define the handling authority to guide ministries, agencies and localities to resolve or propose solutions, mechanisms and policies to report to competent authorities for resolution before May 15, 2025.
d) The Ministry of Home Affairs shall preside over and coordinate with relevant agencies to strengthen the connection between supply and demand, develop a sustainable, flexible and effective labor market; promote the shift of labor structure towards modernization; promptly review and study to remove obstacles and simplify procedures for granting permits to foreign workers to work in Vietnam.
6. Assign Deputy Prime Ministers in their assigned fields to directly direct ministries, agencies and localities to focus on effectively implementing the tasks and solutions in this Official Dispatch; promptly handle arising problems within their authority.
7. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of this Official Dispatch; report to the Prime Minister on issues beyond its authority.
